SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

QUESTIONS AND RESPONSES

1. Are there any previous Q&A documents from the original solicitation period that we can review?

No.

2. What are the exact details of the Containment Dikes that are to be constructed? Typical sketch, elevation, slope, and distances? What are the current conditions of the existing containment dikes?

As stated in the specifications, “The Contractor shall submit to the Contracting Officer for review prior to construction, a typical sketch of the dike repair and/or dike re-construction showing all slopes, distances, and elevations.” The dike section including freeboard is dependent upon dredge plant to be used and, therefore, Contractor specific.

3. Is there a possibility for an extension of the work period? We estimated around 210 days needed for Dredging and Containment Dike construction.

Further review of scope has yielded a change in duration for the Base Work from 140 calendar days to 170 calendar days. The duration for the Option Work Items remains unchanged.

4. Page C-11 the template appears to be upside down on station 930+00, can you please verify that what is on the cross sections is correct and should not be reversed. There are several of these cross sections that seem as if they are reversed, that one cross section is the one mentioned here.

This cross section is correct. Based on surveys from September 2021, the channel is below the required dredge cut. Dredging would not be required in this reach based on date of the survey. Final determination of need will be made upon review of the before dredging sections.

5. Plan Sheet C-03 shows the northerly limits of Disposal Area 10. The limits are not continued on sheet C-04. Please provide the southerly limits of disposal for Disposal

Area 10.

A revised Plan Sheet C-04 showing southern boundary of disposal area 10 will be included in next amendment.

6. Will the Owner please provide anticipated capacities for each disposal area?

Surveys were not completed for disposal areas prior to advertisement. Contractor shall base capacity on disposal area footprints and a site visit prior to bid opening.

7. Will the Owner please provide any known elevation data in the provided disposal areas?

Surveys were not completed for disposal areas prior to advertisement. Contractor shall base capacity on disposal area footprints and a site visit prior to bid opening.

8. Can the Owner please clarify if the motorboat for exclusive use of the Government, required under Section 35 20 23.00 12 Paragraph 1.7.4, shall include a dedicated operator?

Contractor shall provide an operator for the boat. Dedicated operator is not necessary as long as someone on-site can safely operate the boat.

9. Is dragging or bed leveling permitted as a method of clean-up?

W912P820B0049

As related to the channel, bed leveling can not result in deficient section as the receiving area for this material. Contractor may not level the beds and raise elevations adjacent to the channel. As related to the disposal areas, dragging of areas that exceed maximum elevation is permitted.

10. Can the Owner please provide the applicable wage rates?

Applicable wage rates are included in Amendment 0004.

11. Is the Contractor allowed to choose which disposal areas to use for each dredging area?

Yes.

12. The method by which bids are to be delivered is unclear. Will the Owner please clarify how bids are to be submitted for this solicitation?

Instructions to Bidders was issued via amendment 0003.

13. Per specifications, a centerline profile shall be taken along the existing foreshore dike and shall extend 50-feet from either side of the access corridor. Does the centerline profile mean that we only need to survey 50’ on either side of the access corridor?

Paragraph 3.1.6 addresses surveys of each of the disposal areas. The profile required across the foreshore dike is included to verify no damages to the foreshore dike during access operations. The profile extensions do not have to extend beyond 50 foot of the access corridor per specification.

14. In Amendment 2 under SECTION 35 20 23.33, item 1.3 regarding “No separate measurement or payment will be made for installation, operation, and maintenance of the

DQM-certified system specified herein …………………

Is the above referenced certification a prerequisite to bidding the project? Or may the

DQM system be installed after award of the project?

Due to the timeframe of award and NTP, it is recommended that the Contractor already have the DQM certification in place at the time of award.
