Government Response to Industry Questions for the: West Shore Lake Pontchartrain (WSLP) Stockpile 2 Solicitation #: W912P8-20-B-0020 Amendment 0005

1. Industry Question: Section 31 24 00.0012, Paragraph 3.2.2 states that the Contractor shall anticipate having to haul up to 6 miles on an unimproved road at a speed not to exceed 15 mph to reach the new stockpile location. Please define unimproved road or describe the type of road Contractor will be allowed to construct (if necessary) to reach the offsite Stockpile Area.

Government Response: Unimproved road could be considered unpaved, gravel or dirt road.

2. Industry Question: Should OW 0006 be exercised, Section 31 24 00.0012, Paragraph 3.2.2 states that an equitable adjustment will be made pursuant to the Contract Clause in Section 00700 entitled CHANGES to handle clearing and grubbing, culvert installation or road construction at the relocated Stockpile Area. Will the cost of maintaining the road leading to the offsite Stockpile Area be included in the Change?

Government Response: No, the contractor should anticipate maintaining up to 6 miles of unimproved roads within CLIN 0006

3. Industry Question: Should OW 0006 be exercised, Section 31 24 00.0012, Paragraph 3.2.2 states that an equitable adjustment will be made pursuant to the Contract Clause in Section 00700 entitled CHANGES to handle clearing and grubbing, culvert installation or road construction at the relocated Stockpile Area. Will the cost of improving and maintaining the unimproved road in the spillway be included in the Change?

Government Response: No, the contractor should anticipate maintaining up to 6 miles of unimproved roads within CLIN 0006.

4. Industry Question: Section 31 24 00.0012, Paragraph 1.5.1(9)1 Soil Classification Tests states that one classification test and one Atterburg Liquid and Plastic Limits test shall be performed per 3,000 cubic yards of stockpile fill. As written, all the required testing could be conducted on the last 18 inches of fill placed in the stockpile. Please clarify.

Government Response: The paragraph cited states, "One classification test and one Atterberg Liquid and Plastic Limits test shall be performed per 3,000 cubic yards of stockpile fill." Testing shall be performed on an ongoing basis every time 3,000 cubic yards is placed within the

W912P820B0020 stockpile location. Testing cannot just be performed on the last 18 inches of fill placed in the stockpile.

5. Industry Question: Does the complete footprint of Stockpile ONE (1) have to be grubbed/filled/balanced prior to being able to start the placement and processing on the clay or could a sizeable portion be acceptable.

Government Response: The entire footprint of stockpile area 1 must be cleared, grubbed and graded prior to stockpiling and processing to allow for Govenrment surveys over the entire area as specified in paragraph 3.2.3 “Government Surveys” of specification section 31 11 00.00 12 “Clearing and Grubbing”.

6. Industry Question: At what time will the Optional Work items be authorized for this contract.

Government Response: Optional Work could be authorized at any time during the contract.

7. Industry Question: Can the government lump sum qtys be provided as instructed in amend 003?

Government Response:
