Amendment 0004

1) Industry Question: Could please furnish the XY coordinates for the locations of the two (2) existing pits within the Contract 2 borrow pit area.

Government Response: The approximate coordinates of the two (2) existing pits are the following:

2) Industry Question: Section 31 24 00.00 12, Paragraph 3.2.2 states that “The Contractor shall anticipate having to haul up to 6 miles on an unimproved road” should Optional Work Item 0006 be exercised. Does the 6 miles include the +/- 2 miles Contractor must haul within the spillway on unimproved roads.

Government Response: Yes.

3) Industry Question: If Optional Work Item 0006 is exercised, Contractor will have to improve the access road from the borrow pit to Airline Highway 61. With Stockpile Contract No. 1 bidding shortly after this solicitation, both Contractors will include the cost of this work in their proposals, but only one will perform the work. Please consider making the road improvements an optional item in this solicitation.

Government Response: Multiple contractors may be hauling various types of materials within and out of the Bonnet Carre Spillway at any given time. It is the Contractor responsibility to maintain any necessary roads to complete the contract work. A separate bid item will not be created.

4) Industry Question: Amendment No. 3 changed the typical borrow pit section shown on Drawing Sheet C-02 to where the sand/silt deposited in the existing holes will remain. Will the Contractor be allowed to place the sand/silt overburden which covers the borrow pit and the sand/silt layer located below the natural ground into the existing holes? If so, is there a height limitation?

Government Response: Yes, the existing depressions can be filled, but can not exceed existing ground elevations adjacent to the borrow area.

Page 2, paragraph 1.2.2. Delete this paragraph in its entirety and substitute the following therefore:

“1.2.3 Borrow Pit Development No measurement will be made for borrow pit development satisfactorily performed. Payment will be made at the contract job price for "Borrow Pit Development". Price and payment shall constitute full compensation for furnishing all plant, labor, materials, and equipment required to complete construction access; removal of sand overburden from borrow areas; clearing and grubbing in borrow areas and Stockpile Area # 1; constructing and maintaining protection dikes around the perimeter of the borrow pit; preparation for stockpiling; dewatering operations necessary for excavation; moisture control processing; and removal of retaining dikes upon completion of borrow operations; and other work incidental thereto; all as specified herein and as shown on the drawings.”
