About this file
This document provides an amendment to a solicitation for dredging services along the Mississippi River in Plaquemines Parish, Louisiana. The amendment responds to questions received regarding the solicitation and provides clarification on several aspects of the work. Key details include that the work consists of furnishing a self-propelled trailing suction hopper dredge on a rental basis to perform dredging in the Mississippi River and disposal areas. The estimated value of work is over $10 million. The amendment clarifies that award and notice to proceed are anticipated within one month of bid opening given the criticality of the work. It also provides additional details on disposal areas, dredging depths, datums, and clarifies that temporary shutdowns of river navigation from 0600 to 1800 hours will be allowed for one day each for installation and removal of the dredge pipeline crossing.
The amendment addresses twenty-six questions received, grouping related questions and responses together. It removes references to disposal sites that were previously removed and provides additional capacity information for remaining disposal areas. Surveys of disposal areas and access routes are also addressed. The solicitation number is W912P819B0050 and is issued by the USACE New Orleans District for dredging work near the Head of Passes area of the Mississippi River in Louisiana.

AM0004 QUESTIONS & RESPONSES
Q12: When is the anticipated date of Award for this Project?
R12: Per guidance from management of the criticality of the work, award and issuance of notice to proceed will occur shortly after a successful bid opening. Anticipate both occurring within one month from the successful bid opening.
Q13: When is the anticipated date of NTP for this Project?
R13: Per guidance from management of the criticality of the work, award and issuance of notice to proceed will occur shortly after a successful bid opening. Anticipate both occurring within one month from the successful bid opening.
Q14: Is the Survey Boat for Disposal Areas, as mentioned in Paragraph 1.6.2 of Section 02 21 10.00 12, required to be onsite daily or just for before and after disposal area surveys?
R14: Survey boat(s) mentioned in paragraph 1.6.2 of Section 02 21 10.00 12 are not required daily but should be available as needed to perform the work specified in this contract in a timely manner.
Q15: Addendum 1 made Cheniere Pass East Disposal Site Alternative 2, Camp Disposal Sites Alternative 3, and Delta Wildlife Refuge Site Alternative 4. There Original Solicitation had an Alternate 5 (Cheniere Pass East Disposal Site) and an Alternate 6 (Camp Disposal Sites). Addendum 1 made no mention of deleting the paragraphs for Alternate 5 and 6. Are these paragraphs supposed be deleted?
R15: Cheniere Pass East Disposal Site and Camp Disposal Sites were removed per amendment.
Paragraphs referencing these removed sites are removed with the response to this question.
Q16: Section 35 20 23, Paragraph 1.3.3 states: “Price and payment shall constitute full compensation for furnishing all plant, labor, and materials for performing all work for excavation, backfilling, and surveying of the flotation channels dredged for flotation access to the peninsula and marsh creation areas as shown on the contract drawings, and all operations incidental thereto.” Are there peninsula disposal sites for this Project?
R16: Peninsula disposal sites are not in this solicitation.
Q17: Is the Contractor required to fill the Westbay Creation Site first prior to moving to the east Marsh Creation sites?
R17: No. Contractor maintains order of filling operation.
Q18: What is the Engineer’s estimate for this Job?
R18: Anticipated contract award amount is in the range of $25,000,000 to $100,000,000.
Q19: According to Section 00700, Paragraph 52.236-4 (f): “With the exception of temporary shutdown in navigation, between 0600 and 1800 in order to allow the Contractor to install and remove the dredge pipeline to cross the Mississippi River channel for disposal into the West Bay Disposal Area, the Government will not undertake to keep the channel free from vessels or other obstructions…”
a. Can the Owner confirm that between the hours of 0600 and 1800, Contractor will have free reign (no passage of Mississippi River vessels), to lay the submerged pipeline?
b. Will this 12 hour temporary shutdown in navigation be for 1 day only, or how many days will Contractor be given for this shutdown in navigation to lay submerged line?
R19: Response to this question confirms closure of the channel from 0600 to 1800 hours to allow the Contractor a construction window to install and remove the dredge pipeline crossing. One day will be allowed for both installation and removal of the pipeline.
Q20: Different datums are mentioned multiple times throughout the Solicitation:
Dredge depth: MLLW Dredge pipeline crossing: MLLW Maximum fill heights for all disposal areas (Plans): NAVD88 Maximum fill heights for Delta Wildlife (Amendment 1, Paragraph 3.3.4): MLLW Maximum fill heights for West Bay, Chenier Pass, Camp Disposal Area (Amendment 1, Specifications): NAVD88
a. Can the Owner please clarify what the datums are for each feature of work?
b. Is it anticipated that Contractor will reference 2 different datums for this Project?
R20: Dredging work will be performed and measured in feet, MLLW. Disposal operations are performed and monitored in feet, NAVD88. As such, the Contractor shall perform the sum of all work in two different datums.
Q21: Please provide survey data for the four proposed marsh fill areas, preferably in xyz format.
R21: No survey data is available for the four proposed marsh fill areas in the solicitation.
Q22: Please reference Q7 and response regarding disposal capacity for each of the disposal sites.
Should there be insufficient capacity within the three eastern disposal areas (Delta Wildlife Refuge, Cheniere Pass & Camp) will the fill elevations be increased to match required capacity, in order to forego use of the West Bay site?
R22: Fill elevations for eastern disposal sites will not be increased to match capacity needed with no placement in West Bay Marsh Creation Site.
Q23: Please provide survey data along the entire access routes to the eastern disposal sites; specifically, Chenier Pass, Dennis Pass, Loomis Pass & Johnson Pass.
R23: Flotation access surveys available cover Pass a Loutre only. The elevations shown in plan are from the same survey. Survey date for this information is 2012. Survey files are attached.
Q24: Can the Owner please provide the capacity for each of the provided disposal areas?
R24: West Bay (18Mcy), C (300kcy), D (380kcy), Chenier Pass (2.5Mcy), Camp (230kcy).
Q25: Can the Owner please provide a survey showing existing depths of each of the provided disposal areas?
R25: No survey data is available for the four proposed marsh fill areas in the solicitation.
Q26: Section 35 20 23, Paragraph 3.3.2.3 b) states: “Installation and removal of the temporary submerged dredge pipeline, as well as any required dredging within the navigation channel that might be required, shall be performed only between the hours of 0600 and 1800.” Further, Section 52.236-4 states: “With the exception of temporary shutdown in navigation, between 0600 and 1800 in order to allow the Contractor to install and remove the dredge pipeline to cross the Mississippi River channel for disposal into the West Bay Disposal Area, the Government will not undertake to keep the channel free from vessels or other obstructions”.
a. Will this temporary shutdown in navigation between 0600 and 1800 be for laying the subline across the Mississippi River only, or will this temporary shutdown be in place while the Contractor digs the channel crossing as well?
R26: Closure of the Mississippi River channel from 0600 to 1800 hours is to allow the Contractor a construction window to install and remove the dredge pipeline crossing. One day will be allowed for both installation and removal of the pipeline. Contractor shall prepare bid accordingly. Historical records will show one-way restrictions on limited basis for excavating the trench. No guarantee can be made at this time while possible minimum extensions of the window may occur with coordination in the field.
