About this file
This document is an amendment to a solicitation for a federal contract. The U.S. Army Corps of Engineers Engineering District New Orleans is seeking offers for the removal and satisfactory disposal of all material excavated from the Hopper Dredge Disposal Area in Plaquemines Parish, Louisiana. Material will be excavated with a hydraulic cutterhead dredge and placed at approved disposal sites including West Bay Marsh Creation, C Disposal Area, D Disposal Area, Chenier Pass, and Camp Disposal Area. The response due date is extended from July 28, 2020 to August 4, 2020 at 11:00 AM CST. The anticipated contract award amount ranges between $25 million to $100 million. Offerors must use any combination of the designated disposal sites and prioritize use of the West Bay site due to limited capacity elsewhere. Overflow of fines outside disposal limits is permitted with certain restrictions.

QUESTIONS & RESPONSES
Q1: Would the Owner please allow a 2 week bid extension to allow Contractors ample time to study the disposal area requirements and make proper site visits?
R1: A one week extension for bid opening date will be made. New bid opening date will be 04AUG20.
Q2: Section 10 of the SF1442 states, “The work consists of furnishing one fully crewed and equipped self-propelled trailing suction type hopper dredge on a rental basis.”
a. Can the Owner please clarify if this Work is for a hopper dredge or cutter suction dredge?
b. Can the Owner please confirm this Contract is not on a rental basis?
R2: Revised work should read "The work consists of the removal and satisfactory disposal of all material excavated from the Hopper Dredge Disposal Area. Material will be excavated with a hydraulic cutter- head dredge and placed at locations identified in the solicitation."
Q3: How soon following the bid date does the government envision making award and issuing the notice to proceed?
R3: Per guidance from management of the criticality of the work, award and issuance of notice to proceed will occur shortly after a successful bid opening. Anticipate both occurring within one month from the successful bid opening.
Q4: Please provide the government’s Magnitude of Work ($) for this project.
R4: Anticipated contract award amount is in the range of $25,000,000 to $100,000,000.
Q5: The CLIN schedule notes that the government may award the option “while the contractor’s plant is within the limits of the dredging base work”. Late award of options often leads to planning issues and contractor’s ability to respond to addition work within the district. Please consider limiting the option award window to 90 days after
NTP.
R5: Consideration will be made to reduce the option award window per your question in keeping with the sensitivity of the current market and dredge availability.
W912P819B0050
Q6: Are contractors allowed to make use of any/all of the disposal sites shown on the revised Plan Sheet C-01, and any combination thereof, in any order and manner they desire?
R6: Yes. Contractors are allowed to make use of any combination of the disposal areas and in the order chosen by the Contractor. Due to limited capacity of disposal sites on the east side of the Mississippi River, the Contractor shall use the West Bay Marsh Creation Site in its combination of desired disposal areas.
Q7: Please provide estimated disposal capacity for each of the disposal sites shown?
R7: West Bay (18Mcy), C (300kcy), D (380kcy), Chenier Pass (2.5Mcy), Camp (230kcy).
Q8: We note that all of the areas provided are unconfined. Please confirm that material will be allowed to run outside of the limits shown.
R8: With the exception of major canals and passes adjacent to the disposal areas, the overflow of fines outside the disposal limits is allowed. The contractor would be responsible for controlling excessive runoff into navigable routes (including those for shallow-draft recreational vessels) such that no significant changes in depth and width are made in these major canals and passes.
Q9: For the West Bay and Delta Wildlife Refuge disposal sites, it is specifically noted that a maximum of 1.0’ of fill will be allowed to run upon existing wetlands for nourishment purposes. Does this also apply to the Chenier Pass and Camp Disposal Sites?
R9: Fill directly placed on wetlands within the disposal polygons for the Chenier Pass and Camp disposal areas may be stacked to an elevation not to exceed +8'. The overflow or runoff of material outside the disposal polygon should not result in the burial of wetland plants by more than about 1'.
Q10: Please clarify the horizontal extent of the allowed runoff noted in Question Q9.
R10: The intent is for existing marsh plants on the periphery of the disposal site to act as filters for controlling or trapping fines that will run out of the disposal area. The horizontal extent is unknown and trapping efficiency will largely depend on plant type and thickness that has not been measured by the government.
Q11: We observe the bid date established by yesterday’s amendment is July 28th. This allows only four business days for contractors to prepare bids. Given the scale of this project, and in the interest of preparing a competitive bid, we request an extension of the bid date of two weeks.
R11: A one week extension for bid opening date will be made. New bid opening date will be 04AUG20.
