SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMD 0003 - RESPONSES

Question 1. Will the Government’s availability of funds be determined by the Government Estimate provided on the Bid Date or some other factor?

Response 1. The Government’s availability of funds will be determined based on availability of funds within the Programs that are funding this project (O&M and BUDMAT) with respect to the lowest bid on Alternative 1.

Question 2. Will Alternative 1 or 2 be awarded on the Bid Date or at some time after the Bid Date?

Response 2. Award will not be made on the bid date. An apparent successful bidder will be identified on the bid date based on the low bid received in comparison with all other competitive bids received, and a comparison with the Independent Government Estimate. Prior to award, the low bid will be reviewed for responsiveness to all requirements of the solicitation and a determination of the low bidder's responsibility will be made.

Question 3. Will the 2 staging areas along Highway 27 be for the exclusive use of the contractor or will they need to be accessible to the public during construction?

Response 3. The Contractor will not be impacted in regards to usage of these two staging areas. The Government has obtained a special use permit for construction/access/egress within the refuge at these two sites as required by the Contractor for the time required to complete all work within the Sabine Refuge. All work and scheduling will be coordinated with the Sabine Refuge manager through the Government COR. While the area(s) may be restricted to the public during dredging operations, all efforts shall be made on the part of the Contractor to maintain public access during the Contract duration when possible.

Question 4. Please confirm that the Total Work under the column “Estimated Amount Alternative 1” is the sum of Base Work + Alternative 1 + Optional Work

Response 4. Correct: “TOTAL WORK” for column “Estimated Amount Alternative 1” is the summation of “TOTAL BASE WORK” + “TOTAL ALTERNATIVE 1” + “TOTAL OPTIONAL WORK” in that column.

Question 5. Please confirm that the Total Work under the column “Estimated Amount Alternative 2” is the sum of Base Work + Alternative 2 + Optional Work

Response 5. Correct: “TOTAL WORK” for column “Estimated Amount Alternative 2” is the summation of “TOTAL BASE WORK” + “TOTAL ALTERNATIVE 2” + “TOTAL OPTIONAL WORK” in that column.

Question 6. Is the scope of work included under the Base Work (CLIN’s 1‐7) and the Optional Work (CLIN’s 13‐19) the same for both Alternative 1 & Alternative 2? If yes, why is the Bid Schedule structured in such a format that the Bidder must provide separate pricing for both Alternatives?

W912P818B0022

Response 6. Yes, the scope of work under the Base Work (CLIN’s 1‐7) and the Optional Work (CLIN’s 13‐19) is the same for both Alternative 1 & Alternative 2. However, though certainly allowable, the Contractor is not mandated to provide the same Unit Price for each alternative. For instance, the Contractor may elect to bid a different “Mobilization and Demobilization” unit price for Alternative 1 versus Alternative 2 to accommodate pipeline assembly into the Sabine Refuge.

Question 7. Is there an existing pipeline running through West Cove Canal that the contractor may utilize for Alternative 1? If so, what is the size of this pipeline?

Response 7. No, there is no existing dredge pipeline running through West Cove Canal. The contractor will have to furnish their own temporary pipeline.

To better clarify the concerns raised in questions 4 and 5 above, Note 12 of the Bidding Schedule is revised to read as follows:

Note 12: As per Note 1 of the bidding schedule, the intent of the Government is to award “Alternative 1”. Bidders must bid on both alternatives, and shall insert a unit price for all items listed on the bidding schedule. The Row entitled “TOTAL BASE WORK” is the summation of bid items 0001 through 0007 for each respective column “Estimated Amount Alternative 1” and “Estimated Amount Alternative 2”. The Row entitled “TOTAL ALTERNATIVE 1” is the summation of bid items 0008 through 0010 for column “Estimated Amount Alternative 1”. The Row entitled “TOTAL ALTERNATIVE 2” is the summation of bid items 0011 through 0012 for column “Estimated Amount Alternative 2”. The Row entitled “TOTAL OPTIONAL WORK” is the summation of bid items 0013 through 0019 for each respective column “Estimated Amount Alternative 1” and “Estimated Amount Alternative 2”. The Row entitled “TOTAL WORK” for column “Estimated Amount Alternative 1” is the summation of “TOTAL BASE WORK” + “TOTAL ALTERNATIVE 1” + “TOTAL OPTIONAL WORK” in that column. The Row entitled “TOTAL WORK” for column “Estimated Amount Alternative 2” is the summation of “TOTAL BASE WORK” + “TOTAL ALTERNATIVE 2” + “TOTAL OPTIONAL WORK” in that column. Award will be made as a whole to one bidder, based on the TOTAL WORK price for column “Estimated Amount Alternative 1” or “Estimated Amount Alternative 2” based on Government availability of funds at the moment of award.
