“3.3 EMBANKMENT WORK ADVANCEMENT

(1) Embankment Work. The Contractor shall execute the embankment work such that no more than 5,000 linear feet of levee shall be under embankment construction at any time between the limits of the approved levee cross section that has been fertilized, seeded and mulched and the farthest extent of levee clearing ahead of the embankment work. If the Contractor elects to perform embankment work in multiple locations within the total contract length, the sum of the lengths of the multiple embankment construction locations allowed shall not exceed the above given total length of 5,000 linear feet. The limits of embankment work for each of the multiple locations as they fall within the total contract length, shall be between the limits of the approved levee cross section that has been fertilized, seeded and mulched and the farthest extent of levee clearing ahead of the embankment work as pertinent to that particular location. During the hurricane season (1 June – 30 Nov), all above mentioned embankment work limits shall be reduced to 1,000 linear feet.

(2) Soft Soils. The area to receive embankment fill material may contain near surface very soft soils. Special care and precautions shall be taken during fill operations to prevent pushing the soft soil (mud wave) to the right-of-way. Fill placement shall be performed by placing the embankment material in widths parallel to the existing levee at the levee toe and proceed in staggered passes to near the limits of the new ditch footprint.

The Contractor shall utilize low contact pressure equipment (less than 4.5 psi) for materials placement to perform this work. The Contractor shall grade any mud wave that develops to provide positive drainage to the new and existing pump station.

6558796 Contracting 01100-30

The recommended construction sequence for the siphon area shown in Section 01100, Paragraph 30 has the levee preload starting after several major features of work are completed. Given that the levee preload must remain unharmed for 1 year prior to commencing with the sheet pile levee tie-in, grouted riprap, T-wall monolith M-5 and the remainder of the project, the contract time of 580 calendar days is extremely aggressive. Please consider increasing the contract time to 700 calendar days.

As a follow up question to the Gov response to ID 6548568

Government Response.

There is no accurate way of determining the quantity of uncompacted fill to be placed in the water. Payment for Uncompacted Fill shall be distributed amongst all bid items.

Furthermore, Spec Section 31 24 00.00 12, EMBANKMENT, Paragraph 3.2.1, is referring to placement of Embankment, Compacted Fill in lieu of Uncompacted Fill (sand). Uncompacted fill material can be placed in water.

On: Jun 07 2016 Current Request Status: Request Closed

The Gov response alludes to the fact that "sand" is allowable for uncompacted fill. Nowhere does it mention that.

Can a specification and limits on the uncompacted fill be provided for clarity. Further, if the Gov cannot determine the qty of uncompacted fill, how can the bidders? We would suggest a pay item added for the uncompacted fill as we see on similar projects in the area.

On: Jun 15 2016.

Government Response. . Updated x-sections, new bid item for Uncompacted fill, etc will be added to the specs to further clarify uncompacted fill requirements. This will be within the forthcoming amendment. On:

We have not been able to find one reference in the plans indicating the 72" discharge pipes have a mortar coating on the exterior. The saddles(S-107), utility sleeve(S-507), Section A on sheet S-107, Section C on S-501, sheet S-502 and various other sections in the plan make no mention to nor does the design accommodate the mortar coating. Specification Section 22 14 20 paragraph 2.3 indicates that the interior of the pipe is coated with epoxy per AWWA C-210 and the exterior is to be coated with 2" of mortar which conflicts with the Specification Section 09 97

02.01 paint schedule that specifically states that the interior and exterior of the discharge pipes is coated with coal tar epoxy per C-200a. What is the required coating on the interior and exterior of the 72" discharge pipes?

Plan sheet 309 shows a set of flanges between the existing and new 72" pipe about 42' from the floodwall but does not require a set of flanges 11' from the floodwall. Is it the governments intent to get a set of flanges between the existing 72" discharge pipe 42' away from the new floodwall, followed by a flexible coupling and then another set of flanges 11' from the floodwall? If this is not correct please clarify.

On: Jun 23 2016.
