* Denotes a change from the previous Bidding Schedule.

Award will be made as a whole to one bidder.

NOTE 1: Bidders shall furnish unit prices for each item listed in the Schedule requiring a unit price. If the bidder fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. IF A BIDDER OMITS BOTH THE

UNIT PRICE AND THE EXTENDED TOTAL OR ESTIMATED AMOUNT FOR ANY

ITEM, ITS BID SHALL BE DECLARED NON-RESPONSIVE AND THEREFORE

INELIGIBLE FOR AWARD.

NOTE 2: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price. Unreasonableness of price includes not only total price of bid, but the price for individual line items as well. Any bid may be rejected if the prices for any line items or sub line items are materially unbalanced (See FAR 14.404-2).

NOTE 3: Any proposals which contain a material deviation from the plans and specifications provided with the RFP will be deemed technically unacceptable and ineligible for award. Any proposals which contain conditions or assumptions that render the offer non-binding as to a definite price will be deemed non-responsive and ineligible for award. Value-Engineering proposals submitted with offers will not be considered.

NOTE 4: The contract resulting from this solicitation shall be performed in strict accordance with the plans and specifications included with the RFP. The proposal submitted by the successful offer shall be incorporated into, and become a part of, the resulting contract. In the event of a conflict between the plans and specifications and any part of the incorporated proposal, the terms of the plans and specifications shall govern.

NOTE 5: THE NOTICE TO PROCEED (NTP): The successful bidder is advised that performance and payment bonds shall be submitted in accordance with the time frame in block 12B of SF 1442. The NTP will be issued immediately after verification of acceptable performance and payment bonds. Within seven (7) days after issuance of the NTP, the Contractor shall initiate a meeting to discuss the submittal process with the Area or Resident Engineer or his authorized representative. Physical work cannot start until the Accident Prevention Program, Contractor Quality Control Plan, and other submittals which may be required, have been submitted and approved and all preliminary meetings called for under the contract, have been conducted.

*NOTE 6: OPTIONAL WORK ITEMS. The Government may require the delivery of the numbered line item(s), identified in the schedule as OPTIONAL WORK Items, in the quantities and prices stated in the schedule. The Contracting Officer may exercise the OPTIONAL WORK Items by written notice to the Contractor. If the Government decides to exercise the OPTIONAL WORK Items, the Government will exercise the Optional Work no sooner than 120 calendar days and no later than 365 calendar days after award

00010-8 Ed 13-002 of this contract. Bidders shall bid on all items including optional items (see “Evaluation of Options” FAR 52.217-5). Failure to bid on all items will result in a non-responsive bid.

NOTE 7: EVALUATION OF OPTIONS (FAR 52.217-5 JUL 1990). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for this basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

NOTE 8: TIME ADJUSTMENT IN THE EVENT OF THE EXERCISE OF OPTIONAL

WORK. In the event that OPTIONAL WORK items (Items 0076 thru 0102) are exercised under the terms of the contract, the time required for completion of the contract will not be adjusted but shall be performed concurrent with original contract duration of 1,450 calendar days established for the BASE WORK items specified in the Contract Clause entitled “COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (FAR

52-211-10 – APR 1984)”.

W912P8-12-R-0042 Jeff II Q&A

1. Kiewit Louisiana requests that the above referenced project Bid Date be extended until November 7th, 2012. The complex nature of this project warrants the additional for several reasons. Understanding the existing geology in itself will take time, the TRS cannot be designed and priced until this study is completed. Being a good neighbor is clearly a goal of the contract and additional time is needed to map out and understand all of the existing utilities serving the residents in the area.

Answer: Proposals are due Nov 9.

2. Additionally bidding the project on a Monday creates pricing issues for subcontractors. Most subcontractors do not give out their pricing information until the day before the bid, in this case it would be a Sunday.

Answer: Proposals are due Nov 9.

1. How many copies of the response to RFP are required?

SF 1442, Block 13, says “original and 9 copies.” Page 00130-16 (Page 42 of 824), Section 1.9, says “(1) original and six (6) copies of both volumes.”

Answer: Six copies are needed of both volumes.

2. Is a Small Business Subcontracting Plan required for large businesses?

It is mentioned on Pages 00130-13 and -14 (Pages 39 and 40 of 824), Section A, Part 1 and Section A, Part 7c, but it is NOT listed as a submittal requirement for either volume on Page 00130-17 (Page 43 of 824).

Answer: It will be at the discretion of the contracting officer.

3. Please confirm that the NAICS code for this work is 237990 (Other Heavy and Civil Engineering Construction). The FedBizOpps announcement indicates this NAICS code, but the only place that the NAICS is identified in the RFP is in the Reps and Certs (Section 0700-6, page 61 of 824).

Answer: Yes. 237990 is the NAICS code for this procurement.

1. 02451-2 4.6 please clarify Date of St. Charles Ave street Car Closure Spec this spec section states “June 52” whereas section 01100-26 indicates June 1st and conflicts with traffic control plans

Answer: The street car closure is limited to June 2 - August 30, 2014. Section 01100, page 26, paragraph 22.b.3., will be amended to change August 31 to August 30, remove "(in Section

02451 its shown as June 1)" and Section 02451, page 2, paragraph 1.1(6), will be amended to read June 2 to August 30, 2014, not June 52. This is not in conflict with the traffic control plans.

This change will be included in Amendment 2.

2. Given that there 10 (TEN) relevant past performance items and 00130-5 states a limit of only 4 Past Project will be reviewed. This limit is overly restrictive in demonstrating qualifications key elements especially of participating major sub-contractactors & affiliated companies performing key sub elements of work identified in section 00130-PROPOSAL EVALUATION CRITERIA. Further the limit of 4 past performances is exclusive and a hindrance of obtaining goals set for small business participation and demonstrating to USACE that small business can participate in a both meaningful and reasonable in key elements of work. This appeal request that USACE accept additional past performance by key Sub-Contractors performing Major Sub elements of work.

Answer: The past performance will remain at four (4) past projects.

3. 00130 requires similar work performed within 10 years contradict 02451 General Track Construction Qualifications of similar work performed in 5 years please clarify

Answer: Section 00130, factor 1 states "Offerors will be evaluated on the quality of similar work performed within the last TEN (10) YEARS using the evidence provided by the Offeror and other sources." This is for ALL ITEMS being evaluated under this factor, including rail work.

In addition and outside of the section 00130 requirements are requirements for qualifications listed in section 02451, paragraph 1.1 (3) for a contractor or subcontractor which has successfully completed similar work within the past five years on a transit rail or freight railroad construction project. These qualifications are to be provided as a submittal per section 02451, paragraph 1.4 (3) g. (1). The qualifications per the section 02451 is not required to be included in the proposal as stipulated in section 00130.

4. Is the minimum of demonstrating 4 past project per each item 1 thru 10 shown on page 000130-5. or overall total of just 4 past performance?

Answer: As stated in Section 00130, Factor 1: "Offerors shall submit no more than FOUR(4) past projects for this factor." To re-state, this is four past projects for this factor (Factor 1) overall, not four factors per item.

5. Will USACE New Orleans District accept Past performance Questioners (form PPQ-0) from other USACE RFPS recently filled out from Owner Pont of contact?

Answer: Yes.

6. Please Clarify Small business participation goals 00130-13 factor 4 conflicts with 00100 titled FY 2012 Targets.

Answer: Section 00100 provides target goals district wide for USACE New Orleans District.

The goals provided in Section 00130 are the goals for this solicitation.

7. In addition to Shallow Borings provided in the drawings, will a ‘Geotechnical Baseline Report’ be released for bidding?

Answer: A “Geotechnical Baseline Report” will not be released for bidding. In addition to Shallow Borings, there are deep borings in the drawings as well as the accompanying test data.

Additionally, a strengthline has been added to the Retaining Structure spec section in Amendment 1.

8. Please explain Tie-In sequence near Dryades St, drawing no 13 shows Phase 1 channel as existing, however plan calls out a channel closure wall. Will phase I be complete by the time Phase II is awarded? If not, how will USACE schedule phases, and plan for channel diversion flow between phases if phase I is not complete?

Answer: Drawing 13 does not show the Phase 1 box culvert as existing, but shows it as a proposed Phase I box culvert by others. Phase I will not be complete prior to the awarding of Phase II. In fact, it will not be awarded until after Phase II is awarded. The storm water will be handled in accordance with the Maintenance and Diversion of Stormwater section in the specifications. Additionally, all or most existing drainage is to remain in place and will allow for storm water removal as is currently being accomplished.

9. Request Bid date and time period for questions to be extended.

Answer: Proposals are due November 9.

1. The following question pertains to the following references:

• Section 00010 – 102 CLINS

• Section 00130, Subsection 1.7, page 5, ¶2 – 10 items & page 7, “Submittals” – 8 items

• Section 00130, Factor 2, page 10, ¶1 – 15 items; ¶2 - ~8 items; & “Submittals” – 16+ items

• Section 00130, Factor 3, page 11, ¶1 – 7 items & “Submittals” -3+ items The above references request significant detailed discussion and/or explanations. However, Subsection 1.9 on page 16 of Section 00130 limits the Offeror to only 35 pages to present its qualifications and plans associated with these 67 different items. This 35-page limit has also been specified on several other recent RFPs. However, they were for significantly smaller and less complex projects. While we appreciate the Government’s desire to limit the amount of information an SSEB has to review, we do not understand the seemingly arbitrary use of a 35-page limit regardless of the size and complexity of the project. We request that all Offerors be given the opportunity to fully present their qualifications and plans for this project by increasing the page limit to at least 50 pages.

Answer: The page number will remain at 35.

2. Section 00010, page 8- Note 6 and 8- The solicitation states that the Government will exercise the Optional Work no sooner than 365 and no later than 600 calendar days after award of the contract. Ideally the optional work should occur during phases 2 and 3 which is less than 365 days of work. If the government takes 365 days to award the option, phase 4 will have already started. Please advise how to handle the traffic control plan if the option is exercised after phases 2 and 3 are complete?

Answer: Section 00010 will be revised in an amendment to exercise the optional work no sooner than 120 and no later than 365 calendar days. The optional work will be awarded prior to phase 4.

3. Section 00130, page 6 – This section states that offerors “shall not incorporate by reference …PPQs previously submitted for other RFPs.” The Government has issued several RFPs covering similar work (South Claiborne Ave. II Covered Canal, Napoleon Avenue Covered Canal 2, etc.), and Offerors are bombarding our clients with requests for the same PPQ information month after month. Will the Government accept previously completed PPQs as long as they (1) are not included by reference and (2) include relevant information to the subject project?

Answer: Yes.

4. Section 00130, page 11 – This section states that offerors “shall provide examples of past projects and list key personnel and subcontractors that demonstrate familiarity with projects of same/similar scope, complexity, and magnitude.” This requirement is included in Factor 3. Key Personnel and Project Management Plan section. The language “examples of past projects” could be construed to require inclusion of project examples in this factor. However, that seems redundant since such projects should be included in Factor 1. We assume that the Government intends for Offerors to submit examples of past projects managed by our key personnel. Please confirm.

Answer: You are correct.

5. FedBizOPs listed this solicitation as a $20-50M project. Several smaller SELA projects (significantly shorter total length of box culvert) were awarded at more than 50M. What is the basis for the Government’s estimated range of $20-50M?

Answer: The Synopsis states ‘The estimated value of this work is between $25,000,000 and $100,000,000.

6. Re: Section 00010 – BIDDING SCHEDULE. On several previous SELA solicitations, estimated quantities were provided for items listed as LS for this project, for example, Items 0002, 0011, 0015, 0017, & 0066. Can the Government provide estimated quantities for these items?

Answer: We will provide as many quantities as possible. The contractors are cautioned that the Corps is not responsible for inaccuracies in the quantities and that the contractors are responsible for the accuracy of their quantity estimates.

7. Re: the Solicitation Cover Memo. Paragraph III. Requires use of the CCR. However, the SAM replaced the CCR. Please, clarify.

Answer: Registration in SAM meets the CCR requirements.

8. Re: Section 00010 – BIDDING SCHEDULE and Section 00130-10. The contractor must submit a CPM schedule which includes the optional work listed in the SCHEDULE. However, no definite date is provided for the award of the optional work. What date for the award of the option should offerors assume for bidding purposes in developing their CPM schedule?

Answer: Provide a CPM schedule, including award of optional work items within guides provided, that works best to accomplish your intended schedule of activities.

9. Re: Section 01100-21, Subsection 14.1. The 4th sentence says, “All injuries...of trees shall be repaired.” However, the next to last sentence says, “Injuries to trees cannot be repaired.” Please, clarify.

Answer: Section 01100 will be amended to delete the last two sentences in this paragraph.

10. Re: Section 01555-6. The first sentence of Subsection 3.3 says, “…access… shall be maintained at all times.” The next sentence says, “A 48-hour notice… for an access closure…shall be distributed by the Contractor.” Please, clarify or explain in which circumstances local access can be closed.

Answer: All efforts must be exercised to maintain pedestrian access to private property at all times. However, if limited closure of access is required, a 48 hour notice by letter must be distributed by the Contractor.

11. Re: Section 01555-7. Subsection 3.6.1 says, “No road shall be closed by the contractor…except by…permission of the Contracting Officer.” We assume this provision does not apply to any lane or road closures included in the approved Traffic Control Plan. Is this assumption correct?

Answer: Section 01555-3, 1.5 (1) states that the contractor shall resubmit the TCP through the Contracting Officer for a final approval from the City of New Orleans Traffic Engineering Department. Therefore, all road closures, including those currently in the TCP, must have the approval of the Contracting Officer. A Traffic Control Plan must be submitted as part of the submittal process. This must be approved by the Contracting Officer. Additionally, the Contracting Officer must be notified each time a road closure is eminent.

12. Re: Section 01568-1, Subsection 1.2.2 and Section 00010 – BIDDING SCHEDULE. There is only one bid item (Item 0007) for pricing this work. However, depending on the phase and stage of construction, the cost of “restoring and repairing new construction damaged due to emergency dam removal and overtopping” could vary greatly. How does the Government intend to fairly compensate the Contractor for this work while obtaining the best price for the Government? For example, if a winning Offeror bids an “average” price and the emergency events occur early in the construction process, then the Government will have overpaid. Please, clarify the Government’s intent. Furthermore, it seems unreasonable to use competition to induce an Offeror to submit an unrealistically low bid for this item. Please, comment.

Answer: The Contractor will be compensated for restoring the project site to the conditions as existed prior to the flood event based on the Contractor's unit price bid. The contractor will be responsible for managing his operations to reduce the impacts resulting from emergency dam removal or overtopped dams.

13. The specifications and drawings do not discuss, in the traffic control plan, when the Contractor is to place the final overlay asphalt layer at the lake bound parking lanes. Is it the owner’s intent for this to be placed during Phase III?

Answer: It is the Contractor’s decision as to when to place the final overlay asphalt layer.

It is recommended to wait and place the final overlay at the end of the project in order to ensure the final overlay is in an acceptable, undamaged condition, so the Contractor will not have to make additional repairs.

14. RE The answer to question 13. If the Government intends for it to be placed during Phase III, will the owner make final acceptance of the asphalt in this lane during Phase III?

Answer: Final acceptance is at the end of the project.

15. RE The answer to question 13. If the Government intends for it to be placed after Phase III, please provide a traffic control plan to perform installation of the final 2” of asphalt in the lake bound parking lane that is being used as temporary traffic routing during all of the phases after Phase III.

Answer: No TCP is needed for this. If the Contractor desires a TCP, he/she can submit one for approval.

16. The Legend on Drawing 102 seems to be mis-numbered. Please, clarify.

Answer: The drawing will be corrected and re-issued in an amendment.

17. Note 2. On Drawing 133 seems to be at odds with the provisions of the TCP. Please, clarify.

Answer: Drawing 133 indicates what is intended. However, Drawing 300 allows the Contractor to change if he determines this is necessary.

18. Drawing 160 does not specify a type or size for the sheet piles. Since these are permanent sheets to remain in place, please specify Government’s desired type and size.

Answer: The sheet pile sizes are to be designed by the Contractor. See spec section 02252.

19. How does the Government intend the Contractor to keep both ends of the “…traction power feeder cables beyond the work limits … protected and energized at all times” (underline added)?

Please, clarify.

Answer: The OCS Layout Plan and other contract documents indicate the construction staging required with respect to the de-energization and/or temporary removal of the feeder cables and other electrical facilities. Beyond the limits indicated in the plans (see Construction Staging Notes on the drawing) the feeder cables are to remain energized and protected, and all Contractor work in those areas must be done under the energized wires. Means and methods of providing this protection are the responsibility of the Contractor, and are subject to the approval of the RTA prior to implementation.

20. Re: Drawing 300. Given the importance of traffic management and the warning in the Solicitation about possible delays in obtaining approvals of any deviations in the approved TCP (see Subsection 6 of Section 01100, page 10), why hasn’t the Government already submitted and gained approval for the TCP for the box culvert tie-in at Jefferson and Perrier Streets?

Conversely, do Contractors have to allow the Government 180 days to approve the second Traffic Control Plan?

Answer: The plans allow for the Contractor to develop a TCP that works best with his/her intended plans for the Perrier Street tie-in. The 180-day requirement in 01100-10, 6(b) is regarding any new right-of-way required for the convenience of the contractor. Sufficient right-of-way is provided for this tie-in.

21. Re: Drawing 318. As in the above item, Note 1 on the drawing indicates that the Contractor will have to obtain a separate agreement with the RTA for the timing of the work at the crossing of Napoleon Ave and St. Charles Ave. Four separate questions: 1. How is an offeror to present a schedule based on an unconfirmed date? 2. Given the importance of the traffic management, why haven’t the desired dates already been determined? 3. Conversely, do Contractors have to allow the Government 180 days to approve the third Traffic Control Plan? 4. How many days will RTA be given to approve the schedule?

Answer: Note 1 states that RTA will need to approve the timing of the work for the street car, no separate agreement is needed. The note will be clarified to state the timing will be at the direction of the Contracting Officer. In addition, specification section 01100-26, paragraph 22.

b. 3. Further provides the time frame for the street car closure (June 2 – August 30 (revised per this amendment), 2014). Response to question 1: the date is not unconfirmed per afore mentioned section 01100 reference. 2. Desired dates have been determined. 3. The 180-day reference in Section 01100 is regarding if additional rights-of-way is required, which it is not. 4.

The approved schedule is provided in Section 01100, paragraph 22.b.3.

22. Re: Drawing 321, Note 7. Who pays for the police presence required by the note?

Answer: Per Section 01502-2, paragraph 1.5 (4)c. No more than three intersections shall be out of service at any one time unless prior approval is given by the Contracting Officer. If a signal is to be shut down and inoperative (i.e. no signal indication), the Contractor shall furnish two State-certified, off-duty, uniformed police officers who have arrest powers within the City of New Orleans to provide traffic control at no additional cost to the Government. It shall be the

Contractor's responsibility to pay the officers for this service. The Contractor may install temporary traffic signals as an acceptable traffic control alternative.

23. Re: the various drawings numbered 405. Many of these drawings are dated in the 1950’s.

Are they still applicable, and do the firms listed still remain viable sources of either information or material?

Answer: The drawings are still applicable.

24. Re: Drawing 408. Note 5 indicates that “timber” bases are to be used for the reinstalled sewer pipes. Is this the Government’s intent? Since this Drawing is dated 1984, is this prohibition still in effect?

Answer: The drawing details are still required.

25. This question applies to all the following references:

a. Section 01100, Subsection 14.a & c. and Subsection 25.a. & b.

b. Section 01502, Subsection1.5 (2).

c. Drawing 2, General Note 16. And SWB General Note 2.

d. Drawing 22, “*” note & Note 1.

e. Drawing 118, Re-steel Note 5 and TRS Note 3.

f. Drawing 139, “*” item

g. Drawing 141, Note 8.

h. Drawing 208, Stage Note 5.

i. Drawing 300, TCP introduction

j. Drawing 403B, Note 5.

k. Drawing 405B, Note 1.

l. Drawing 408, Notes 1.b & 7.

m. Drawing 427, Diagram 2 Notes and General Note 2.

All of these references, as well as many other statements in the Solicitation drawings and specifications, discuss either unknown, undetermined or unspecified elements or work or costs which have been made the total responsibility of the Contractor. This would seem to be totally at odds with the general principle of contracting that the performing party in a contract is not to be held accountable for latent or unknown conditions or for the costs of elements of work not described or knowable before the fact. What is the Government’s rationale for such a major departure from accepted USG, DOD and USACE policy?

Answer: a. Section 01100, Subsection 14.a & c. includes standard language: contractor to protect utilities and any damage is at contractor’s expense; additional city or S&WB utilities will be paid for under the CHANGES clause; contractor to notify private utilities to relocate; and Subsection 25.a. & b. poses no unknown, undetermined or unspecified elements- it places a time limitation on the street car work and penalties to RTA if the time limitation is not met.

b. Section 01502, Subsection1.5 (2)includes standard language that the contractor must adhere to for public safety/convenience.

c. Drawing 2, General Note 16. And SWB General Note 2 includes standard language for interpretation of the design /soils/utility information provided

d. Drawing 22, “*” note & Note 1: could not find * note and note 1 references work that is done by another contractor

e. Drawing 118, Re-steel Note 5 and TRS Note 3 RE-steel note protects the government from paying for work done for the convenience of the contractor; TRS note – TRS splicing adds cost – note allows contractor to verify, based on their equipment proposed, if the additional cost is warranted at the specified locations and possibly other locations.

f. Drawing 139, “*” item provides additional direction for root pruning

g. Drawing 141, Note 8 provides a note to assure the contractor does not damage the adjacent properties or improvements

h. Drawing 208, Stage Note 5 provides protection to the Government and RTA if the contractor causes damage to RTA property.

i. Drawing 300, TCP introduction- provides general traffic information

j. Drawing 403B, Note 5 provides general direction for acceptance of bedding under pipe

k. Drawing 405B, Note 1.provides general direction for liner acceptance by the owner

l. Drawing 408, Notes 1.b & 7 provides general direction for trenching and bedding under pipe

m. Drawing 427, Diagram 2 Notes and General Note 2 provides options (diagram 2) for curb repairs where tree roots are overgrown and requirement for parks and parkways inspection.

All of the above specifications and drawings listed include typical language that gives direction for the contractor or provides protection for the government in the event of contractor damage to provide/public property. Not all conditions can be determined pre-construction and not all decisions (root pruning, construction means/methods) should be directed by the Government. The above mentioned specifications/plan notes does not eliminate the contractor’s rights under the CHANGES clause.

28. No details or specifications have been issued for precast catch basins or manholes. Will precast catch basins and manholes be allowed?

Answer: There will be an amendment that will allow precast manholes.

29. Spec Section 02721-8, Part 1.7.1, Paragraph C states, “At the direction of, and physically eye witnessed by the Contracting Officer, the Contractor shall inspect the installed drainage utilizing a remote operated closed circuit camera.” Spec Section 02731-6, Part 1.6.1, Paragraph 5 states, “At the completion of the replacement of mains between manholes, and prior to final acceptance, the S&WB of New Orleans will inspect the mains with a remote controlled television unit. Spec Section 02731-13, Part 3.2, Paragraph 6 states, “Inspect piping to determine whether line displacement or other damage has occurred. Camera must record to a digital media showing the interior condition of each segment of new sewerline from manhole to manhole.” Is the intent for the Contractor to perform video inspection as specified, or for the Contractor to perform all or none of the video inspection? Please advise.

Answer: The Contractor shall perform the inspection as specified.

30. The drawings do not provide a traffic control plan for Perrier Street; will the government take 180 days to approve the submittal?

Answer: The 180 days required for approval is for additional Right of Way, if required, not for TCP approval. It is not anticipated that additional ROW will be needed for Perrier Street.

31. Re: Section 00010-7, Note 6. The SF 1442 asks for 60 days to evaluate an offer. The referenced note says that the Government may not exercise the option until up to 600 days after award. Adding the 60 days and the 600 days means that nearly 2 years could pass before the quotes from subs and suppliers an Offeror used to prepare its bid were to be accepted. Given the extreme volatility in commodity and other prices, we request that the Government modify the Solicitation to include the provisions of FAR 16.203 if the option is exercised more than one year after award of the base contract?

Answer: Economic Price Adjustment clauses will not be included.

32. Re: Section 00130 Pages 5 & 11. On page 5, an Offeror is restricted to 4 past projects.

However, on page 11, Offerors are required to submit past projects on 4 specified subcontractors.

Does that mean the Government wants no past performance projects from the prime?

Answer: Section 00130, page 5, Factor 1 requirement for past projects, is separate and distinct for page 11, Factor 3 requirements for past projects. Factor 3 mentioned no where that the examples of past projects of key personnel must be the past projects presented in Factor 1.

As stated in response to your question 4: “4.
