52.217-7 OPTION FOR INCREASED QUANTITY--SEPARATELY PRICED LINE ITEM
(MAR 1989)
The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 15 calendar days after notification of intention to exercise the option.. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
(End of clause)
52.243-7 NOTIFICATION OF CHANGES (APR 1984)
(a) Definitions.
"Contracting Officer," as used in this clause, does not include any representative of the Contracting Officer.
"Specifically authorized representative (SAR)," as used in this clause, means any person the Contracting Officer has so designated by written notice (a copy of which shall be provided to the Contractor) which shall refer to this subparagraph and shall be issued to the designated representative before the SAR exercises such authority.
(b) Notice. The primary purpose of this clause is to obtain prompt reporting of Government conduct that the Contractor considers to constitute a change to this contract. Except for changes identified as such in writing and signed by the Contracting Officer, the Contractor shall notify the Administrative Contracting Officer in writing, within 10 calendar days from the date that the Contractor identifies any Government conduct (including actions, inactions, and written or oral communications) that the Contractor regards as a change to the contract terms and conditions.
On the basis of the most accurate information available to the Contractor, the notice shall state--
(1) The date, nature, and circumstances of the conduct regarded as a change;
(2) The name, function, and activity of each Government individual and Contractor official or employee involved in or knowledgeable about such conduct;
(3) The identification of any documents and the substance of any oral communication involved in such conduct;
(4) In the instance of alleged acceleration of scheduled performance or delivery, the basis upon which it arose;
(5) The particular elements of contract performance for which the Contractor may seek an equitable adjustment under this clause, including--
(i) What contract line items have been or may be affected by the alleged change;
(ii) What labor or materials or both have been or may be added, deleted, or wasted by the alleged change;
(iii) To the extent practicable, what delay and disruption in the manner and sequence of performance and effect on continued performance have been or may be caused by the alleged change;
(iv) What adjustments to contract price, delivery schedule, and other provisions affected by the alleged change are estimated; and
(6) The Contractor's estimate of the time by which the Government must respond to the Contractor's notice to minimize cost, delay or disruption of performance.
(c) Continued performance. Following submission of the notice required by (b) above, the Contractor shall diligently continue performance of this contract to the maximum extent possible in accordance with its terms and conditions as construed by the Contractor, unless the notice reports a direction of the Contracting Officer or a communication from a SAR of the Contracting Officer, in either of which events the Contractor shall continue performance; provided, however, that if the Contractor regards the direction or communication as a change as described in (b) above, notice shall be given in the manner provided. All directions, communications, interpretations, orders and similar actions of the SAR shall be reduced to writing and copies furnished to the Contractor and to the Contracting Officer. The Contracting Officer shall countermand any action which exceeds the authority of the SAR.
(d) Government response. The Contracting Officer shall promptly, within 10 calendar days after receipt of notice, respond to the notice in writing. In responding, the Contracting Officer shall either--
(1) Confirm that the conduct of which the Contractor gave notice constitutes a change and when necessary direct the mode of further performance;
(2) Countermand any communication regarded as a change;
(3) Deny that the conduct of which the Contractor gave notice constitutes a change and when necessary direct the mode of further performance; or
(4) In the event the Contractor's notice information is inadequate to make a decision under (1), (2), or (3) above, advise the Contractor what additional information is required, and establish the date by which it should be furnished and the date thereafter by which the Government will respond.
(e) Equitable adjustments.
(1) If the Contracting Officer confirms that Government conduct effected a change as alleged by the Contractor, and the conduct causes an increase or decrease in the Contractor's cost of, or the time required for, performance of any part of the work under this contract, whether changed or not changed by such conduct, an equitable adjustment shall be made--
(i) In the contract price or delivery schedule or both; and
(ii) In such other provisions of the contract as may be affected.
(2) The contract shall be modified in writing accordingly. In the case of drawings, designs or specifications which are defective and for which the Government is responsible, the equitable adjustment shall include the cost and time extension for delay reasonably incurred by the Contractor in attempting to comply with the defective drawings, designs or specifications before the Contractor identified, or reasonably should have identified, such defect. When the cost of property made obsolete or excess as a result of a change confirmed by the Contracting Officer under this clause is included in the equitable adjustment, the Contracting Officer shall have the right to prescribe the manner of disposition of the property. The equitable adjustment shall not include increased costs or time extensions for delay resulting from the Contractor's failure to provide notice or to continue performance as provided, respectively, in (b) and (c) above.
Note: The phrases “contract price” and “cost” wherever they appear in the clause, may be appropriately modified to apply to cost-reimbursement or incentive contracts, or to combinations thereof.

“1.5.3 Sheet Pile Wall Design
The design of the sheet pile wall shall be developed using a method of analysis indicated in paragraph 1.5.1, with the safety factor applied to the soil strengths on both sides of the wall, for either the free earth or fixed earth method. The soil strengths with the applied factor of safety will be referred to herein as the “allowable” soil strength parameters. The soil properties and stratifications used shall be those presented in the figure(s) and as shown on the drawings. The sheet pile design shall not include a cantilever sheet pile case. The Contractor shall be required to install internal bracing and the bracing shall be installed before excavating more than three feet (3 ft.) below the existing ground surface. The tip depths shown on the drawings are the minimum tip depths required irrespective of the calculated tip depths for design of the sheet pile. Should calculations indicate a deeper sheet pile depth, then the deeper depth shall be provided. The cut off elevation of the steel sheet pile shall be based on the Contractor’s proposed operations for installation of the jet grout, fall protection, traffic safety and means for constructing the box culvert. If the Contractor proposes to use a work platform over the box culvert trench, the steel sheet pile may be driven to grade provided the contractor submits a plan addressing containment of the jet grout slurry, fall protection and traffic safety.
If the contractor proposes to construct the box culvert without supporting equipment over the excavated trench, the steel sheet pile shall extend three feet (3 ft.) above the existing grade. If the Contractor elects to support equipment on top of the sheet piles, this load must be included in the design of the sheet pile and retaining structure bracing. In all cases, the sheet pile must be sufficiently stiff to limit deflection adequately to prevent damage to adjacent structures.
Limitations may be different depending upon proximity and type of adjacent structure. Sound engineering judgment should be applied.”

W912P8-12-R-0042 Jeff II Q&A
1. The borings in the plans do not indicate groundwater elevations. Is there any available information indicating where the existing groundwater can be expected to be encountered?
Answer: Based on available data, the ground water level should typically be anticipated to vary between depths of 2 to 6 feet below the ground surface, with levels as high as existing grade during wet periods and prolonged storm events, and levels as low as 10 feet (or more) below grade during prolonged droughts.
2. How does the Government intend the Contractor to keep both ends of the “…traction power feeder cables beyond the work limits … protected and energized at all times” (underline added)?
Please, clarify.
CLARIFICATION TO PREVIOUS ANSWER: RTA plans on cutting the power to the entire section between Jefferson and Louisiana, and then back-feeding from each direction. As such, the negative return jumpers across Jefferson Avenue are not necessary. RTA also confirmed that they have the capacity in their existing system to back-feed from each end with no problems.
Further explanation:
The OCS Layout Plan and other contract documents indicate the construction staging required with respect to the de-energization and/or temporary removal of the feeder cables and other electrical facilities. Beyond the limits indicated in the plans (see Construction Staging Notes on the drawing) the feeder cables may remain energized and must be protected, and all Contractor work in those areas should be assumed at this time to have to be done under the energized wires.
Means and methods of providing this protection are the responsibility of the Contractor, and are subject to the approval of the RTA prior to implementation.
However, in conjunction with other capital construction projects in the area at Napoleon Avenue and Louisiana Avenue, it is the intention of the RTA to de-energize their traction power feeders from the down river side of Louisiana Avenue to up river side of Jefferson Avenue and provide traction power simultaneously to the remaining St. Charles streetcar tracks from individual substations on each side of the work area. The contractor is cautioned that it is imperative that the RTA be consulted before breaking rails and before placing the negative return jumper cables. If the RTA will be supplying traction power from two separate substations there must be no electrical continuity allowed between the two substations. As such, the traction power negative return jumpers that go across Jefferson Avenue (see Jefferson Avenue drawing “File Number 208”) must not be installed. The negative return jumper cables that go from rail to rail and from track to track on each side of Jefferson Avenue will still be required.
3. Section 02324-FOUNDATION JET GROUTING, 1.4 DEFINITIONS. Jet grouting is specified as “…double fluid system…” (refer to first paragraph): please clarify if this is a mandatory requirement or the Contractor can propose a different system.
Answer: There is no objection to the Contractor proposing a different system.
4. Section 02324-FOUNDATION JET GROUTING, 1.4 DEFINITIONS. Jet grouting is specified as “…full cylindrical overlapping jet grouting columns…” (refer to last paragraph):
please confirm that the Contractor can propose a different layout as long as the acceptance criteria are met.
Answer: There is no objection to the Contractor proposing a different layout as long as all of the design requirements as specified are satisfied.
5. Section 02324-FOUNDATION JET GROUTING, 1.6 QUALITY CONTROL. Please confirm that ensuring in Specification 1.6.1.(3) “…continuous spoil return…” should not be read as a mandatory requirement for the Contractor to use a casing during jet grouting.
Answer: The requirement is for a continuous spoil return. The Contractor is not limited to a casing to satisfy the requirement.
6. Section 02324-FOUNDATION JET GROUTING, 3.2 JET GROUTING. Specification 3.2.1.a (volume coverage of 95%) seems to contradict following Specification 3.2.3.a (“…no voids in the finished soilcrete area…): please confirm that the latter should be read as treated area (i.e. 95% of the total area).
Answer: This has been changed in an amendment.
7. Section 02324-FOUNDATION JET GROUTING, 3.3 TESTING AND INSPECTION.
Please confirm that Specification 3.3.a, last paragraph, should be read as a minimum of one UCS every three feet of treated (i.,e., jet grouted) depth.
Answer: Yes, that is correct. This will be clarified in an amendment.
8. Section 02324-FOUNDATION JET GROUTING, 3.3 TESTING AND INSPECTION.
Please confirm if the requirement of Specification 3.3.1.b of one Certificate of Compliance every shipment of bentonite should be read as, instead, of cement.
Answer: Yes, that is correct. This will be clarified in an amendment.
9. Section 02324-FOUNDATION JET GROUTING, 3.3 TESTING AND INSPECTION.
Please confirm is Specification 3.3.2.7 applies to the mean value of UCSs recorded.
Answer: The strength requirement is a minimum value, and applies to individual results, not the mean.
10. Section 02324-FOUNDATION JET GROUTING, 3.3 TESTING AND INSPECTION.
Please confirm is Specification 3.3.3 applies to the mean value of permeability tests recorded.
Answer: The permeability requirement is a maximum allowable, and applies to individual results, not the mean.
11. During jet grouting of the contact with the sheetpiles it is possible that the SOE slightly moves; please specify what is the maximum acceptable movement, if any, at the top of the sheetpile.
Answer: Zero movement of the sheetpile is required.
12. The following drawings show traffic control for water line installation during Phase II and
III:
Drawing Phase 306 of 432 IIA 307 of 432 IIB 309 of 432 IIIA 310 of 432 IIIB These drawings provide lane closures for the water line installation north and south of St.
Charles Avenue. There are no traffic control plans provided for the installation of the water lines as the cross St. Charles Avenue. In reviewing the proposal we have made assumptions that the water line in the southbound lanes of Jefferson Avenue crossing the eastbound lanes of St.
Charles Avenue could be performed during Phase IVB shown on drawing 313 of 432. It is also assumed that the water line in the southbound lanes of Jefferson Avenue crossing the westbound lanes of St. Charles Avenue could be performed during Phase IVF shown on drawing 318 of 432.
a. Are these assumptions correct?
Answer: 8" and 12" water mains crossing St. Charles Ave could be performed during
Phases IVB and IVF.
b. As no drawing is showing closure of the northbound lanes of Jefferson Avenue while traffic is also detoured along St. Charles Avenue, will a revision to the plans be required? Or will this be left to resolution after contract award?
Answer: The northbound Jefferson Ave lanes will remain open while traffic is detoured along St. Charles Ave.
13. Drawing 12 of 432 shows the casing pipes for the water line running under the street car tracks. They appear to extend slightly into the eastbound and westbound lanes of St. Charles Avenue. Phase IVB shifts the eastbound traffic into the westbound lanes and Phase IVF shifts the westbound lanes into the eastbound lanes. Is another phase required to allow for the installation of the jack and bore casing pipe?
Answer: The streetcar lines will be out of service during Phases IVB and IVF. The casing pipe would be installed via the open excavation method
14. Bidding Schedule Items 0022, Jacked or Bored (18” Casing Pipe), and 0023, Jacked or Bored (24” Casing Pipe), are shown for the water line running under the street car at St. Charles Avenue. Could these casing pipes be placed in an open excavation during Phase IVF, rather than be jacked or bored?
Answer: An amendment will be issued showing these water mains and casings to be installed by open cut.
15. The Bidding Schedule shows Item 0096, Sewer Manholes, with a quantity of 12 each and Item 0097, Drop Sewer Manhole, with a quantity of 3 each. Drawing 26 of 432 through drawing 29 of 432 designates 12 new sewer manholes to be installed. Are the Drop Sewer Manholes designated differently?
Answer: An amendment will be issued change the quantity in Item 0096 to 9 each.
16. Drawings 133 of 432 and 136 of 432 show “Permanent Cut-off Sheet Pile, Top of Sheet Pile to Set at Bottom of Bottom Slab of New Perrier Street Box.” Drawings 135 of 432 and 138 of 432 show this Permanent Cut Off Sheet Pile as vertical, while the existing box is cut at a slope towards the new box.
a. How is this permanent sheet pile to be driven while blocked by the existing box?
Answer: The Contractor can submit an alternate plan during construction if he/she so desires.
b. Given the nature of brick box canals to not be as stable as concrete box canals, will additional measures be required to prevent the collapse of the existing brick box canal during the installation of this permanent cur off sheet pile?
Answer: The Contractor is responsible for protection of existing structures during construction as stated in the specifications.
17. On sheet 01100-26, paragraph 22.b.3 states “The closure of the St. Charles Ave. street car line shall only be closed for ninety consecutive days between June 2 (in Section 02451 its shown as June 1) and August 31, 2014.” Drawing 207 of 432, General Concrete states “Cast-in-place concrete shall have minimum compressive strength of 4,000 psi at 28 days.” Is the required time to meet minimum compressive strength to be included in the 90 day window?
Answer: Yes.
18. We are interested in the jet grouting scope of work on the Jefferson Avenue Canal II project, and as such need to study the exploratory shallow borings. However, the boring logs for borings JU1 – JU4, PU-1, PU-2A, & PU-3 (project dwgs 62-69) are unreadable, even when viewing the documents electronically. This is due to them being scans shrunk down and placed within the project drawings, which in turn were printed and then scanned again to post on the FBO site.
Would it be possible to get the original documents put on the FBO site (plates C-67 – C-70, etc.)?
Answer: Yes, readable drawings will be added by amendment.
19. On Page 1 of 7 of the Standard Form 1442, it states, “Sealed offers in original and 9 copies to perform the work required. . .”. Within Section 00130-16 under RFP Submittals, it states “submit one (1) original and six (6) copies of both volumes.” Will you please verify the correct number of volumes to be submitted?
Answer: Provide six (6) copies of both volumes.
20. On Page 00130-9, under Factor 2. Technical Approach, Item 1. Sheet pile installation and Temporary retaining Structures (TRS) construction (specific detail; both narrative and drawing format of preliminary designs)”. Can the detailed drawing format be included in the Appendices and not be included in the 35 page limitation?
Answer: No. Drawings are included in the 35 page limitation.
21. In regard to work near the Streetcar, please specify the limit of insurance required by the RTA and the typical number of trains per day.
Answer: RTA did not specify insurance requirements. The street car will be out of service at Jefferson Avenue during construction.
22. Will contacting any of the various engineering firms referenced in the RFP documents for pricing of potential services for this project be consider a conflict of interest or is it allowed?
Answer: Contacting the various engineering firms referenced in the RFP documents for pricing of potential services for this project would be considered a conflict of interest.
23. Please reference Section 02252 1.4.1(d), which states "The sheet pile case analysis shall not include a cantilever sheet pile analysis." Does this mean that a) disallow any cantilever in the sheet pile above the bracing; b) sheet pile above the bracing need not be analyzed; or c) the first case analysis is with the brace and full excavation instead of a case in which excavation has been done to allow brace installation?
Answer: Per Section 02252, "The contractor shall be required to install internal bracing before excavating more than three feet (3 ft.) below the surface of the retaining structure". Due to this limitation, the designer does not need to analyze the sheetpile as a cantilever before installing the upper brace. The designer will need to analyze the braced sheetpile with full excavation.
24. Please reference Section 02252 3.2.1, which states "The TRS bracing shall not be removed until suitable backfill, between the finished structure and the steel sheet pile wall of the temporary retaining structures, is satisfactorily placed and compacted to an elevation approximately one (1’) foot below the finished surface." and 02252.3.3, which states "Sheet piles shall not be extracted and remain in place, and shall be cut off flush with the top of the box canal." Is bracing only allowed in the top one foot of the TRS? Please clarify how the sheet pile can be cut off at the top of the canal box if the bracing is not removed until fill is one foot from final grade. If the sheet pile is cut off at the top of the canal box, is an unsupported cut six or seven feet above the canal box considered to be safe?
Answer: This has been clarified in an amendment.
25. Please reference Contract Drawings 60-81. Is there a geotechnical report available? In previous SELA projects, there has been a soil profile given to the contractors for design, which streamlines the approval process as there is one less item to dispute. Will a soil profile be given to the contractors?
Answer: The geotechnical report will not be provided. A strenghline, which is representative of the soil properties, has been issued in an amendment.
26. Regarding the driveways for houses on Prytania Street, please clarify if the contractor will be expected to supply access to them during the closure? Additionally, the Jefferson Franklin School is on Jefferson Avenue, which is on the side of the road that is being closed for culvert construction. Please clarify if the contractor will be responsible for maintaining access to the school during the closure.
Answer: Yes, if feasible.
27. The contract drawings indicate tree trimming on all trees. Please clarify if the trimming is a requirement for just Live Oaks.
Answer: Both the specifications and contract drawings indicate tree trimming where required and only after approval of the Contracting Officer and Parks and Parkways.
28. Please clarify if the jet grout water can be decanted and dumped into a storm drain system.
Answer: No.
29. Please clarify if the top of the jet grout block can be held low and a leveling slab of flowable fill can be used under the culvert. This will prevent the possibility of excavating and having to potentially jack hammer the grout to get to sub grade.
Answer: This constitutes a design change which would have to be submitted during construction. The Government cannot pre-approve submittals.
30. Please clarify if Jefferson is an old Streetcar right of way. If so, is the old foundation still in place?
Answer: Jefferson Ave, formerly Peters Ave, did have streetcars running in the right of way from Dryades to Tchoupitoulas. Information is not available to determine if the old streetcar foundation is still in place.
31. Please refer to Drawing No. 413, which states the contractor is to supply water for testing.
Please clarify if a tapping sleeve and valve can be used on the existing water main to allow charging the new water main for testing and chlorination.
Answer: The contractor will pressure test the new main with water supplied from an existing fire hydrant. The contractor will not be allowed to install a tapping sleeve and valve on the existing water main.
32. Can the results of the CPTu be shared in digital format?
Answer: An attempt will be made to supply the CPT’s in a digital format.
33. Please clarify that it is a requirement that the “wedge-type” method shall be used for developing the soil pressures. Or could Coulomb earth pressures also be used?
Answer: The design shall be as specified in the specifications.
34. Please clarify if the contractor will be allowed to design the temporary sheet pile wall using soil-structure interaction programs, such as CWALSSI by the USACE.
Answer: SSI programs can be used as long as they allow designer to meet to design requirements.
35. Please indicate if there are existing historical streetcar tracks, existing buried foundations, or creosote treated timbers related to the streetcars in the project right of way on Jefferson, Prytania, or Magazine Streets that the contractor will be required to remove and potentially remediate.
Answer: There were streetcar lines within the rights of way of Jefferson, Prytania and Magazine. If the old foundations are still within the rights of way, the contractor will have to remove them prior to the jet grouting operation.
36. Please clarify if the top or any portion of the box can be precast.
Answer: No, it cannot be precast.
37. Bid Item 0093 Sewer Mains (8” Dia. PVC, 9’ Depth and Deeper) is non-existent. The only sewer pipe below 9’ depth is the sewer siphons. It seems that Bid Item 0093 and Bid Items 0094 and 0095 are one in the same. Should Bid Item 0093 be deleted? Please advise.
Answer: Bid Item 0093 has been deleted in an amendment.
38. Does the USACE have a preference/requirement as to where their trailer is placed on the job site?
Answer: Preference/Requirement for the trailer location is specified in section 01100.
39. Re: Section 02660-2, Sub section 1.4 (b) says, “ Valves shall not be closed more than 8 consecutive houses…” Should this say, “…more than 8 consecutive hours…” or is houses correct?
Answer: Section 02660-2 paragraph 1.4 (b) will be amended to state “hours”, not “houses”.
40. Should the quantity for Bid Item 0019, Paved Track Construction, be 187 TFT and not 263 TFT, it appears that 263 TFT includes the ballasted track length?
Answer: The correct Paved Track Construction length is 187 TFT. This will be changed by amendment.
41. Would the Contractor be allowed to reschedule the St. Charles Street Car Closure to between June 1 and August 31 of 2015 instead of 2014 if necessary.
Answer: The Street Car closure is currently scheduled for calendar year 2014 and can only be changed per the direction of the Contracting Officer, not for the convenience of the Contractor.
42. Specification Section 01568, Maintenance and Diversion of Water, refers to Dry Weather and Wet Weather Diversion requirements. What are the criteria for “dry” versus “wet” weather?
Are there specific time periods or months of the year, or is there a volume of rain water criteria?
Please clarify.
Answer: Dry weather flow is the accumulation of ground water when it is not raining.
Wet weather is the accumulation of rainfall.
43. Specification Section 01568, Maintenance and Diversion of Water, paragraph 1.8.2, indicates new catch basins and side drains are to be installed after the box culvert is constructed.
Can the catch basins along the northbound roadway in phase II be installed around the existing drainage pipes as long as the existing flow is maintained. The sidedrains are below the new waterlines and should be installed first. Also installing these catch basins after the box culvert would require an additional traffic phase to close the northbound lanes a second time which is not shown in the traffic control plans.
Answer: The catch basins need to be installed as indicated.
44. Specification Section 02324, Foundation Jet Grouting, Paragraph 3.6, Excavation, states that no excavation will be allowed until jet grout achieves a strength of 100 psi at 28 days. Will excavation be allowed after grout achieves a strength of 100 psi before 28 days?
Answer: This will be revised by amendment.
45. The temporary pavement in the median has two different sections shown in the plans, one detail is shown on drawing 102 and a second detail is shown on drawing 302. Please clarify which detail is to be used.
Answer: The detail on drawing 102 is correct. Drawing 302 will be revised by amendment.
46. Is there any existing information about the depths and types of existing pavement on Prytania Street?
Answer: No.
47. On drawing 300 the Traffic Control Phases notes refer to “Lakebound (Southbound) Jefferson Avenue and Riverbound (Northbound) Jefferson Avenue”. Referring to a map of the area it appears that Lakebound is in the Northbound direction and Riverbound is in the Southbound direction, please confirm. The notes regarding northbound and southbound traffic and work zones also do not match the subsequent traffic control plans. Please clarify.
Answer: This has been corrected by amendment.
48. On drawing 303, the typical sections for phases II, III, and IV do not match the subsequent traffic control plans, the work areas are reversed between NB and SB, please clarify which is correct, and which roadway is built in phases II and III .
Answer: The typical sections for phases II, III and IV as indicated on Dwg 303 are correct and they do match the subsequent traffic control plans. The typical sections on Dwg 303 represent views 'looking south or riverbound'. In addition, the contractor cannot reconstruct the roadway until the new box is completed which is in phase IV. The plans do not indicate for the roadway to be reconstructed after the completion of phases II and III.
49. Bid Item 0002, Safety Fence, is Lump Sum, the General Provision, Section 3.i, indicates it is to be minimum 72 inch high chain link fence around the work area limits. It is not clear in what phases this will be required on this project:
a. Is 72 inch high safety fence required during phase I work (median removal and temporary pavement)?
b. In subsequent phases, is 72 inch high safety fence required around the entire perimeter of the work area in that phase?
Answer: The work fence will be required in the phases when work is being conducted.
50. Please confirm that Bid Items 0030 and 0085, Abandon in Place Existing Waterline, will be used to pay for existing waterline removals in accordance with specification 02260, paragraph 1.6.5, the bid quantities appear to be low.
Answer: Bid Items 0030 and 0085 will be used to pay for existing water line removal.
The quantities as shown are too low. The quantities have been revised by amendment.
51. The Traffic Control Plans show reconstruction of the northbound waterline and roadway on Jefferson in Phase II and shifting traffic onto these reconstructed lanes for phase III. Full width roadway reconstruction is not possible in phase II due to the later TRS and box culvert construction in phase IV. This will require a longitudinal construction joint in the concrete pavement on the northbound roadway constructed in phase II. Please confirm that this will be acceptable.
Answer: If necessary, Detail 2 on Dwg. 100 can be used. The wearing course shall be placed with no joint.
52. Will the contractor be allowed to proceed to another traffic phase prior to the completion of a previous phase along the entire roadway. For example, proceed to phases IIIA and IIIB after completing phases IIA and IIB, but before the completion of phase IIC ? This may be required due to the timeframe (up to 600 days) for award of the Optional Work.
Answer: It may be possible for the contractor proceed to another traffic phase prior to the completion of a previous phase. A definitive answer depends on the Contractor’s sequence of work.
53. The traffic control Plans show phase IV work divided into six areas (phase IVA through IVF). Will the Contractor be allowed to sequence these sub-phases in a different order? For example, phase IVF, reconstruction of the box culvert and track work at St. Charles, has to occur between June and August of 2014 and phases IVA through IVE may not be complete at that time.
Answer: Yes, the contractor will have to work out of sequence for the sub-phases of phase IV. The contractor is only allowed to work on phases IVB and IVF between June 2 and August 30 of 2014.
54. Note 6 on Traffic Control Drawing number 314, says that phase V (Prytania St.) is to occur during phase IVC. This may not be possible since Phase V cannot commence until the Optional Work is awarded which may not happen for 600 days. Is it acceptable to construct phase V after phase IVC as long as all stromwater flows are controlled and maintained?
Answer: The time frame for the optional work items was changed in an amendment, which allows for proper phasing.
55. If the Optional work is not awarded, will the water and sewer lines be relocated by others?
Answer: Yes, you can make that assumption for bidding purposes.
56. If the Optional water and sewer lines are not awarded and are relocated by others, will this occur prior to our work or concurrent with it?
Answer: If the optional work items are not awarded, they will be relocated prior to contractor work.
57. The Drawings indicate that the existing gas lines are to be relocated outside the roadway in the sidewalk area. Will this other contract be reconstructing these sidewalks?
Answer: No. The new lines will be installed by directly drilling under the sidewalks.
58. What is the scheduled start and completion dates for the gas line relocations along Jefferson Avenue and along Prytania Street?
Answer: They are planned to be installed prior to commencement of construction.
59. The existing utility drawings show many of the overhead electric lines are to be relocated concurrent with construction. Will these lines be relocated in phases II and III, or in phase IV?
Answer: They will be relocated prior to any interference with construction activities.
60. Are the existing overhead electric lines that are to be relocated being relocated underground or overhead?
Answer: Overhead.
61. Bid Items 0022 and 0023 indicate casing pipe is to jacked or bored. Is it acceptable to open cut and install these casings after the track is removed during the track closure?
Answer: An amendment will be issued requiring the casings to be installed by open cut during the track closure.
62. Many of the existing water service meters are located in or beyond the sidewalks or driveways. If portions of a sidewalk or driveway is removed to install the new service, will the contractor be paid for the replacement under Bid Items 0060 and 0061?
Answer: Yes.
63. Drawings 313 and 318 show removal of portions of sidewalks and curbs for the track work. Will the Contractor be paid for the replacement of these sidewalks and curbs under the appropriate curb or sidewalk bid item?
Answer: Yes.
64. The existing sidewalk on Jefferson Avenue is extensively damaged in many locations.
The scope of this contract does not include sidewalk replacement in those areas. Is the sidewalk to be repaired by others? If so, will it be before or after our work?
Answer: This is not pertinent to the RFP for this contract.
65. Spec section 02200-4, 1.7 Utilization of excavate materials, states “unsuitable materials removed from excavations shall be placed in designated waste disposal areas or spoil areas”, will the USACOE provide the location where this designated area is?
Answer: This paragraph will be revised by amendment. The excess excavated material will become the property of the Contractor.
66. Spec section 02200-4, 1.7 Utilization of excavate materials, states “Suitable material authorized to be wasted shall be disposed of in designated areas approved for surplus material storage or designated waste areas as directed”, will the USACOE provide where these designated areas are?
Answer: See question above.
67. Section2320-3.1.3 Structural Excavation and Backfill, states that “the box culvert trench shall be backfilled with compacted granular material to the final grade shown on the drawings”;
however, the next section 3.1.4 states “granular or non-granular material may be used as backfill above the box culvert, but not under the roadway base course”. Can excavated non-granular material be used as backfill for the box culvert trench?
Answer: This has been revised by amendment.
68. Section 2320-3.1.4 states that “non-granular material may be used as backfill above the box culvert but not under the roadway base course”; drawing 101 of 432 shows “structural backfill” under the geotextile fabric even where not directly under the road base. Can excavated non-granular material be used as structural backfill where not directly under the road base, for example in the median area, while still generally under the road base?
Answer: This has been revised by amendment.
69. The track work plans show the existing 115RE rail is to be reused (drawing 207). Can the existing ties, tie plates, fastener clips, and fasteners be reused also?
Answer: No.
70. 2324-6 3.3, subparagraph a. indicates permeability testing is to be conducted on jet grout core samples. Coring does not provide an undisturbed sample that is representative of the in situ materials permeability. Further, flexible wall permeability test results can be significantly affected by the micro-fractures produced by the coring process on a jet grout sample. Please consider either in situ falling head tests or flexible wall permeability tests on wet grab samples as an appropriate alternative to the specified permeability testing on core samples.
Answer: The permeability testing will not change from what is stated in the specifications.
71. Alternatively, please consider a relaxation in the permeability requirement to 2 x 10-5 cm/sec or lower on core samples.
Answer: The permeability requirements will not change from what is stated in the specifications.
72. 2324-7 3.3.2 calls for Core sampling or three percent (3%) of all jet grout columns.
Contractors may propose various jet grout column sizes to perform this work, which could result in a significant variation in the numbers of columns for the same net volume of jet grouting. This would lead to a significant variability in the number of cores and the subsequent compressive strength and permeability testing required for the work. Alternatively, a sampling rate based on net volume of soilcrete created would not provide an unintended incentive to use larger columns to reduce the QC sampling and testing.
Answer: The sample rate will not change from what is stated in the specifications, except the 3% is revised to be 5%.
