SELA 20 Florida Avenue Phases II and III 12-R-0027

Clarifications on Amendment 0003

1. Bid drawing 75 of 131 - Phase II. According to answer 19, Amend. 03, the elevation of bottom of the jet grouting under Block 11is changed to -43 while the revised Bid drawing 75 still shows it varying from -42 to -43; please clarify.

Answer: Pen and ink changes to the drawings (p.10, no. 14 of amendment 3) indicate the tip elevation is to be changed to -43.0. Under the title “Phase II Drawings” on p. 9 of Amendment 3 indicates that drawings with an asterisk (*) have additional pen and ink changes.

2. According to answer 170, Amend. 03, Foundation Jet Grouting falls under Item 0041 while the revised Bidding Schedule shows it under item 0042; please clarify.

Answer: The answers regarding quantities were formulated prior to Amendment 3 in order to be included in Amendment 3. Amendment 3 changes the bid item number for Foundation Jet Grouting, as indicated in Amendment 3, to Bid Item 0042.

3. The Amendment changed the Abandonment of the 48” water line to Removing the 48” water line however the Bidding Schedule CLIN 0059 “Abandon 48” Water Line” for an amount of 1978 LF was not removed. Please correct the Bid Schedule.

Answer: The bid schedule will be corrected by amendment to remove the item “Abandon 48” Water Line,” which is item 0055.

4. The response to question 100 A states that the sheet pile tip will be changed by amendment.

The response to question 100 C says that the sheet pile tip will be changed by amendment.

Further in the amendment under section 02252 paragraph 1 section (1) does not give a tip elevation, it only states to design the TRS piles to prevent overturning.

In reference to the above, the TRS sheet pile tip will be above the tip elevation of the dewatering wells that you are requiring us to install under section 02242 Table 1 page 7. Either the sheet piles need to be longer or the dewatering well tips need to be adjusted. In either case, please provide the minimum tip elevation for the sheet piles for the TRS system.

Answer: The description of the elevation of the sheet pile tips is correct and the tip elevation of the dewatering wells is correct.

5. In reference to the response on Question 123 – We do understand that the unit price per day was given by the specifications. What the question was referring to was the inclusion of a Unit Price Bid Item for flagging services. The CLIN is currently a Lump Sum item. It is impossible to figure out exactly how many days of flagging one will need for this project until the job starts.

We request that the CLIN be modified to a Unit Price Bid Item instead of a Lump Sum Bid Item.

Answer: As provided in response to question 140 of Amendment 3: “The duration for flagging services is determined based on the Offeror’s schedule for working adjacent to the rail lines. Guidance on determining when flagging service is required is provided in Section 01100; paragraph 17 WORK ON OR ADJACENT TO RAILROAD.” Additionally, under “Lump Sum Quantities”, it was stated “0003, Flagging Service, Flagging as described in the specifications Section 01100 based on contractor’s plan of operation.”

6. Addendum 3 drawing 51C. What is the new 48” water line that will be used for the tie-in section from STA 93+00.63 to STA 94+08.31 paid under? There is an item for the 48” Gate Valve and Manhole which is a Lump Sum and there is also an item for the installation of the 48”

Water Line which is a LF item. The 48” Water Line item quantity does not include the tie in portion of the line as shown on drawing 51C.

Answer: Answer: The 48” waterline on Drawing 51C shall be paid under Bid Item 0047, “48” Diameter Waterline.” The quantity has been adjusted by amendment to include the 48” waterline on Dwg. 51C. The tie-ins shall be included in this bid item. The measurement and payment paragraph will be revised by amendment to include tie-ins.

7. Re: RFI 40. Question Part 1 - Under what conditions could the KO require the Contractor to remove the dams? Question Part 2 – There must be a practicable limit on the requirement to remove sand from the canal. Is broom clear acceptable? If not, what standard will the Government use?

Answer: The Contracting Officer will require the Contractor to remove the dams when extreme storm conditions are anticipated. Broom clear is acceptable.

8. Reference Addendum #3, Page 27, Question 170. Will an additional bid item for the removal of 3,650 LF of 6” Asbestos Waterlines be added to the bid schedule? If not, where should Contractors put this cost?

Answer: No additional item is necessary. There are no 6” Asbestos Waterlines to be removed. The removal of 3,650 LF of 6” Asbestos Waterlines should be removed from the demolition description of the Lump Sum Quantities (Question 170).

9. Reference Addendum #3, question 149 - The answer states that the sewer cleanout is to be considered incidental to the sewer house connection work. Standard drawing 6312-E5-B shows no such details referencing any sewer cleanout or sewer cleanout manholes. Please provide additional information for the contractor to properly bid this item.

Answer: There is no drawing of a sewer cleanout. It is similar in size and configuration to the Valve Box and Valve Box Cover shown on S&WB Dwg. No. 6179-F-2.

10. Reference addendum #3, phase 3, revised drawing #48a at station 100+04.19. The revised drawing shows 2 catch basins labeled Proposed Catch Basin #1 Vertical. Drawing #17 shows the same 2 catch basins labeled Catch Basin (adjusted). Please clarify as to what bid item these catch basins are to be paid under.

Answer: The two catch basins in question are to be new catch basins, bid item no. 0077.

Dwg. No. 17 of 85 will be changed by amendment.

11. Reference Addendum #3 - Please confirm that the “Proposed Single Vertical (No. 1) Catch Basins” shown on the drawings are to paid under bid item 0077 No.1 Standard Single Catch Basin Answer: Yes, that is correct.

12. Reference addendum #3, please revisit and recalculate quantities for drainage structures.

For example, bid item #0077 of the bid form, No. 1 Standard Single Catch Basin, shows a quantity of 5. We have found 18 in Phase 2 and 15 in Phase 3, bringing a total of 33 total #1 standard single Catch Basins. This difference in quantity will not only affect our pricing, but also the schedule. Please revisit, recalculate, and revise quantities for the drainage structure bid items.

Answer: The quantity for Bid Item No. 0077 will be changed to 33 by amendment.

13. Reference addendum #3, drawing # 31 of phase 3, section C states, “cover as per S&WB D- 3236”. Please provide standard detail S&WB D-3236.

Answer: There is no drawing #31 in phase 3, addendum #3.

*Denotes a change from the previous Bidding Schedule.

00010-8 Ed 06-098

Award will be made as a whole to one bidder.

NOTE 1: Bidders shall furnish unit prices for each item listed in the Schedule requiring a unit price. If the bidder fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. IF A BIDDER OMITS BOTH THE UNIT PRICE AND THE EXTENDED

TOTAL OR ESTIMATED AMOUNT FOR ANY ITEM, ITS BID SHALL BE

DECLARED NON-RESPONSIVE AND THEREFORE INELIGIBLE FOR

AWARD.

NOTE 2: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price. Unreasonableness of price includes not only total price of bid, but the price for individual line items as well. Any bid may be rejected if the prices for any line items or sub line items are materially unbalanced (See FAR 14.404-2).

NOTE 3: THE NOTICE TO PROCEED (NTP): The successful bidder is advised that performance and payment bonds shall be submitted in accordance with the time frame in block 12B of SF 1442. The NTP will be issued immediately after verification of acceptable performance and payment bonds. Within seven (7) days after issuance of the NTP, the Contractor shall initiate a meeting to discuss the submittal process with the Area or Resident Engineer or his authorized representative. Physical work cannot start until the Accident Prevention Program, Contractor Quality Control Plan, and other submittals which may be required, have been submitted and approved and all preliminary meetings called for under the contract, have been conducted.

NOTE 4: OPTIONAL WORK ITEMS. The Government may require the delivery of the numbered line item(s), identified in the schedule as Optional Work items, in the quantities and prices stated in the schedule. The Contracting Officer may exercise the Optional Work by written notice to the Contractor. The Government will exercise the Optional Work no sooner than 300 calendar days and or no later than 550 calendar days after award of this contract. Bidders shall bid on all items including Optional Work items (see “Evaluation of Options” FAR 52.217-5).

Failure to bid on all items will result in a non-responsive bid.

NOTE 5: EVALUATION OF OPTIONS (FAR 52.217-5 JUL 1990). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for this basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

NOTE 6: TIME ADJUSTMENT IN THE EVENT OF THE EXERCISE OF

OPTIONAL WORK. In the event that OPTIONAL WORK items are exercised under the terms of the contract, the time required for completion of the contract will not be adjusted but shall be performed concurrent with original contract duration of 1,500 calendar days established for the BASE WORK items specified in the Contract Clause entitled “COMMENCEMENT, PROSECUTION, AND

COMPLETION OF WORK (FAR 52.211-10 - APR 1984)”.

00010-9 Ed 06-098

EVALUATION OF SUBDIVIDED ITEMS..

Item Nos. 0004, 0029, and 0088 is subdivided into two or more estimated quantities and are to be separately priced. The Government will evaluate each of these items on the basis of total price of its sub-items.

(End of Clause)

VARIATIONS IN ESTIMATED QUANTITIES - SUBDIVIDED ITEMS..

The Variations in Estimated Quantities Subdivided Items clause is applicable only in Item Nos. 0004, 0029, and 0088.

a. Variations from the estimated quantity in the actual work performed under any second or subsequent sub-item or elimination of all work under such a second or subsequent sub-item will not be the basis for an adjustment in contract unit price.

b. Where the actual quantity of work performed for Item Nos. 0004, 0029, and 0088 is less than 85% of the quantity of the first sub-item listed under such items, the Contractor will be paid at the contract unit price for that sub-item for the actual quantity of work performed and, in addition, an equitable adjustment in contract price shall be made in accordance with the clause FAR 52.211-18, Variation in Estimated Quantity .

c. If the quantity of work performed under Item Nos. 0004, 0029, and 0088 exceeds 115% or is less than 85% of the total estimated quantity of the sub-items under that item, and/or if the quantity of work performed under the second sub-item or any subsequent sub-item under Item No. NONE exceeds 115% or is less than 85% of the estimated quantity of any such sub-item, and if such variation causes an increase or a decrease in the time required for performance of this contract, the contract completion time will be adjusted in accordance with the clause FAR 52.211-18, Variation in Estimated Quantity.
