SELA 20 Florida Avenue Canal Phases II and III W912P8-12-R-0027

Questions and Answers

1. Will the government provide Microstation or DGN files for the above referenced solicitation?

Answer: The Corps will not provide Microstation or DGN files during advertisement or after award.

2. Is there a pre-bid or a mandatory pre-bid meeting for the above solicitation (SELA 20)?

Answer: There is no pre-bid meeting. This project is located within public right of way so a scheduled site visit meeting is also not required.

3. We have reviewed the referenced solicitation and are very interested in submitting a proposal; however, the June 24, 2014 presents several challenges to our marketing and estimating groups in delivering a cost effective solution and proposal. Hence; we are hereby inquiring if the COE will consider a 30 day extension.

Answer: A time extension to the proposal, if needed, will be established when issuing an amendment.

4. Is it acceptable to use 11 by 17 sheets for the non-page counted drawings?

Answer: Yes.

5. Is the organization chart considered a drawing, and therefore not included in the page count?

Answer: Yes

6. Factor 3 instructions state: “Contemplated subcontractors shall include those for jet grouting, utility relocations, geotechnical design, dewatering/recharge and groundwater monitoring, and structural design.” If a prime self-performs these functions, are we required to provide a resume of personnel who have experience in these areas in addition to the positions noted in the RFP (project manager, superintendent, quality manager, safety manager)?

Answer: Yes

7. At the Federal Contractors meeting sponsored by AGC in April 2012 and April 2013, USACE HQ personnel advised that PPQs previously completed for a project in response to a prior RFP would be acceptable for subsequent RFPs. Will the government accept previously submitted PPQs for the Factor 1 projects if they are included as hard copies with the proposal?

Answer: Yes

8. Will the USACE accept a CCASS evaluation in place of a PPQ so that a PPQ is not required when a CCASS evaluation is available?

Answer: Yes. Final CCASS/PPIRS evaluations are acceptable. Please note that it is the Offeror’s burden of proof to provide sufficient information for the Government to evaluate their proposal properly. Although not required, Section 00130, under Submittal

8.b., it is noted that for all cited past performance in an Offeror’s proposal, the Government strongly encourages Offerors to include a PPQ.

9. The SF1442 states that the POP is 1,500 calendar days, however this conflicts with page 00010-8 note 6, POP of 1,900 calendar days. What is the POP?

Answer: 1500 days is correct for the contract duration. Section 00010-8 will be amended to reflect the correct number of days.

10. Specification 02324 1.4, page 1. The specification defines the soil treatment as ”…exclusively double fluid system…”. Please clarify if others jet grouting systems are acceptable.

Answer: Yes. Other jet grouting systems are acceptable.

11. Specification 02324 1.4, page 1. The specification calls for ”…cylindrical columns…”.

Please clarify if others geometries of the columns are acceptable.

Answer: Yes.

12. Specification 02324, 3.2.3, page 6. Please confirm that lowering the pressure in case of lack of spoil return for more than 15s is not mandatory but just one of the remedies possible.

Answer: No, this is not acceptable.

13. Specification 02324, 3.2.5, page 6. Please confirm that the specification should be read “…unless a set retarder is used…”.

Answer: Yes.

14. Specification 02324, 3.3.2, page 8. Apparently the specification should be read as if all tested specimens must satisfy the project criteria of UCS and permeability; we respectfully suggest do adopt the industry standard of accepting that up to 5% of the laboratory results fail. Please confirm.

Answer: No.

15. Bid drawings 27 thru 27b of 131 and 13 thru 13b of 85 – Phase II. Please clarify if a Geotechnical Report will be released before bid date and in due time.

Answer: No, a geotechnical report will not be issued.

16. Bid drawing 68 of 131 – Phase II. Please clarify the elevation of the bottom of the jet grouting under Block D4. According to notes on Section A and Section B, it seems it is varying linearly from -40 to -41 which is neither practical nor realistic. We respectfully suggest uniforming it at -41.

Answer: The bottom of the jet grout block will be changed to -41 by amendment.

17. Bid drawing 71 of 131 – Phase II. Please clarify the elevation of the bottom of the jet grouting under Block D9. Similarly to previous question 8, we respectfully suggest uniforming it at -42.

Answer: The bottom of the jet grout block will be changed to -42 by amendment.

18. Bid drawing 73 of 131 - Phase II. We assume that the bottom of the invert of Block 010 at the interface with Block D11 will be shaped as shown during excavation while the theoretical top of the jet grouting block is meant as plan and horizontal; please confirm

Answer: The top of the jet grouting block will have to conform to the shape of the bottom of the bottom slab.

Answer: The bottom of the jet grout block will be changed to -43 by amendment.

20. Bid drawings 38 and 40 of 85 - Phase Ill. It seems there is a contradiction between drawings 38 and 40: the former shows the width of Block M5 towards M6 as 12'-6" (details at the bottom right corner) while the latter as 1 0'-6": please clarify.

Answer: The dimensions on the details at bottom right of drawing 38 should be 8'-0" inside wall and 10'-6" out to out at the connection with Block M6 (to match drawing 40) as opposed to 10'-0" and 12'-6" shown. This will be revised by amendment.

21. Bid drawing 42 of 85 - Phase Ill. Please clarify the meaning of the note on the right-hand side of the drawing that reads "BLOCK NO.6 NEW FLORIDA AVE. CANAL (SEE DWGS. 26 & 27).

Answer: The note simply refers to the tie-in block of Florida Ave. Canal of which Montegut Block M7 connects; The drawing reference #'s are correct.

22. In most of the Government’s recent RFP solicitations, Factor 1 has been divided into two “sub-sections” – Performance Relevancy and Performance Confidence. The Government has been providing ratings for each “sub-section,” essentially making them sub-factors. The DOD Source Selection Procedures, Section 2.3.1 (effective 7/1/11) requires that the relative importance/weight of factors and sub-factors be provided in the solicitation. Please provide the relative importance / weight of each sub-factor (Performance Relevance and Performance Confidence).

Answer:

In accordance with Section 00130 of the Solicitation, Factor 1, Past Performance, assesses the probability an offeror will meet contract requirements should that Offeror be awarded a contract. The rating results from the merging of assessment information on the extent of relevancy/recency of prior contracts are to the solicitation requirements and the quality of prior performance. The past performance confidence assessment considers both the assessed relevancy/recency and the quality of past performance presented in each proposal.

23. Only one Option Work is listed on Bid Schedule; however, page 00100-1 discusses the Option Work in two phases. Please clarify which bid items belong under what option.

Answer: Section 00100, page 1, will be amended to remove sections a) and b) and will be replaced with the following: “The Contracting Officer may exercise the Optional Work by written notice to the Contractor. The Government will exercise the Optional Work no sooner than 300 calendar days and or no later than 550 calendar days after notice to proceed of this contract.”

Please clarify the correct point of contact for past performance questionnaires.

Answer: The Correct POC is Rachel.W.Spears@usace.army.mil.

27. Section 03310-15, paragraph 1.7.1 indicates that stabilization slabs shall be 2,500 psi and 28 days. However, drawing 4 of 131, concrete note #2 indicates that the stabilization slabs shall be 2,000 psi at 28 days. Please clarify the correct psi.

Answer: The stabilization slab shall be 2,500 psi at 28 days. The drawing will be corrected in an amendment.

28. Section 03101-4, paragraph 2.1.1.1 indicates that Class “B” shall apply to culvert interior surfaces and all other surfaces except those specified to receive a Class “D” finish. Phase II drawing of 4 of 131, note #12 states, “all exterior formed surfaces not covered by backfill shall be Class “A” finish. Please clarify the correct Class.

ANSWER: The drawing note will be revised to state Class “B” finish. This will be indicated in an amendment.

40. Re: Sec 01568, Part 1, Sub Sec’s 1.2.2 & 1.8 7.d – Sec 1.2.2 talks about “self-eroding” dams and Sec 1.8.7 talks about dam removal. Please, clarify.

Answer: The self-eroding designation implies that the dam is constructed of a material that will wash away in rain event. This creates a "fail-safe" condition. If the dam is not removed prior to the rain event, it will be washed away so that it does not cause upstream flooding. However, the Contractor shall be required to remove the dam if he is ordered to do so by the Contracting Officer. By removing the dam, the Contractor can stockpile the sand and re-use it to rebuild the dam. If the dam is washed away, rather than removed, the Contractor will need new sand to rebuild the dam. The Contractor will also be responsible for removal of the sand that is washed into the downstream portion of the canal.

“Tensile stress in prestressing steel shall not exceed the following:

(a) Due to prestressing steel jacking force: 0.94 fpy, but not greater than the lesser of

0.80 fpu and the maximum value recommended by the manufacturer of prestressing steel or anchorage devices.

(b) Post-tensioning tendons, at anchorage devices and coupler, immediately after force transfer: 0.70pu.”

This will be added to the specifications by amendment.

83. In reference to Spec Section 02252 – Retaining Structures, on page 02252-5, Part 1.5.2.2 seems to be a copy and paste of Part 1.5.2.1 and does not seem applicable. Will the government allow the TRS design of the 48” waterline be the responsibility of the Contractor?

Answer: Part 1.5.2.2 is applicable. The requirements are the same for the waterline as shown in 1.5.2.2 as for the canal as shown in 1.5.2.1. The contractor is responsible for the TRS design in accordance with the provisions of Section 02252. The same requirements pertain to the canal TRS and the waterline TRS.

84. In reference to Spec Section 02252 – Retaining Structures, on page 02252-5 there is a discrepancy between the stationing of the sheet pile to remain in place. On the north side the specs show STA 102+20 and the drawings show STA 102+80. The south side from STA 103+50 to 108+00 is not shown on the plans. Please advise on the correct stationing of the sheet pile to remain in place for the north and south side of the Florida Avenue Canal.

Answer: The stationing will be corrected in the specifications and on the plans and issued by amendment.

85. In case of discrepancy in contract documents, what is the order of precedence between the plans and the specifications?

Answer: See Section 00700 FAR clause 52.236-21.

86. Will the government post all the questions and answers submitted by all competing contractors?

Answer: Yes - all questions will be posted with an amendment

87. Does the government have any specific requirements for content of the title sheet?

Answer: There are no specific requirements for the title sheet. A signature is required only on the SF 1442 and acknowledgement of amendments in order for a proposal to be valid/responsive. A signature is not required on the title sheet.

88. Section 02510, Page 02510-23, 3.2.8 reads that “The exterior of the 30” steel water main that are above ground shall be coated with cement mortar…” This appears to be approximately 85’ of 30” pipe shown on drawing 51 and 51a. We would propose in lieu of this heavy coating, using a 3 coat epoxy system. We are currently supplying this coating system on “S.E. Louisiana Urban Flood Control Project (SELA-07c), Harahan Pump to the River Discharge”, W912P812R0010.

Answer: The Government cannot pre-approve submittals.

89. Specification Section 01100 – General Provisions - Paragraph 23 – COORDINATION OF WORK WITH S&WB FEEDER OUTAGES – Section (c)(4) states that the contractor shall maintain a telephone at the job site which can be reached during the day should emergency conditions arise which will require re-energization of the feeder. Please whether or not this phone requirement is a land-line requirement or whether a mobile cellular service phone number will suffice.

Answer: A mobile cellular phone is sufficient.

90. Specification Section 02252 – Retaining Structures. Paragraph 1.5.2.1(2) indicates that cross sheeting for Florida Avenue Canal, perpendicular to the TRS and at 300 foot intervals, is not part of the structural requirements and can be any material or section modulus. Paragraph 1.5.2.2(2) indicates that cross sheeting for the 48” Diameter Waterline, perpendicular to the TRS and at 400 foot intervals, is not part of the structural requirements and can be any material or section modulus. Paragraph 2.1.1 indicates that permanent cross sheeting for the 48” waterline and the Florida Avenue Canal shall be steel. Please clarify the material type and section for the required cross sheeting at both the 48” Diameter Waterline and the Florida Avenue Canal.

Answer: The cross sheeting can be any material and does not have to be steel. This will be corrected by amendment.

91. Specification Section 02252 – Retaining Structures. Paragraph 3.1.2.1 indicates that sheet piles for the Florida Avenue Canal and 48” Diameter Waterline shall be driven and extracted using a non-impact, non-vibratory press-in method (Giken or approved equal). While there is reason to require press-in sheeting on Desire and Montegut Streets, why limit the main canal to press-in, since there are no sensitive, non-pile supported structures nearby?

Answer: There are a variety of structures, utilities, etc., in various locations that dictate the use of the press-in hammer. This requirement will not be changed.

92. Specification Section 02360 – Timber Piles. Paragraphs 1.4 (MEASUREMENT) and 1.5 (PAYMENT) indicate a single pay item for furnishing and installing the timber piles. Since the timber piles will refuse in the sand and will have significant feet above cut-off and since 50% of the unit price does not cover the material cost of the pile, will you consider separate pay items for furnish and install, as has been the case on many other USACE projects?

Answer: The pay items will be revised to create separate pay items for furnish and install. This will be revised in an amendment.

93. Specification Section 02365 – Prestressed Concrete Piles. Paragraphs 1.3 (MEASUREMENT & PAYMENT) indicates a single pay item for furnishing and installing the timber piles. Since the prestressed concrete piles will refuse and the spec offers NO payment for un-driven feet above cutoff, will you consider separate pay items for furnish and install, as has been done on many other USACE projects?

Answer: The pay items will be revised to create separate pay items for furnish and install. This will be revised in an amendment.

94. Drawing No. 40 on the Phase II drawings shows the H-pile splices with a five-plate detail.

Section 02315, Page 8, paragraph 3.8 states that “when approved”, splices can be “proprietary prefabricated splicer sleeves.” Since you have approved these sleeves in the past, you must know whether or not these sleeves (such as on the St. Bernard Pump Stations No. 2 & No. 3) are acceptable. Please let us know if these sleeves may be used on this project.

Answer: The government cannot pre-approve submittals.

95. The Construction Control Manual follows Section 01451 – Contractor Quality Control.

Chapter 4 – Welding, pages 2 & 3 address the frequency of testing. Please confirm whether or not the following interpretations are correct for the H-pile and sheet pile splices:

a. Visual Inspection is required for every weld.

Answer: Yes.

b. UT Inspections: Since there is no list of the number of tests for full penetration weld inspection by UT, we assume that 25% of the full penetration welds must be UT inspected.

Answer: - Yes, unless a different percentage is indicated in specifications or dwgs.

c. UT & RT Inspections: Every full-penetration butt splice (all H- and sheet pile splices) must be both UT and RT inspected.

Answer: Yes.

d. MT Testing: Since no fillet and partial penetration welds are specified for testing, we assume that 25% of these weld must be MT inspected.

Answer: Yes.

Note: For temporary structures, i.e., TRS sheet pile splices, the above criteria is not applicable.

96. Please refer to Phase III dwg sht 51. In the profle (and plan) view: On left, the 30" 45° rolled up bend is Station 0+11.89 Continuing right, the 30" 45° rolled down bend is Station 0+38.54. Using this stationing, the horizontal distance is 26.65' (0+38.54 - 0+11.89) and not 20.052' as indicated. As indicated on drawing, the center line (48") station, 1+29.71, does not check. However, by correcting stationing distance from 20.052' to 26.65', station 1+29.71 checks. Also by correcting the stationing distance, the rolled hypotenuse distance should also be corrected. (I calculate 32.90'± in lieu of 21.59'± as indicated on the profile). Please advise if verified.

Answer: The horizontal distance of 26.65 ft. is correct. The rolled hypotenuse distance of 32.90 ft. is correct. These dimensions will be corrected by amendment.

97. In Section 03310-15 Paragraph 1.7.1 Concrete Strength. Max. 3000@ 7 days What happens if the concrete is over 3000 psi in 7 days? Is this a basis for rejection and removal? In the next paragraph 1.7.2 the W/CM ratio is .45 The .45 W/CM ratio alone will make it difficult to guarantee the 3000 psi in less than 7 days. We as a supplier are very concerned about this specification since it covers the majority of the concrete on the project. I would like to ask exactly what is being achieved by this limitation on the concrete performance?

Because of the .45 W/CM ratio and the specification of going from below 3000 psi and achieving 4000 psi in 21 days leaves a fairly small target.

Answer: The 3000 psi strength @ 7 days is intended to prevent the use of high early strength concrete mixes in box culverts and flumes. The 7 day requirement is for mix design submittal purposes and will not be the basis of acceptance or rejection in the field. Twenty-eight day breaks will be used for acceptance. This is stated in the spec section referred to in the question.

98. Regarding wet weather flows, is pumping capacity limited to the dry weather flows or can larger pumps be used to minimize gravity flow methods if erodible dams and other diversions are in place?

Answer: Pumping is not allowed for wet weather flow. Any pumping system is subject to failure. Therefore, the Contractor cannot rely on pumping to maintain the wet weather flow capacity of the existing canal.

99. With respect to pre-existing hazardous materials/hazardous waste or hazardous materials/hazardous waste not brought onto the site by the Contractor, please confirm that the Owner/Government will be considered the “generator” of such hazardous materials/hazardous waste and sign any necessary generator manifests.

Answer: The Contractor will not be considered the “generator” for pre-existing hazardous materials/hazardous waste not brought onto the site by the Contractor.

Others will be responsible for the costs of cleanup and response determined to be necessary by the environmental regulator with jurisdiction, including the costs of any studies and investigations necessary to determine an appropriate response to the contamination.

Answer: B. The locations of the sheet piling to be left in place will be corrected in an amendment.

• Section 1.5.2.2 - 48” Diameter Waterline A. Note 1 - Is the minimum sheet pile tip elevation is -63 CD correct for all areas, including the sheeting that will be removed?

Answer: A. The minimum sheet pile tip elevation will be changed by amendment. The tip elevation will be the same for sheets to be removed and sheets to remain.

B. Note 2 – Why is the cross sheeting that is perpendicular to the TRS sheet pile walls required at 400 foot intervals when only 350 LF is required to be left in place per note 3?

Answer: B. The 400 ft. is what is determined to be needed for dewatering purposes and the 350 ft. is what is determined to be needed for protection of structures purposes.

C. Note 3 – Please confirm the sheet pile left in place is to a -63 /cd is from station 103+50 to 108+00 on both sides of the trench.

Answer: C. The sheet pile lengths will be revised by amendment. The note referring to sheets to remain in place from Sta. 103+50 to 108+00 refers to the south side only.

However, the locations of the sheet piles to remain in place will be revised by amendment.

D. Can an alternate shoring system be used to install the 48” Watermain?

Answer: D. The Government cannot pre-approve submittals.

101. Reference the notes from drawing sheet 56a of 131 and sheet 60 of 131 of the Phase II drawings on the existing steel sheeting.

A. The locations of existing PZ-35 Steel Sheet (Sta. 119+53 to 122+11 North) and (Sta.

B. What is the location of existing steel sheeting from (Sta. 122+11 to 125+28 North & Sta.

120+75 to 122+11 South) in reference to the proposed walls of the canal?

Answer: The actual distance of the sheets from the outside wall of the canal is unknown.

We recommend the prospective bidder visit the site prior to bidding.

102. General provision 22 references Specification 02331 – Temporary Earthen Dams and By- Pass Pumping. This specification section is not included, please provide.

Answer: There is no Section 02331. Section 01100, paragraph 22 will be revised to delete this reference.

103. Norfolk Southern Railroad Questions: What is the track speed? How many trains trail on that line per day? Will Norfolk Southern require the contractor employees undergo Railroad Safety Training? If so, what are the costs and the amount of training required? Which safety training is acceptable? (i.e. E-rail safe training, On-Track Safety)

Answer: The track speed is 15 mph. There are four (4) to six (6) freight trains per day and zero (0) passenger trains. No safety training is required, however the contractor and any other personnel must be familiar with NS' standard operating rules and guidelines, should conduct themselves accordingly, and may be removed from the property for failure to follow these guidelines. If work will take place within 25' of the track or place a piece of equipment with a boom that could come within 15' of the track, then a flagman is needed. Contractor must enter a standard right of entry with NS and have insurance and work plan approved prior to entering the property for any reason.

104. Please confirm that the USACE will request a Small Business Subcontracting Plan only from the apparent successful offeror and that a Small Business Subcontracting Plan is not required to be submitted with the initial offer / submittal.

Answer: The proposal from each Offeror should include a Small Business Participation Plan only, not a small business subcontracting plan, as outlined in Section 00130 of the specifications.

105. Specification Section 01100-38 item 3 states to construct the Florida Canal from the “downstream –to-upstream”. DWG sheet 30 of 131 in the Phase II drawings, note 1 states “Contractor not to construct blocks east of Block No. 23 prior to approval of USACE”. What is the USACE requesting for approval from the contractor to work in blocks 23-25?

Answer: The note stating “Contractor not to construct blocks east of Block No. 23 prior to approval of USACE” will be removed by amendment.

106. DWG 45 of Phase III shows existing pile to be removed. What type, size and length?

Answer: Please refer to the “record drawings” for the Louisa St. Box, which are included at the end of the project plans. The piles appear to be on 4’-0” centers, but the length is not known. The piles are probably timber, as this was what was usually used under box culverts by the Sewerage and Water Board, but this cannot be confirmed.

107. Specification Section 01100-24 Monitoring Before and During Construction: This specification requires monitoring of the railroad tracks, Poland Avenue/Alvar Street Overpass and the footings for Entergy Transmission Towers. Can we get the monitoring results from SELA 19 Phase I of Florida Avenue?

Answer: This information is not available.

108. Solicitation Number: W912P8-12-R-0027 - Form 1442 Item 13 does not show how many copies to submit with the original bid.

Answer: SF Form 1442 Item 13A directs you to reference Section 00130 – Proposal Evaluation Criteria paragraph “RFP SUBMITTAL REQUIREMENTS” for the number of copies to submit. This information is provided in Section 00130, under paragraph 1.9 RFP Submittals.

109. Solicitation Number: W912P8-12-R-0027 - In regards to Past Performance Questionnaires for the Best Value Approach - can we use PPQ's that have already been filled out by our customers on prior solicitations?

Answer: Yes. However, the PPQs must be included in the Offeror’s proposal to be considered.

110. Solicitation Number: W912P8-12-R-0027 - Refer to page 00130-12 Item number 5. The item indicates that we need to submit both a narrative and a drawing format of preliminary designs for the canals. I do not understand what does the preliminary design entail? The canal design is as it is indicated on the drawings and will be built as such. Please indicate what design drawings need to be submitted, if any.

Answer: Preliminary drawings should show how you plan on constructing the canal, including project features associated with the canal construction and your proposed techniques for constructing these features.

111. Solicitation Number: W912P8-12-R-0027 - Paragraph h. Safety Fence in section 01100 page 4. Am I correct in the following: 1) Barb wire 6' chain link fence is to be placed only around the trailer and staging area. 2) Temporary 6' chain link fence is to be placed along the limits of the project on the south side of the job only. 3) Hog wire fence is to be placed on the north side of the canal by the railroad tracks. I'm asking this because the paragraph is confusing and all over the place. It's not very clear as to where to place the 6' chain link fence for each phase of work that we perform.

Answer: 1) Yes, the barb wire fencing is only for the Trailer and Staging Area.

2) The 6 foot chain link fencing is to be installed for the south side of the Florida Ave Canal Flume/Box culvert work and for side street box culverts, 48 inch water main, electrical feeders, etc.

3) The hog wire fence is to be placed along the north side of the Florida Ave Canal Flume/Box culvert construction.

112. Solicitation Number: W912P8-12-R-0027 - In regards to the safety fence in the previous question - Can we fence off only the areas of work or do you want the safety fence to go up along the entire project regardless of whether work is being done or not?

Answer: The contractor should only fence off areas of work and not fence off the entire project site.

113. Solicitation Number: W912P8-12-R-0027 - Sheet piles left in place. Due to the proximity of the new roadway built in Phase 1, we suggest that sheet piles be left in place from STA 118+00 to STA 125+15 on the south side of the new canal. If the sheets are not left in place, the new roadway will crack after pulling the piles no matter if they are pulled by the press-in method or not.

Answer: The sheet piles will be left in place from Sta. 123+45 to Sta. 125+15. The contractor should take precautions to reduce any damage to the existing concrete roadway. If the roadway should crack due to the pulling of the sheets requiring repair of the roadway, appropriate changes to the contract will be handled in accordance with Far Clause 52.243-4 Changes.

114. Solicitation Number: W912P8-12-R-0027 - In regards to the above question - Is there a provision in the contract that will pay the contractor for replacing the damaged roadway if the piles are ordered pulled? If not, the contractor needs to add the cost of replacing the roadway to his bid.

Answer: The contractor should take precautions to reduce any damage to the existing concrete roadway. If the existing concrete roadway between Sta. 118+00 to Sta. 125+15 is damaged at no fault of the contractor, an equitable adjustment to the contract will be handled in accordance with FAR Clause 52.243-4 Changes.

115. Solicitation Number: W912P8-12-R-0027 - Temporary Traffic Maintenance Aggregate specification section 01501 page 4 paragraph 1.2.13 - Is the measurement for the Aggregate by vehicle measure or net section?
