About this file
This is a Questions and Answers (Q&A) document for federal contract solicitation W912P726QA003 regarding Lake Sonoma Sewage Pumping Vault and Portable Restroom Rental Services, revised April 14, 2026.
This is a replacement contract for W912P721P0012, previously performed by United Site Services of California with a total contract value of $343,213.32. The contract requires sewage pumping services at multiple vault locations within Lake Sonoma park, including 7 vaults at Liberty Glen, 2 at the Overlook Day-Use area, septic holding tanks at Park Headquarters, and potential additional locations at Lone Rock and Yorty Creek Day Use Areas. The contract specifies a flat-line item of 40,000 gallons of sewage pumping per year, with specific pumping locations to be requested by the Contracting Officer's Representative (COR) as necessary. All vault locations are accessible within the 25-50 foot optimal hose distance range, with most under 25 feet. Contractors must provide their own water supply and must use the Past Performance Questionnaire (PPQ) format provided in the solicitation or submit responses through the Contractor Performance Assessment Reporting System (CPARS). Liberty Glen was not listed as an option under the previous contract. Prospective contractors may conduct self-guided tours of park areas with assistance available at the Visitor Center, though formal site visits are not provided.

Question # Question Response 1 Is this a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?
This is a replacement contract for W912P721P0012.
Incumbent is United Site Services of California. Total contract value is $343,213.32.
2 Will the government accept a past performance questionnaire template from a prior government client in lieu of the past performance questionnaire format specified in the solicitation?
No. Only the PPQ format provided with the solicitation or Contractor Performance Assessment Reporting System
(CPARS).
3 Have the options for Liberty Glen been Exercised during the previous contract term?
Liberty Glen was not listed as an option under the previous contract.
4 Is there a water point we can draw from? No. Contractor must be set up with own supply of water.
5 Per section 2.1.8 Holding Tank/Vault Locations:
The Contract calls for one flat line item of 40,000 gallons of sewage pumping/year aside from the portable restroom pumping. The locations identified are: Park Headquarters, Liberty Glen campground host sites (if open), the Overlook Day- Use area, and any other area that may arise within the park. Please confirm how many vaults are at each location?
There are 7 vault locations at Liberty Glen, 2 at the Overlook, some septic holding tanks at Headquarters, and a couple day use areas that may be utilized i.e. Lone Rock and Yorty Creek Day Use Areas. This is gallons per year line item and the location to be pumped would be requested by the COR as necessary.
6 Can you confirm how close the trucks can get to the vault during the vacum suctioning of the valuts? Does the distance vary by location, or is it about 25-50ft per location?
The question is important because
• Optimal Hose Distance: 25–50 feet. At this distance, the vacuum suction is at maximum power, and the "pull" is efficient.
• Maximum Effective Distance: 100 feet. Trucks typically carry 100+ feet of hose. However, once you exceed 100 feet, the vacuum pump has to work significantly harder, increasing the risk of clogs and slowing down the "per-gallon" pump rate.
All vaults are accessible at the 25-50 foot range. Most under 25 feet.
7 Can additional site visit be provided? No, but a self tour of the park areas can be conducted.
There is information at the Visitor Center if needed.
