About this file
This is Amendment 0002 to Solicitation W912P726BA003 for the Suisun Bay Channel & NY Slough FY26 Maintenance Dredging Project, issued by the U.S. Army Corps of Engineers (USACE) San Francisco District. The amendment was issued on June 12, 2026, with an effective date of June 12, 2026, and does not extend the offer receipt deadline. The amendment revises Specifications Section 01 35 00 Part 1.1 to remove the reference to the USACE Sacramento District Explosive Safety Management Plan (ESMP). Offerors must acknowledge receipt of this amendment prior to the solicitation deadline using one of three methods: completing items 8 and 15 and returning copies of the amendment, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt may result in rejection of the offer. Any changes to previously submitted offers must be made by letter or electronic communication referencing both the solicitation number and amendment number and received prior to the opening deadline.
The underlying project specifications in Section 01 35 00 address Munition Response Site (MRS) requirements for both Water Explosion Area and Terrestrial Explosion Area, which carry "moderate to high" probability risk ratings and have not been completely cleared of Munitions of Explosive Concern (MEC). MEC support work must comply with USACE Explosives Safety and Health Requirements Manual EM 385-1-97, EM 200-1-15, Department of Defense Explosive Safety Board Technical Paper 18, and the MOTCO Explosive Safety Submission (ESS) and applicable amendments. The contractor is responsible for all MEC coordination and communication with USACE and MOTCO, must submit a MEC Plan for government approval, and must notify the government a minimum of 15 calendar days prior to starting MEC support operations with all required submittals accepted beforehand.
