About this file

This is a Questions and Answers document for a federal dredging contract solicitation. The document addresses two key inquiries regarding Solicitation No. W912P726BA003 for the Suisun Bay Channel and NY Slough FY26 Maintenance Dredging Project in Solano and Contra Costa Counties, California, issued by USACE Sacramento District.

The first question concerns the 63-day contract performance constraint and scheduling challenges. The contractor raised concerns that with bids due June 17, 2026, an estimated award date of July 1, 2026, and Notice to Proceed of July 7, 2026, combined with the restriction that in-water work cannot begin before August 1, only approximately 29 working days would be available for project completion. USACE responded that the contractor's anticipated production rate of 5,000 cubic yards per day using an in-bay disposal site may require an extension of up to eight calendar days, extending the total contract duration from 63 to 71 calendar days, with this revision incorporated in Amendment 0001. The second question requests the USACE Sacramento District Explosive Safety Management Plan (ESMP) referenced in the specifications. USACE responded that the ESMP has been removed from the specifications per Amendment 0002. The document is dated June 12, 2026.

Question # Question Response 1 I wanted to bring to your attention a potential challenge with the 63 day contract performance constraint for the Suisun Bay Channel and NY Slough FY26 Maintenance Dredging Project.

Based on the current schedule, bids are due June 18, with award and Notice to Proceed likely occurring around June 29. However, since in-water work cannot begin before August 1, the contractor would effectively have only about 29 working days available to complete the project.

This creates a significant scheduling challenge and may limit contractor flexibility, production planning, and overall competitiveness. I respectfully request that USACE consider whether the contract duration can be adjusted to better align with the allowable in-water work window, which extends to November 30.

The current bid due date is 17 Jun 2026. With an estimated award date of 01 Jul 2026, the estimated Notice to Proceed date is 07 Jul 2026.

The Contractor's production rate is anticipated to achieve a minimum of 5,000 cubic yards per day utilizing an in-bay disposal site. However, due to the Contractor's logistical constraints and operational challenges, the Period of Performance may require an extension of up to eight (8) calendar days, increasing the total contract duration from the original 63 calendar days to 71 calendar days. See amendment 0001 for revision.

2 The Specifications indicate that the USACE Sacramento District Explosive Safety Management Plan (ESMP) for the Suisun Bay Channel & NY Slough FY26 Maintenance Dredging Project, Solano & Contra Costa Counties, California, Solicitation No. W912P726BA003 can be provided upon request. Can you please send that to me or upload on PIEE and/or SAM.gov?

The USACE Sacramento District Explosive Safety Management Plan (ESMP) has been removed from the specifications. See amendment 0002.
