About this file

This is a Question and Answer document from a federal contracting solicitation for maintenance dredging services. The document addresses scheduling concerns raised regarding Contract W912P726BA003 for the Suisun Bay Channel and NY Slough FY26 Maintenance Dredging Project, issued by the U.S. Army Corps of Engineers (USACE) on June 4, 2026.

The original solicitation imposed a 63 calendar-day contract performance constraint, with bids due June 17, 2026, an estimated award date of July 1, 2026, and an estimated Notice to Proceed date of July 7, 2026. A questioner highlighted that since in-water work cannot commence before August 1, contractors would have only approximately 29 working days to complete the project before the in-water work window closes on November 30, creating significant scheduling constraints. In response, USACE acknowledged the concern and issued Amendment 0001, which extended the Period of Performance from 63 calendar days to 71 calendar days to accommodate contractor logistical constraints and operational challenges. The contractor's anticipated production rate is a minimum of 5,000 cubic yards per day utilizing an in-bay disposal site, with the additional eight calendar days accounting for operational challenges and scheduling flexibility within the extended in-water work window.

Text version

Question # Question Response 1 I wanted to bring to your attention a potential challenge with the 63 day contract performance constraint for the Suisun Bay Channel and NY Slough FY26 Maintenance Dredging Project.

Based on the current schedule, bids are due June 18, with award and Notice to Proceed likely occurring around June 29. However, since in-water work cannot begin before August 1, the contractor would effectively have only about 29 working days available to complete the project.

This creates a significant scheduling challenge and may limit contractor flexibility, production planning, and overall competitiveness. I respectfully request that USACE consider whether the contract duration can be adjusted to better align with the allowable in-water work window, which extends to November 30.

The current bid due date is 17 Jun 2026. With an estimated award date of 01 Jul 2026, the estimated Notice to Proceed date is 07 Jul 2026.

The Contractor's production rate is anticipated to achieve a minimum of 5,000 cubic yards per day utilizing an in-bay disposal site. However, due to the Contractor's logistical constraints and operational challenges, the Period of Performance may require an extension of up to eight (8) calendar days, increasing the total contract duration from the original 63 calendar days to 71 calendar days. See amendment 0001 for revision.
