About this file
This is a Requests for Information (RFI) document for the Redwood City FY26 Dredge federal contract opportunity, last updated June 3, 2026. The document addresses clarifications and conflicts identified by prospective bidders regarding contract requirements and specifications.
The RFI Set #1 clarifies disposal site assignments for dredged material across five reaches, confirming that Reaches 1, 2, 3, and 4A spoils are disposed at SF-11 while Reaches 4B and 5 are disposed at SF-DODS (referenced in Amendment 0001). A grizzly screen is not required for the project. The government acceptance period is corrected to 60 calendar days from the bid receipt date, as amended in the Standard Form 1442. RFI Set #2 addresses the order of work determination, clarifying that the Contracting Officer will determine work sequence based on government needs post-award. Regarding utilities, the contractor must coordinate with 811 utility agencies for utility location identification with no separate payment provided; all known utilities are shown in the plan set. The contractor is no longer required to verify material characteristics, as USACE has already characterized the sandy material (100 percent fines in the navigation channel) per test results dated March 10, 2026. For scow certification of materials delivered to SF-DODS, the government will provide block 24 signature on the certification checklist but will not provide a quality control inspector. These clarifications were incorporated through Amendment 0001 and Amendment 0002.

Question #: Question: Spec Section USACE Response:
RFI Set #1:
Section 01 11 00 Section 1.2.1.c (Requirements) states “Material dredged from all Reaches 1, 2 to be disposed at SF-11 and all of Reaches 3, 4, 5 are to be disposed at SF-DODS.” However, Section 00 10 00 “Pricing Schedule” states that Reach 1, 2, 3 & 4A dredge spoils are to be disposed of at SF-11 and Reaches 4B and 5 are to be disposed of at SF-DODS. Can you please clarify which disposal site should be used for at each Reach?
See Amendment 0001, which removes spec section 01 11 00 1.2.1(c). See Amendment 0001, which removes spec section 01 11 00 1.2.1(c).
2 Is a grizzly screen required on this project? If a grizzly screen is required what screen size is to be used? NA A grizzly screen is not required for this project.
There seems to be a conflict between SF 1442 and Section 00 21 00 – Instructions. Please clarify the number of days required for Government acceptance. The 1442 indicates “ d. Offers providing less than STANDARD FORM 1442 (REV. 12/2022) Prescribed by GSA - FAR (48 CFR) 53.236-1(d) 5 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected.”Section 00 21 00 – Instructions, Period for Acceptance of Bids (Apr 1984) 2014-05 2026-02 Effective Date 2023-03 2023-01 Effective Date 1984-04 Alternate Deviation Alternate Deviation SOLICITATION Variation Effective Date Variation Effective Date W912P726BA002 Page 17 of 820 In compliance with the solicitation, the bidder agrees, if this bid is accepted within 60 calendar days from the date specified in the solicitation for receipt of bids, to furnish any or all items upon which prices are bid at the price set opposite each item, delivered at the designated point(s), within the time specified in the Schedule.
See Amendment 0001, which updates block 13d of the 1442.
The 1442 erroneously listed "5" days for government acceptance. Please see the revised 1442 in Amendment 1 which corrects block 13(d) to "60 days".
