About this file

This is a Questions and Answers (Q&A) document for the Redwood City FY26 Dredge federal contract solicitation, issued by the U.S. Army Corps of Engineers (USACE) and last updated on May 19, 2026.

The document addresses three key clarifications issued through Amendment 0001. Question 1 resolved a conflict regarding dredge spoil disposal locations across five reaches, with the specification section being removed entirely in the amendment. Question 2 clarified that a grizzly screen is not required for this project. Question 3 addressed a discrepancy between Standard Form 1442 and Section 00 21 00 regarding the government's acceptance period for bids. The original SF 1442 erroneously stated 5 calendar days for government acceptance, but Amendment 0001 corrected block 13(d) to specify 60 calendar days, aligning with the Period for Acceptance of Bids clause. The document indicates that bidders must provide offers with prices for designated items delivered at specified points within the time specified in the schedule, with acceptance valid for 60 days from the bid receipt date.

Question #: Question: Spec Section USACE Response:

Section 01 11 00 Section 1.2.1.c (Requirements) states “Material dredged from all Reaches 1, 2 to be disposed at SF-11 and all of Reaches 3, 4, 5 are to be disposed at SF-DODS.” However, Section 00 10 00 “Pricing Schedule” states that Reach 1, 2, 3 & 4A dredge spoils are to be disposed of at SF-11 and Reaches 4B and 5 are to be disposed of at SF-DODS. Can you please clarify which disposal site should be used for at each Reach?

See Amendment 0001, which removes spec section 01 11 00 1.2.1(c). See Amendment 0001, which removes spec section 01 11 00 1.2.1(c).

2 Is a grizzly screen required on this project? If a grizzly screen is required what screen size is to be used? NA A grizzly screen is not required for this project.

There seems to be a conflict between SF 1442 and Section 00 21 00 – Instructions. Please clarify the number of days required for Government acceptance. The 1442 indicates “ d. Offers providing less than STANDARD FORM 1442 (REV. 12/2022) Prescribed by GSA - FAR (48 CFR) 53.236-1(d) 5 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected.”Section 00 21 00 – Instructions, Period for Acceptance of Bids (Apr 1984) 2014-05 2026-02 Effective Date 2023-03 2023-01 Effective Date 1984-04 Alternate Deviation Alternate Deviation SOLICITATION Variation Effective Date Variation Effective Date W912P726BA002 Page 17 of 820 In compliance with the solicitation, the bidder agrees, if this bid is accepted within 60 calendar days from the date specified in the solicitation for receipt of bids, to furnish any or all items upon which prices are bid at the price set opposite each item, delivered at the designated point(s), within the time specified in the Schedule.

See Amendment 0001, which updates block 13d of the 1442.

The 1442 erroneously listed "5" days for government acceptance. Please see the revised 1442 in Amendment 1 which corrects block 13(d) to "60 days".
