b. The Contractor shall be responsible for verifying the characteristics of the materials to be dredged from the channel.

1.4.1 Scow Monitoring

The contractor shall comply with the Dredge Data Logging System. The purpose of complying with two different and independent scow monitoring programs is to fulfill obligations from two different and independent government quality assurance agencies.

1.4.1.1 Dredge Data Logging System (DDLS)

Submit the DDLS, the DDLS back-up system, and the qualifications of the DDLSQC firm to the Contracting Officer or delegated representative for approval, as specified in Attachment 1 at the end of the Specification package.

Methods used for the dredge positioning shall also be used to display and record the disposal vessel's location at 1-minute time intervals throughout the loading, transport and disposal cycle of each disposal vessel. The Dredge Data Logging System (DDLS) data shall be received onboard the actual disposal vessel. Position data shall be annotated for the time actual dumping is in progress. A copy record of the DDLS position data, correlated with time and annotated with date, shall be submitted to the Contracting Officer or delegated representative as part of the daily Quality Control Report. The Contracting Officer or delegated representative shall have access to the monitoring equipment in order to observe its operation during disposal operations. Dredge inspectors shall be provided with hand-held GPS equipment to verify dredge disposal in SF-DODS. 1.4.1.2 Dredge Material

Disposal Site Log (DMDSL)

Submit a DMDSL on a weekly basis by noon Monday that enumerates work accomplished during the preceding week. The DMDSL logs to be submitted shall include the reach from where the material came from. Every Monday, the Contractor shall e-mail the prior week's DMDSL data to the government.

Include the dredge episode number. Maintain a DMDSL using the "Dredge Material Disposal Site Log" form in Attachment 2 at the end of the Specification package. DMDSL shall be included as an attachment to QC Daily Reports.

1.4.1.3 DDLS Report/Data

Submit electronic copies of the DDLS positional data for all dredge equipment and all disposal/fill vessels utilized; and dredged quantity, sediment type and GPS positional data on the dredge and disposal or fill locations for all scows and barges by email to the government. This electronic data shall be included in the daily CQC Report submitted in RMS.

1.5 WORK PLAN

The purpose of the work plan is to outline the primary objectives required during construction. The work plan should clearly articulate and outline the steps needed to achieve contract milestones, deliverables, resources, etc. The work plan should be submitted within 15 days after Notice to Proceed or prior to the date of the Preconstruction Conference.

Revise the work plan throughout the project to include any changes in site conditions or contract modifications that change the project scope of work.

SECTION 35 20 23 Page 4

FY26 Redwood City Channel O&M Dredging Project Solicitation shall be performed in strict compliance with applicable OSHA regulations, including but not limited to 29 CFR 1910 and 29 CFR 1926, and all utility owner requirements.

The Contractor shall identify, locate, and verify the position and elevation of all submarine pipelines and overhead utilities prior to dredging including 811 coordination, in accordance with OSHA hazard identification requirements. Work shall not commence until utility locations are confirmed and safe work limits are established.

d. Submarine Pipelines (Below Dredge Level) Dredging shall be controlled to prevent contact with, exposure of, or damage to submarine pipelines. A minimum 10' pipeline cover and dredge cut-off level shall be maintained at all times. Anchoring, spudding, or equipment contact within the pipeline protection zone is prohibited unless approved. If a pipeline is exposed, struck, or suspected to be damaged, work shall stop immediately and the Engineer shall be notified, in accordance with OSHA incident response requirements.

Overhead Powerlines (Above Work Area) Minimum clearance distances from high-voltage overhead powerlines shall be maintained at all times in accordance with OSHA electrical safety regulations (29 CFR 1910.333 and 1926 Subpart K). No part of dredging equipment, including booms, masts, spuds, or ladders, shall encroach into the minimum required clearance zone.

A designated safety observer shall be present during operations beneath overhead powerlines. Work shall cease during conditions that reduce visibility or control, including high winds or storms.

Equipment and Operations Equipment height, swing radius, and dredging depth shall be physically and operationally limited to prevent utility contact. Only approved dredging methods with controlled depth capability shall be used at the utility crossing. Any unsafe condition involving utilities shall be corrected immediately before work resumes.
