PURPOSE

• Purpose of the Conference and Important Dates

The purpose of the Pre‐Proposal conference is:

(1) Highlight issuance of PRE‐SOLICITATION NOTICE FOR A‐E GEOTECHNICAL Design Services on BetaSAM at:

www.beta.sam.gov

(2) Provide overview of Government’s Requirement

(3) Answer questions related to the Government’s requirement

Small Business – W912P7‐21‐R‐0006 Government seeks to award 3‐5 Indefinite Deliver Contracts ($1.2‐2M capacity each) Interested AE Firms must submit 1 copies of each SF 330 Part and SF 330 Part II

PROJECT OVERVIEW

The services will consist of Geotechnical Services for Civil Works Projects at Various Locations within the San Francisco District and South Pacific Division’s Area of Responsibility (AOR). The work and services will be for Civil works projects; however, there may be a smaller portion of the work and services for military and support for others and IIS projects. Geotechnical services are required to support Civil Works activities, i.e. geotechnical analysis, geotechnical engineering and design, field exploration, laboratory testing, geotechnical engineering services during construction, dam and levee safety. Projects maybe include, but not be limited to levees, dams, weirs, environmental restoration, piers, roads, abutment supports, foundation analysis, subsurface design required for vertical construction, water retention basins, storm and sanitary sewer systems, drainage, and utilities.

AE Submissions shall be handled by the Government IAW with FAR

15.207 (Handling) and 15.208 (Submission, Revision, and Withdrawal) Boards will only evaluate SF‐330 Parts I and II and any required supplemental information Firms will not be considered if their SF‐330 Part I is not signed, unless the SF‐330 Part I is accompanied with a signed cover letter If a firm does not submit a SF‐330 Part II with it’s Part I, it will not be considered, unless that firm’s SF‐300 Part II is on file with the agency Firms are encouraged to update their SF‐330 Part II, older ones will be considered by the board (up to 3 years)

Boards will not assume qualifications which are not clearly stated Firms will not be contacted to clarify or supplement their submission, except during interviews with the most highly qualified firms Boards will not consider any cost factors Small Business Firms must certify their status in the SF‐330 Part II Interviews will be held with the MOST HIGHLY QUALIFIED firms. All firms will be interviewed by the same method

SELECTION CRITERIA

Federal Agencies use the SF330 to obtain information from AE firms about their professional qualification. Federal Agencies select firms for AE contracts on the basis of professional qualifications as required by 40 U.S.C chapter 11, Selection of Architect Engineers, and Part 36 of the Federal Acquisition Regulations (FAR)

PRIMARY Selection Criteria (Order of Importance 1‐5)

1) Specialized Experience (Section F, G) A maximum of ten (10) relevant projects of the prime, the subcontractor(s), both or mentor/mentee relationships, not to exceed the past five (5) years, will be reviewed in PART I, Section F. Of these ten (10) projects, the prime must have performed services for a minimum of five (5) projects (either as the prime or subcontractor). Project examples submitted should be of completed projects (i.e. completed design). All projects cited shall identify design start/complete dates as well as the project size (cost and scope). (SF 330, Part I, Section F)

*SELECTION CRITERIA

1) Technical Competence (Section D, F, H) Evaluated based on Management Plan Management Plan

Organizational Chart (including SUBs) History of team members working together Overall management approach Process for resourcing positions Maintaining communication daily

Technical competence will be evaluated based on ability to manage, coordinate, and work effectively with team members (internal and sub‐KTRs) General Statements are less favorable

2) Professional Qualifications (Section D, E, G)

Evaluation will consider the qualifications of key personnel (Prime & Subs) Key Personnel = Org Chart (Management Plan) + Resumes Key Personnel listed in SYNOPSIS Key Personnel have appropriate licenses/certs AND required experience Include resumes of Key Management and Technical personnel Resumes not counted against 70‐page limit

3) Past Performance (Section F) CPARS and PPQ (non‐Government clients) PPQ provided by PRIME are more favorable PPQ not counted against 70 page limit Awards, Letters of commendation, certifications are not evaluated and should not be submitted.

4) Capacity Demonstrate the capacity to accomplish at least two (2) $250,000 in

SECONDARY Selection Criteria ‐ only considered in the event of a tiebreaker for technically equally ranked firms based on primary selection criteria

6) Small Business and Small Disadvantaged Participation Amount of SB concerns utilized IAW with SYNPOSIS

7) Volume of DoD Contract Awards Last 12 months DoD AE contracts awarded

NOTIFICATION &

DEBRIEFINGS

Notifications & Debriefings

Notifications:

All firms are notified by e‐mail and in writing after selection process Firms will be identified into 3 categories:

(i) Highest Rated

(ii) Among the Most Highly Qualified firms but not the highest rated

(iii) Not among the Most Highly Qualified firms

Debriefing information will be provided in notification

• Debriefing Purpose:

(1) create confidence in the debriefed firm that the selection was conducted fairly and objectively IAW with selection criteria

(2) provide the firm specific information to improve its qualifications and better compete for future work

A request for a debriefing must be received within 10 calendar days after the date on which the firm received the notification

Debriefing should occur within 10 calendar days after receipt of the request

Debriefing will be conducted by the Selection Board Chairperson or appointed designee

Debriefing will summarize significant weaknesses or deficiencies in a Firm’s qualifications (FAR 15.506(d)(1)). A firm’s qualifications will not be compared point by point to other firms
