This amendment makes changes to the solicitation; these changes represent one of three types, either adding new information, deleting information, or revising existing information.
Changes made by this amendment replace the previously issued sections of the advertisement, as referenced in the below summary of changes:
Primary Selection Criteria
1. Specialized experience and technical competence
A maximum of ten (10) relevant projects of the prime, the subcontractor(s), both or mentor/mentee relationships, not to exceed the past five (5) years, will be reviewed in PART I, Section F. Of these ten (10) projects, the prime must have performed services for a minimum of five (5) projects (either as the prime or subcontractor). Project examples submitted should be of completed projects (i.e. completed design). All projects cited shall identify design start/complete dates as well as the project size (cost and scope). (SF 330, Part I, Section F).
RFI 2. Can an individual project, in Section F be used to demonstrate experience in multiple categories, or are separate projects required for each category? For example, if we provided Geotechnical and HTRW services on the same project, will this project count for both Geotechnical and HRTW experience?

Individual projects may be used to demonstrate multiple experience categories.
RFI 3. Will a section F project that the SBE prime provided services for (but was primed by a subconsultant) count towards the number of projects the SBE prime worked on, or are five separate projects required? For example: if the Civil Engineering Subconsultant was the prime, but the current SBE prime provided geotechnical services, will this project count as one of the five required for the SBE prime?

A minimum of five separate projects are required.
If a Small Business served as subcontractor under a prime and performed Geotechnical work as a sub-contractor then the Geotechnical worked performed will count as a project.
RFI 4. Please confirm that the required percentage of fees to be performed by the SBE prime as stated in Section 1 is 50%.

FAR 52.219-14 Limitations on Subcontracting
a) This clause does not apply to the unrestricted portion of a partial set-aside.
(b) Applicability. This clause applies only to—
(1) Contracts that have been set aside for small business concerns or 8(a) participants;
(2) Part or parts of a multiple-award contract that have been set aside for small business concerns or 8(a) participants;
(3) Orders set aside for small business concerns or 8(a) participants under multiple-award contracts as described in 8.405-5 and 16.505(b)(2)(i)(F); and
(4) Orders issued directly to small business concerns or 8(a) participants under multiple-award contracts as described in 19.504(c)(1)(ii).
(c) Limitations on subcontracting. By submission of an offer and execution of a contract, the Contractor agrees that in performance of the contract in the case of a contract for—
(1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.
(2) Supplies (other than procurement from a nonmanufacturer of such supplies). The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials.
(3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.
(4) Construction by special trade contractors. The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees.
(d) The Contractor shall comply with the limitations on subcontracting as follows:
(1) For contracts, in accordance with paragraph (b)(1) and (2) of this clause—

_ By the end of the base term of the contract and then by the end of each subsequent option period; or
_ By the end of the performance period for each order issued under the contract.
(2) For orders, in accordance with paragraphs (b)(3) and (4) of this clause, by the end of the performance period for the order.
