This amendment answers RFIs 19 -25

RFI 19: Assuming there are 3 to 5 highly-qualified firms in the MATOC pool, will Task Orders be issued on a rotational basis or will there be a request for additional qualifications before a Task Order is assigned?

ANSWER: The government will follow the procedures in DPM #2020-02, using the Task Order Requirement Notice (TORN) process. Please see attached.

RFI 20: If there is an additional round of “competition”, can price ever play a factor in the assignment?

ANSWER: The government will follow the procedures in DPM #2020-02, using the Task Order Requirement Notice (TORN) process. Price becomes a factor when your firm is selected as the most qualified, then your firm submit a proposal. Please see attached.

RFI 21: Is this Solicitation governed by USACE DPM 2020-02, dated 03 Mar 20, Subject, Procedures for the Selection of Task Orders on A-E IDC Contracts?

ANSWER: Yes, this synopsis is governed by DPM 2020-02.

RFI 22: USACE is asking that “For all relevant projects include the percentage of work self-performed by the prime offeror and subcontractors for each contract and/or task order.” If our engineering services were a just percentage of the total contract value of a comprehensive A/E design contract, do we base the percentages on the specific services or the total contract value?

For example, if we were responsible for 100% of the geotechnical scope on a project and present the project description with only the geotechnical scope, could we state that 100% of the work was self-performed?

ANSWER: Please provide the total percentage of your effort under the total design and then the effort specifically under Geotechnical Engineering.

RFI 23: Regarding PPQ and ACASS ratings: Should we have our project clients send the PPQ directly to USACE procurement?

ANSWER: Please have your clients provide the PPQ directly to USACE procurement.

RFI 24: Should we include the PPQ and ACASS ratings in our solicitation response?

ANSWER: Please just provide your ACASS/CPARS rating only, USACE procurement will distribute the PPQ’s

RFI 25: If so, where in our solicitation response should the PPQ and ACASS ratings be placed?

Answer: Past Performance on DoD and other contracts with respect to cost control, quality of work and compliance with performance schedules, and customers addressing your firm's cost control, quality of work and schedule compliance capabilities may be included in Section H of the SF 330.

RFI 26: And, are PPQs and ACASS ratings included in the page count?

ANSWER: Yes.
