About this file
This document contains correspondence regarding an invitation for bid for the Redwood City Channel Maintenance Dredging Project in San Mateo County, California. The project involves maintenance dredging of the Redwood City Channel to a depth of 30 feet plus 2 feet of overdepth, and transporting dredged material to a government site and a contractor-furnished beneficial reuse upland site. Material disposed at the upland site is suitable as cover material. The bid opening date was delayed from April 19th to April 26th at the request of contractors to allow sufficient time following the bidding period for the Oakland Inner and Outer Harbor FY21 Maintenance Dredging Project. Herring observers are not required as dredging is scheduled to end before November 30th. Scow decanting will be allowed during dredging operations as determined necessary by the contractor.

I’m requesting that USACE postpone the bid date on the Redwood City Cannel Dredging project at least one week due to the Oakland Inner and outer harbor Fy21 Maintenance dredging project now being bid the prior Thursday 4-15-21. As you know the Redwood project is a Total Small Business Set-Aside and in the past the most competitive set-aside bids came from small businesses teaming with large businesses to assist in completing the project. With only two business days between bids it will be difficult to obtain proper pricing from the large businesses that are focused on Oakland project. Neither of the large businesses are willing to provide pricing until after Oakland has bid, because neither Manson or Dutra will be interested in Redwood if they succeed on Oakland. This short time line will not enable us to provide the most competitive pricing possible.
The bid opening date for the Redwood City Harbor Maintenance Dredging Project was delayed from 04/19/21 to 04/26/21.
