QUESTIONS & RESPONSES
SOLICITATION NUMBER W912P7-16-B-0005
The intent of this section is to provide questions & comments received from interested parties on the above solicitation, and our responses to those questions and comments. It is possible that the information below does not reflect 100% of the questions and responses. The questions and comments do not necessarily represent questions received from any particular contractor.
Questions and responses are provided for information only and are not made part of the solicitation. Only a formal amendment (SF30) to the solicitation changes the solicitation.
Changes to any previous responses in this document will be struck-through and new, updated responses will be provided as appropriate.
No. RFP Section Question Response 1 1. Bid Item 0002AB (Overdepth to 38’) has a quantity of 48,000 CY. Bid Item 0003AA (Additional dredging to -37.5’) has a quantity of 15,000 CY. Bid Item 0004AA (Additional dredging to -38.0’) has a quantity of 20,000 CY. Can you confirm why the sum of 0003AA and 0004AA does not equal
0002AB?
2. Can the COE provide the total available volumes at the project depths (base and options) instead of breaking out as additional increments? Would the COE consider modifying the bid items to reflect this?
3. Does the COE intend to award the options?
See Amendment 0002.
2 I am requesting the results of the Sediment Characterization and Analysis Plan (SAP) in the form of the Sediment Analysis Results (SAR) document. I am looking for the determination made by the DMMO for the material to be dredged in the Richmond Inner Harbor IFB.
See attachment 0002.
3 Section 01 22 00.00 10 Measurement and Payment
3.1.2 Dredging and Placement of Materials, CLINS 0002AA, 0002AB, 0003AA, and 0003AB.
Does this section also include CLINS 0004AA and
0004AB?
See amendment 002 for updates.

4 Section 00 00 10 Pricing Schedule Does the
Govt. plan to award the options during the initial contract award? If starting with the base bid, CLINS 0002AA and 0002AB and Option 1 is awarded CLINS 0003AA and 0003AB, how will material removed from -37.0’ to -37.5’ be paid? Line items 0002AB and 0003AA cover the same depth range. This same situation persist throughout the bid schedule: to a depth of -37.0’ is covered by one bid item, to a depth of - 37.5’ is covered by two bid items, to a depth of - 38.0’ is covered by three bid items, to a depth of -38.5’ if covered by two bid items, and to a depth of -39.0’ is covered by one bid item. Will the government consider changing the options to alternate bid items and adjust the bid volumes accordingly?
i. When will the USACE be providing a new pricing schedule?
5 Can the USACE please confirm that each of the references to FAR 52.212-11in the current specifications should be references to FAR 52.211-18, Variation in Estimated Quantity, which is listed as a Clause Incorporated by Reference in Section 00 72 00?

Section 01 57 20.00 10 Environmental Protection 3.4.3 Sound Intrusions The Contractor shall keep construction activities under surveillance and control to minimize environment damage by noise. The Contractor shall comply with the provisions of the City of Richmond in accordance with Appendix 14.
Equip all internal combustion engine-driven equipment with mufflers that are in good condition. 3.4.3.1 Testing The Contractor shall establish background noise level measurements to assess noise impacts from dredging operations. The background noise level measurements are intended to provide an indication of the existing quietest ambient conditions, prior to dredging, and should be representative of the project area in which to be dredged. Measurements used to establish the background noise level should be measured from the project channel boundary and within the working hours in which dredging will take place. A minimum of two (2) sets of three (3) measurements shall be taken during this time frame, at different times during the day to estimate noise exposure over a workday.

The total measurement period must be ten (10) minutes or longer. The Contractor shall note the environment in which the measurements were conducted in, a list of the acoustical instruments used, and the points at which the measurements were made. The description shall be efficiently detailed to permit the test to be repeated.
During dredging, the Contractor shall monitor the noise to ensure that the noise limit is not exceeded. The Contracting Officer's Representative or Quality Assurance personnel will be notified immediately, should the monitoring suggest a potential to exceed ordinance noise level. If necessary, the Contractor shall implement engineering control for the dredging activities to meet the required noise level. In Appendix 14, Figure 4.10-1 “Ambient Noise Measurement Locations,” a total of 4 locations are noted as “Short-term Measurement” and a total of 1 location is noted as “Hourly Measurement.” Is the Contractor to perform a pre-construction noise survey at the four “Short-term Measurement” locations, collecting two sets of three measurements during working hours, and then monitor at the single “Hourly Measurement” location throughout dredging operations?
Yes.
Could the USACE please postpone both projects indefinitely until an amendment with resolution to several of the issues stated above can be clarified, in which at that time a new bid date can be established providing time for Contractors to understand the new changes?
See amendment 002.
