Evaluation of past performance considers recency (within the latest 10-year period), relevancy (similarity of service/support, complexity, dollar value, and contract type), and quality assessment based on documented results from submissions, CPARS, and other sources. Offerors must be actively registered in the System for Award Management (SAM) website and complete electronic representations and certifications at the time of offer submission. All responses must be submitted electronically; hand-carried delivery, USPS/UPS/FEDEX delivery, or facsimile submission are not authorized. Contractors are required to implement NIST Special Publication 800-171 and provide a current Basic NIST SP 800-171 DoD Assessment at time of award. Prevailing wage rates apply under the Service Contract Act of 1965.

Purpose of AmendmentBlock 14 (Description of Amendment/Modification):
The purpose of this Solicitation Amendment is to require offerors to complete and return the Past Performance Questionnaire as part of their proposal submission. The information provided will be used by the Government to evaluate offerors' past performance. Failure to submit a minimum of three (3) completed Past Performance Questionnaires may render an offeror's proposal ineligible for consideration.
This amendment incorporates the following:

INSTRUCTIONS FOR OFFERORS:
1. REQUIRED SAM REGISTRATION: Prior to submitting an offer, vendors must be actively registered in the System for Award Management (SAM) website. Registration instructions may be obtained, and online registration may be accomplished, at www.sam.
gov.

2. SCHEDULE OF PRICES (CLINS): Offeror's must quote on all items and entire quantities contained in the basic period and all options to be considered for award.
Offers received not complying with this requirement will be considered non-responsive and will be rejected.
3. WAGE RATES: Prevailing Wage Rates will apply for any award resulting from this solicitation. See the included Wage Determination, and contract clauses 52.222-41, Service Contract Act of 1965 for details

In accordance with DFARS 204.7302, Contractors and subcontractors are required to provide adequate security on all covered contractor information systems.
Contractors are required to implement National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 by inclusion of clause at 252.204-7012, Safeguarding Covered Defense Information and Cyber incident Reporting, are required at time of award to have at least a Basic NIST SP 800-171
DoD Assessment that is current (i.e., not more than 3 years old unless a lesser time is specified in the solicitation).
SPRS provides storage and access to the NIST SP 800-171 assessment scoring information.
To access the NIST SP 800-171 Assessments module, users must be registered in the Procurement Integrated Enterprise Environment (PIEE) https://piee.eb.mil/ and be approved for access to Supplier Performance Risk System (SPRS).

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Price and Past Performance.
A. Past Performance. The Government will evaluate the offeror's record of past and current performance information to ascertain the probability of successfully performing the required efforts of the SOW.
i. Evaluation of past performance shall be in accordance with the solicitation instructions, this evaluation section, and utilizing PPI retrieved from various sources, include the attached questionnaire.
ii. The past performance factor considers each offeror's demonstrated recent and relevant record of performance in supplying products and services that meet the contract requirements.
There are three aspects to the past performance evaluation: recency, relevancy, and quality.

1. RECENCY: Recency is the latest 10-year time period during which past performance references are considered relevant.
2. RELEVANCY: The Government will use the criteria in the table below to establish what is relevant which shall include similarity of service/support, complexity, dollar value, and contract type.
3. QUALITY ASSESSMENT: Documented results from Past Performance submissions, CPARS, and other sources form the support and basis for this assessment.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
