About this file
This is a Questions and Answers (Q&A) document for a federal contract solicitation addressing clarifications on the CSSC Fish Barrier IDIQ procurement. The document contains 37 numbered questions with government responses addressing ambiguities in the Statement of Work (SOW), Quality Assurance and Surveillance Plan (QASP), pricing requirements, and various FAR clauses.
Key clarifications include: CMMC Level 1 compliance is required (revised in amendment P00001); inspection and maintenance of IT equipment, control systems, camera systems, and access-card reader systems scope was revised to clarify conflicts between annual and quarterly frequency requirements; response-time requirements for repair service calls were revised to clarify conflicts between seven calendar days and the QASP's four business hours initial contact and two/five calendar days onsite response standards; no specific format is required for past performance submissions, though if subcontracting, indicated subcontractors must provide their address and UEI; quotes must be submitted electronically through PIEE (Procurement Integrated Enterprise Environment) at https://piee.eb.mil with no required naming convention or separate files; technical submissions are required per FAR 52.212-1(b)(4) but this is not a FAR 15 competitive procurement; required certifications must be maintained throughout contract performance rather than submitted at proposal; all offerors must complete each representation and certification including FAR 52.222-48; all blue cells in the pricing matrix for all four contract periods must be completed; travel costs for repair task orders must comply with Joint Travel Regulations at the task-order level and assumptions must be reflected in base proposal pricing; award is anticipated before September 30, 2026. The Q&A also addresses scope clarifications regarding generator maintenance windows, maintenance and repair report content requirements, Activity Hazard Analysis (AHA) submission timing (post-award), Quality Control Plan submission (post-award), technical qualifications and certification requirements, cybersecurity compliance per CMMC, system architecture details to be provided in an upcoming amendment, software license responsibilities, chiller maintenance specifics (glycol concentration checks, refrigerant inspections, condenser cleaning annually), and confirmation that water testing, process loop maintenance, and various other systems are not required. Additionally, verbal COR requests do not authorize repair work; only written task orders issued by warranted Contracting Officers authorize separately priced repair work, and personnel security requirements are not waived for urgent service calls.

SOW Section 5, p. 14
Please provide a list of known existing deficiencies, out-of-service conditions, recurring alarms, and deferred maintenance items for each asset category. Please also confirm that correction of pre-existing deficiencies is not included in routine fixed-price preventive maintenance pricing and would be ordered separately as repair work.
The SOW does not provide a comprehensive list of existing deficiencies, out-of-service conditions, recurring alarms, or deferred maintenance items for each asset category. Deficiencies identified during preventive maintenance shall be documented and addressed in accordance with the applicable contract and Task Order requirements.
Section H, p.
Please clarify how unscheduled repair service calls will be authorized and funded under the IDIQ, including whether written task order NTP authorization is required before dispatch, or whether a verbal COR request starts the response time clock.
