About this file

This is a Government Questions and Answers document for the CSSC Fish Barrier federal contract opportunity. The document addresses 37 questions submitted by potential offerors regarding contract requirements, interpretation, and compliance.

The contract is an Indefinite Delivery Indefinite Quantity (IDIQ) agreement with a four-year ordering period beginning upon award. Key service requirements include facility maintenance and repair work across multiple systems: chiller equipment, building automation systems (Johnson Controls Metasys with BACnet), IT systems (Rockwell FactoryTalk, Cisco switches, Dell servers, ThinManager/thin clients, Pelco cameras, access control systems), generators, and power quality equipment. Preventive maintenance is priced on a fixed-price quarterly basis using a pricing matrix, while separately ordered repair work requires task-order pricing and must be authorized by Contracting Officers before commencement. Service response requirements specify initial contact within four business hours, with qualified technicians onsite within two calendar days for Urgent requests and five calendar days for Routine requests. Annual IT equipment maintenance and annual generator inspection and load testing (October 1 through November 15 or immediately upon award) are mandatory. The contractor must hold valid certifications for all applicable systems, submit maintenance and repair reports within 10 calendar days of completion (including root-cause analysis for repairs), and comply with CMMC cybersecurity requirements per applicable DFARS clauses. After-award requirements include Activity Hazard Analyses for each task order and a Quality Control Plan accepted prior to the Pre-Performance Conference. Government-furnished information regarding existing system conditions, deficiencies, and documentation is not guaranteed; available information will be provided in accordance with security and access requirements.
