SECTION 1 - SUMMARY

1.1 GENERAL:

The purpose of this contract is to provide beach nourishment services for the Indiana Dunes National Lakeshore through the award of an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract, administered by the U.S. Army Corps of Engineers (USACE), Chicago District. The scope of services that this contract will generally consist of are detailed below. The contract will be awarded not to exceed a five (5) year base period and a $15,00,000.00 ($15 million) capacity. Firm fixed price task orders will be issued against this contract. The period of performance for task orders awarded under the ID/IQ contract will be determined based upon the work requirements and will be included in the task order solicitation and award documents.

2.1 PROJECT INFORMATION:

Indiana Dunes National Lakeshore is located in Michigan City in LaPorte County. Indiana Shoreline Erosion Protection, authorized in Section 501(a) of the Water Resources Development Act of 1986, provides for mitigation of loss of sand caused by the Federal harbor structures at Michigan City and restoration of natural littoral processes at the eastern end of the Indiana Dunes National Lakeshore at Mount Baldy. The authorized project consists of the placement of approximately 264,500 cubic yards of sand at five-year intervals over 50 years and monitoring of subsequent sand movement. Actual quantities of sand placed are dependent on funding availability.

3.1 SCOPE OF PERFORMANCE.

The beach nourishment project consists of rebuilding approximately 1,500 feet along the beach by placing new sand. National Park Services (NPS) provides the specific location of sand placement depending on their regular site inspections. The condition at Indiana Shoreline is very dynamic and changes drastically after every storm. A pre- and post-placement survey will be conducted by the Army Corp of Engineers to evaluate sand placement. The post-placement survey data will be used as a base map for the next sand placement.

This project will also include silt fencing installation along the southern boundary of the site to protect local vegetation and potentially a geocell road repair dependent on the conditions of the site after winter. The Contractor shall furnish all necessary management, personnel, materials, supplies, tools, equipment, fuel, and vehicles, except as otherwise provided herein, required to perform sand placement, temporary silt fencing installation and access road maintenance when necessary at the eastern end of the Indiana Dunes National Lakeshore, as specified and in strict accordance with all Terms, Conditions, General, Specific and Technical Provisions, Drawings, Attachments, Exhibits, etc., contained herein or incorporated by reference. The contractor performance and responsibility shall include all planning, programming, administration, management, supervision, communications, and inspections necessary to assure that all services are conducted in accordance with the contract requirements and all applicable Federal, State, and local laws and regulations. The Contractor is required to attend a pre-performance meeting to be scheduled by the Contracting Officer Representative (COR).

The quantities listed in the price breakout schedule are approximate and are provided as information only to assist in preparations of proposed pricing. They are not guaranteed, and the actual quantities may be more or less than shown. Variations in these estimated quantities shall not be justification for modification of the contract or request for additional payment.

-END OF SECTION 1-

SECTION 2 - SAND PLACEMENT AND MAINTANCE OF ACCESS ROAD

1.1 SCOPE OF PERFORMANCE.

The Contractor is allowed to transport sand material to the site land based by trucks or water based by barges. From previous projects, the most effective and economical method was found to be a vehicular transportation. The quantity for sand placement was determined based the funds available for the project. The COR will provide the exact location of sand placement. From previous years, sand has been placed either at Crescent Beach and/or Central Beach. See Drawings or Plans.

Before sand placement is started, the Army Corp of Engineer will conduct a pre-placement survey to obtain current conditions. Temporary silt fencing will be installed on south side of beach to protect vegetation during sand placement. Contractor will maintain access road to ensure the road remains accessible and in good condition, this includes protection geo-web with sand cover, and depending on the condition of geo-web, replacement of geo-web sections. After the Task Order is awarded, the COR will notify the Contractor of when and where to being placing sand.

2.1 GENERAL.

During the pre-performance conference the COR will point out the sand placement limits. Contractor shall strictly place sand to these limits, without exceeding them. Before sand is delivered onto site, temporary silt fencing will be installed on the south end of the beach to protect local vegetation. Once erected, depending on the delivery method and the location of sand placement, sand will be unloaded onto the beach and spread as noted on drawings. See B1 – Typical Section – Beach Fill Berm on CS-501.

Sand being brought into site must comply with the following. All tests referenced are designed to ensure the permanence and quality of the material placed at the project site. See Section 4 for Test Description.

Petrographic Analysis

Sodium Sulfate Soundness Test

Freezing and Thawing Test

As equipment moves through the access road, geo-web will begin to be exposed, it is recommended that before end of day exposed geo-web be covered with the same sand being used in the beach. This is to protect from any overnight water level changes and to prepare for the next day’s activities. Once all sand has been utilized and spread throughout the beach the contractor will notify the COR. The Army Corp of Engineers will conduct a post-placement survey to evaluate the sand placement. Temporary silt fencing will be removed before completion of yearly duties.

-END OF SECTION 2-

i) Scales - Scales must conform to NIST HB 44. The tolerance applications of the Handbook, as applicable to under-registration and over-registration and to tests involving digital indications or representations, must apply. A scale must not be used for weighing a load totaling more than the natural capacity marked on the scale by the manufacturer. Any portion of the load in excess of the nominal scale capacity will not be considered for payment.

ii) Accuracy of Scales - The accuracy of the scale must be checked. When a state scale inspector is not immediately available for checking the scale, the Contractor may, at his own expense, secure a check from a local official sealer of weights and measures. The COR may give tentative approval based on check truckloads weighed on other scales which bear an official seal placed in the current calendar year.

iii) Weigh of Vehicle - The total weight of a single highway vehicle must be weighed as a single draft and must not be determined by adding together the results obtained by separately weighing each end of such vehicle except that weighing of a coupled combination may be determined without uncoupling under the following conditions:

(1) The brakes are released.

(2) The is no tension or compression of the drawbar.

(3) The approaches are straight and in the same level plane as the scale platform.

(4) The approached are paved at least 50 feet in each direction with a seal coat of higher type surfacing.

(5) The approaches are of sufficient width and length to ensure level positioning of vehicles during the weighing operation.

iv) Print-Out Weigh Tickets – When a print-out system is employed on a platform or surge bin scale, it must be equipped with a printer which must print out the following information on a triplicate ticket for each truckload. The system must be so interlocked as to allow printing only when the scale has come to a complete rest.

(1) Time,

(2) Date,

(3) Sequential ticket number (may be pre-printed on ticket,)

(4) Gross Weight,

(5) Tare Weigh (trucks must be tare weighted at least twice daily),

(6) Net Weight, and

(7) Truck identification number (or license plate number).

v) Weigh Bills - Scales not equipped with a print-out system, weight bills must contain the same or equivalent data as specified for the print-out system. Weigh bills, including print-outs, must be certified by the signature of the scale operator. The scale operator must attest that the information shown on the weigh bill and the weight(s) observed on the scale at the time the weigh bill was signed are correct. Each truck must be plainly marked by a distinctive number, letter, or name, which must not be changed or given to any other truck during the contract period. The Government reserves the right to periodically inspect the weighing operations at the scales.

vi) Verification of Weighs – The Government reserves the right to have loaded and unloaded trucks re-weighted at another certified weigh scale.

c) METHOD OF DETERMINING WEIGHT WITH DELIVERY BY VESSEL OR BARGE-

i) Gauges - If sand is delivered by vessel or barge, the carrier must, prior to use in connection with this work, be fitted by the Contractor at its own expense with gauges or such other facilities for determining displacement as may be required by, or be satisfactory to, the COR.

Carriers which, owing to their model or other cause, cannot be accurately gauged for displacement, must not be used on this work. Gauges must be graduated to the tenth of a foot, or to another suitable unit approved by the COR. They must be six in number and must be located as follows: two near each end on opposite sides, and two amidships on opposite sides. The gauges must be attached solidly to the hull itself, and wherever practicable, must be located inside the hull. If located inside the hull, provisions must be made for the free passage of the outside water to a vertical tube and for the ready measurement of the depth of the water within the tube. If located outside on wood hulls, the gauges must be protected by solid fenders or be recessed into the planking, or if on steel hulls, the gauge marks may be placed directly on the plates and identified by punch marks. Gauges must be so placed that their zeros are below water when the carrier is in its normal trim, light and free from water. The installation of the gauges must be subject to the approval of the COR. The COR must be notified a minimum of five (5) calendar days prior to installation of gauges.

ii) Gauging Tables - To facilitate the determination of the weight of each load, a gauging table for each carrier employed must be prepared by an accredited agent satisfactory to the COR.

The gauging table must show the cargo weight, in tons of 2,000 pounds, for each unit of measurement of the draft. If the lines of the carrier are such that the cubic feet of displacement for each measured unit of draft can be accurately calculated, the gauging table must be based upon the data, using 62.4 pounds as the weight of one cubic foot of water. If the lines of the carrier to be gauged are such as to render impracticable the preparation of the gauging table by the above-described method, the weight for each unit of draft must be determined by measurement of displacement by actually loading sand of known weight and the weight thus obtained must be entered in the table for use in subsequent gauging’s. If alterations are made in any carrier which affect the accuracy of the gauging table, after it has been prepared, or if otherwise deemed necessary at any time by the COR, the carrier must be remeasured, and a new gauging table prepared.

iii) Reading of Draft Gauges - Readings to determine the draft must be taken before and after unloading, and the difference in tonnage thus found, that is, the difference between displacements loaded and light, will be used to determine the net weight to be paid for. The draft must be determined from the average of all six readings, weighting the readings of the middle gauges at double those of the end gauges. The Contracting Officer or the designated Contracting Officer's Representative (COR) will be present at all draft gauge readings.

iv) Uniform Loading - The carrier must be so loaded as to cause uniform submergence. The increase in draft on the middle gauges, as a result of the load, must not differ by more than

0.5 feet from each other. The increase in draft between any bow gauges and any stern gauges must not differ more than 1.5 feet from each other. If such is not the case, the Contractor must trim the carrier by shifting the sand until this limit is reached, before the sand will be accepted. If, however, the carriers proposed to be used by the Contractor are so built that they cannot be loaded as prescribed, and yet can be calibrated accurately for displacement under varying loads, such other method of determination of displacement as may be approved by the COR may be used.

v) Reading in Still Water - All measurements for determining gauging table data and for load depths must be made in still water as close to the work as is possible. The Contractor is required to place the carriers where such measurements can be accurately made.

vi) Leaks - All carriers used in transporting sand must be free of leaks such as would render accurate gauging difficult. Facilities for inspecting the hold of each carrier to determine whether leakage is occurring must be provided. Each carrier must also be provided with adequate pumping facilities, and if water is found to be accumulating in the hold, the carrier must be pumped dry before each gauging, both before and after unloading.

vii) Variations During Unloading Operations - Lightening, by pumping or by transfer of crews or supplies, will not be permitted while sand is being discharged. Should any lightening become necessary, the unloading of sand must be suspended and the load marks must be taken in such manner as to ensure the Government against loss from the cause.

viii) Carrier Designations - Each carrier must be plainly marked by a distinctive number, letter, or name, which must not be changed or given to any other carrier during the contract period.

ix) Variation of Measurements – The readings, other data, and calculations from which the gauging table and the tonnage are determined will be open to verification by the Contractor and must be subject to the approval of the COR. The Contractor is invited to be present in person or to be represented by an authorized agent during the measuring of carriers. When the displacements of the carriers are determined or re-determined, a record of allowed displacement for quantity determination will be sent to the Contractor. If the Contractor protests within five (5) calendar days, the carrier must be re-measured and the Contractor must be present in person or be represented by an accredited agent so that correct measurements can be agreed upon. The Contractor will be given the weight of each load as it is determined. Failure to protest within five (5) calendar days will be taken as equivalent to expressing acceptance of the measurements and weight of sand determined by the COR.

x) Carriers Not Measured - In case any sand is delivered by carriers not measured for displacement and marked as described herein, the Contractor must, at its own expense, furnish means for properly and conveniently weighing such sand at the work site.

4.1 ADJUSTMENT FOR MOISTURE CONTENT

The weights of the sand materials delivered and placed at the project site must be adjusted for moisture content. Moisture content must be determined in the laboratory in accordance with ASTM D2216 or moisture content of materials must be determined in the field in accordance with ASTM D 3017. All moisture content testing must be by the Contractor's hired Independent Laboratory and the test results must be reported to the Government at the time they become available to the Contractor. The Contractor must take a representative sample of the sand materials in the delivered material for laboratory determination of moisture content. A minimum of one sample must be collected and tested for every 500 tons of material, or portion thereof, delivered and placed from each source, each day. The moisture contents determined by each test will be averaged separately for each source and for each day's deliveries. The total dry weight tons of sand materials delivered each day, from each source, will be determined in accordance with the formula below, using the average moisture content for each day's deliveries from each source.

Total dry weight tons = TW X (1.0 – Percent Moisture) / 2000 pounds

TW = total weight of materials delivered from each respective source for the day, in pounds (sand plus moisture)

2,000 pounds = one ton

Percent Moisture = Average moisture content for each respective source, and each day’s delivered material

5.1 ADJUSTMENT FOR OUT-OF-GRADATION QUANTITIES

Use the following procedure for the adjustment for out-of-gradation sand quantities. For any sieve size, determine the percentage retained on the sieve (R%) from gradation tests on specimens representing a certain tonnage of out-of-gradation material placed on the beach. For any sieve size n, if tests on out-of-gradation materials indicate percentage retained as Rn1, Rn2, Rn3…, corresponding to tonnage of materials placed Wn1, Wn2, Wn3 …., then weighted average of percentage retained for the total out-of-gradation material

(Wn = Wn1 + Wn2 + Wn3+….) for sieve size n can be given by Equation 1:

Rnav = Wn1. Rn1 + Wn2. Rn2 + Wn3. Rn3 + … Wn1 + Wn2 + Wn3 + ….

The following table (Table 1) will be used to determine the percentage deficient for each sieve size:

Sieve Size n= #8 #16 #30 #50

15 20 16 28

“A” is the minimum percentage required to be retained on a particular size sieve using the series of sieve given in the specifications. Thus, For size #8, A = (100-85) = 15

For size #6, A = (100 -65) – 15 = 20 For size #30, A = (100-49) – 20 - 15 = 16

For size #50, A = (100-21) – 16 -20 – 15 = 28

“B” is Rnav which is the weighted average of percentage retained for the total out-of-gradation material for a particular size.

% Deficiency, Dn = A - B

Subtract the weighted average Rnav from the Minimum Required Percent Retained from Table 1 for each sieve size. This will give a value of Deficiency, Dn in percent for each sieve size. Then use Equation 2 (below) to calculate total tons of in-gradation material to be placed for each sieve size.

Tn= Dn * Wn * SFn

Where:

Tn = Total weight in tons of in-gradation material required to make up for the deficiency of sieve size n

Dn = Deficiency in percent from Table 1

Wn = Total weight in tons of out-of-grade material associated with failed sieve tests size n, placed on the site

SFn = Scale Factor, a constant of proportionality which is equal to 100 divided by the Minimum Required Percentage Retained given in Table 1 for specific sieve size n

Where:

Sieve Size n= #8 #16 #30 #50

SF= 6.7 5.0 6.3 3.6

Equation 2 will give the minimum tons of in-grade material required to make up for the deficit for each sieve size. Compare the tonnage for each sieve size and determine which sieve size gives the maximum tonnage. This maximum tonnage is the acceptable adjustment for Out-of-Gradation Quantities which is to be provided by the Contractor without additional cost to the Government.

6.1 DELETERIOUS MATERIAL TESTING.

No measurement or payment for Petrographic Tests ASTM C295/C295M, Sodium/Magnesium Sulfate Soundness Tests ASMT C88, and Freezing and Thawing Tests AASHTO T 130 performed on the initial 50% stockpiles from each Source will be made. Subsequent performance of these tests, made at the Government’s request, will be measured and paid on a per test basis.

SUBSECTION 3.1 - EROSION PROTECTION – PRODUCTS

1.1 SOURCE OF MATERIAL.

a) CONTRACTOR FURNISHED SOURCES - Provided the materials meet the quality criteria contained within this Performance Work Statement and are approved by the COR, the Contractor may obtain the required beach fill materials from a Contractor-furnished source. A written notice must be provided by the Contractor to the COR fifteen (15) calendar days in advance of the time the material will be used in the work. This notification must include a clear description of the areas, stockpiles, lifts, pits, and geological units in the source to be utilized. Stockpile 50 percent of the sand material to be obtained from a particular source, at the source site. Upon completing the stockpiling at the source site(s), the Government will make an inspection of the source(s) and stockpile(s); and, if material is not from a previously-used, listed and verified source at which testing was performed in the past five (5) years as detailed below in the section title "Material Quality Testing", will witness and direct the gathering of a representative sample from the stockpile(s)for testing. Perform the Petrographic Analysis test(s), Sodium/Magnesium Sulfate Soundness test(s), and Freezing and Thawing test(s), as described in Paragraph "Material Quality Testing" on samples collected from the stockpile(s) and furnish the test results to the Government. Additionally, perform environmental testing of the borrow material as described in Paragraph "Environmental Testing of Contractor-Furnished Borrow Source". Based on the source and stockpile inspection(s), and the Petrographic Analysis, Sodium/Magnesium Sulfate Soundness, Freezing and Thawing test(s) results, and environmental testing, a written notice of approval, approval with limitations, or disapproval will be furnished to the Contractor within thirty (30) calendar days after Government receipt of the submitted test results. Petrographic Analysis, Sodium/Magnesium Sulfate Soundness, and Freezing and Thawing test results which exceed the maximum limits allowable as stated in Paragraph "Material Quality Testing" will result in disapproval of the stockpiled material. The Contractor must begin hauling and storing the approved stockpiled material once written approval is received, and immediately begin a second, separate stockpile of the remaining 50 percent of the material to be used from that particular source. After completing the second stockpile, the Contractor must provide a written notice to the COR thirty (30) calendar days in advance of the time that the Contractor expects to use the material in the work.

b) LISTED SOURCE OF AGGREGATES – The following Government-Listed sources of aggregate material have recently been inspected and reviewed as possible suppliers. Use of these or any other sources must be approved prior to delivery on site. This list of potential sources is being provided for information only and in no particular order. The Government does not guarantee the availability of sufficient quality or quantities from the listed sources. The Contractor is responsible for coordinating with the listed source.

If a Government Listed Source is proposed, submit all laboratory testing required by the provisions for CONTRACTOR FURNISHED SOURCES; i.e. the listing of sources by the Government does not relieve the Contractor of any testing requirements.

2.1 BEACH FILL MATERIAL REQUIREMENTS.

a) GENERAL - Beach fill materials must meet all requirements as specified elsewhere in this document. The COR may, at any time during the contract, at the sand source or at the job site, reject material not meeting the specified requirements. The COR inspection of materials at the sand source and at the job site will be made as part of the government's Quality Assurance Program. Inspection and testing of materials by the Contractor must be as stated in Paragraphs "Material Quality Testing" and "Gradation Testing" of this Section. Materials which have been delivered to the project site and are rejected, whether in a stockpile or in place in the beach fill structure, must be removed from the project site at the Contractor's expense.

b) MATERIAL QUALITY - Beach fill material must consist of clean, hard, durable, uncoated, un-weathered particles of natural sand within the limits of the grading as defined under the Paragraph Gradation. Fine aggregates for use in beach nourishment must consist of natural sand. Manufactured sand consisting of crushed rock, fly ash, or slag will not be permitted as Beach Fill material. Amounts of organic impurities, light weight and deleterious materials in the beach fill material must be determined by petrographic analyses and limited as specified in paragraph "Material Quality Testing". Deleterious materials include, but are not limited to shale, alkali, chert, weathered carbonates, mica, coated grains of soft and flaky particles, clay lumps, coal, or lignite. The beach fill material must not be obtained from sanitary landfill areas or areas exposed to contaminated ground water or other contaminated materials. In addition, the sand materials must be clean and free of sod, roots, brush, wood, plant residue, seeds of any kind, rubbish, oil, metal, chemical contaminants and other waste materials. The material must not contain organic or non-organic substances which may be leached from the sand in amounts sufficient to be deleterious or harmful or in any way interfere with the designated uses of the lake. Material must also meet all environmental testing requirements.

i) Material Quality Testing - Existing Test results from USACE Validated Laboratories for the corresponding tests may be acceptable to the COR provided they are representative and less than five (5) years from the time of source designation. Arrange for a USACE-Validated Laboratory, from those listed in Paragraph “USACE-Validated Laboratories ", to perform one Petrographic Analysis test, one sodium/magnesium sulfate soundness test, and one freeze thaw test, as necessary, as described below, on the material from the initial 50 percent stockpile from each proposed source. Beyond the initial source testing required above, the Government may require the Contractor to perform additional quality testing, as described below, throughout the contract period to verify material quality.

(1) Petrographic Analysis Test ASTM C295/C295M. The petrographic analysis must be performed and constituents identified such that the criteria below may be readily evaluated. The Beach Fill material must have not more than 15 percent total deleterious materials, and not more than 5 percent of organic impurities determined by the petrographic analyses.

(2) Sodium/Magnesium Sulfate Soundness Test ASTM C88. When the sand is subjected to five cycles of the sodium/magnesium sulfate soundness test, the weighted loss must not exceed 10 percent by weight.

(3) Freezing and Thawing Test AASHTO T 103. Fine aggregates must be subjected to 50 cycles of freezing and thawing in accordance with AASHTO T 103, Procedure A, and may be accepted provided they do not have a loss greater than 10 percent by weight. This test is not required if the Sodium/Magnesium Sulfate Soundness test results in a weighted loss of eight percent or less.

ii) USACE-Validated Laboratories – List of USACE Validating labs at:

https://mtc.erdc.dren.mil/index.aspx

c) GRADATION - The sand materials furnished by the Contractor must have a final composite gradation curve which fits within the band expressed in the table in paragraph "Gradation Testing" below. Materials which have gradation characteristics which will cause the composite gradation to not comply with the required gradation band must require delivery of an additional dry-weight quantity of in-gradation material as determined by the Government in accordance with the Paragraph "Adjustment for Out-of-Gradation Quantities" of this Section.

i) Gradation Testing - The gradation of materials must be determined in accordance with

ASTM C136. One gradation sample must be taken and tested from each 500 tons of materials per source delivered to the job site.
