B. CONTRACTOR’S INQUIRIES: By this Amendment, the Chicago District, USACE responds to Contractor’s inquiries.
Question 1: Specification section 21 22 00 identifies a NOVEC 1230 clean agent fire suppression system, however the drawings make no reference to a Clean Agent system. Please provide drawings of the clean agent system.
USACE Response Q1: The Contractor shall refer to drawing note number one on sheet M-101. This note provides guidance that the contractor shall provide a Qualified fire protection engineer (QFPE) that shall be responsible for the design of the clean agent system. The Drawings have also been revised to provide additional details for the actions that the contractor shall take in order to implement the desired new Fire Alarm and Clean Agent systems into the existing clean agent and fire alarm system. See Drawing Sheets FA-02, FA-02,FA-03. See Specifications 28 31 70, and 21 22 00.0 40.
Question 2: The bid documents titled “Enclosure at 2A Raceway” make no reference to a clean agent system in the Rectifier Building. It was our understanding the Rectifier Building is what required the Clean Agent System. Please clarify.
USACE Response to Q2: The contractor shall see drawing sheets X-100, FA-01 for the information that states that the rectifier building shall be the only building that requires a clean agent system. The contractor shall see FA-002 for guidance on evaluating and implementing the new desired Clean Agent System with the existing Clean Agent System located in the 2A Building
Question 3: Specification sections 28 31 13.00 40 and 28 31 70 both Identify addressable fire alarm systems with potentially conflicting requirements. Which specification takes precedent? Please provide direction, as we are unable to provide a comprehensive bid based on the current information.
USACE Response Q3: The Contractor shall see specification section 28 31 70 this specification shall take precedents. The Specifications have been revised to remove specification 28 31 13.00 40.
Question 4: On Drawing E101 there is a type S fixture shown but not listed on the fixture schedule. Please clarify what this fixture is.
USACE Response Q4: USACE Response to Q4: Drawing sheet E-101 has been revised to show fixture S. This fixture shall be a wall mounted fixture and must be field adjusted to accommodate the existing pipes that are in the rectifier building.
Question 5: On drawing E110 on the right-hand side there are some notes and circuit numbers that are cut off on Detail D1. Please clarify what this says in its entirety.
USACE Response Q5: USACE Response to Q5: Drawing sheet E-110 has been revised so that the circuit number and notes are shown clearly.
Question 6: Please provide a spec and/or manufacturer for the electrode disconnect switch to give us an idea of what the design is based off.
USACE Response Q6: USACE Response to Q6: The contractor shall see Specification 26 05 00.00 40 Section 2.1.6 for the electrode disconnect switch information.
Question 7: The bid documents titled “Enclosure at 2A Raceway” make no reference to a clean agent system in the Rectifier Building. It was our understanding the Rectifier Building is what required the Clean Agent System. Please clarify.
USACE Response to Q7: The contractor shall see drawing sheets X-100, FA-01 for the information that states that the rectifier building shall be the only building that requires a clean agent system. The contractor shall see FA-002 for guidance on evaluating and implementing the new desired Clean Agent System with the existing Clean Agent System located in the 2A Building.
Question 8: Specification sections 28 31 13.00 40 and 28 31 70 both Identify addressable fire alarm systems with potentially conflicting requirements. Which specification takes precedent? Please provide direction, as we are unable to provide a comprehensive bid based on the current information.
USACE Response to Q8: The Contractor shall see specification section 28 31 70 this specification shall take precedents. The Specifications have been revised to remove specification 28 31 13.00 40.
Question 9: On Drawing E101 there is a type S fixture shown but not listed on the fixture schedule. Please clarify what this fixture is.
USACE Response to Q9: Drawing sheet E-101 has been revised to show fixture S. This fixture shall be a wall mounted fixture and must be field adjusted to accommodate the existing pipes that are in the rectifier building.
Question 10: On drawing E110 on the right-hand side there are some notes and circuit numbers that are cut off on Detail D1. Please clarify what this says in its entirety.
USACE Response to Q10: Drawing sheet E-110 has been revised so that the circuit number and notes are shown clearly and not cut off.
Question 11: Please provide a spec and/or manufacturer for the electrode disconnect switch to give us an idea of what the design is based off of.
USACE Response to Q11: The contractor shall see Specification 26 05 00.00 40 Section 2.1.6 for the electrode disconnect switch information.
Question12: I am unable to get a delivery time line from the manufacturers for this solicitation until they actually take a detailed look at the drawings and work up a delivery estimate. If I had to guess I would say best to worst delivery schedule of these buildings will probably be about 12 - 15 months. That is merely speculation at this time.
Also, please remember that these timelines are current day and I don't believe anyone can predict what the future holds. Additionally, since these are special buildings the manufacturer will not produce the anchor bolt plans until the final design is approved and signed off. Without the anchor bolt plans the concrete work cannot commence, so startup for the entire project is delayed due to the steel delivery timeline. I'm hesitant to request an actual POP extension because of the factors I mentioned above. If the Corp of Engineers can devise some method of extension with a potential review of the current conditions at time of award that would be helpful for us. With something along this line of working together we would plan on bidding the project.
USACE Response to Q12: The contactor shall see specification 01 11 00 Summary of Work for guidelines on the Period of Performance.
