19. Please advise whether the existing gates shown on Sheet C-102 are to be removed/reinstalled as they are within the new concrete paving area.
Gates should remain in place, as noted in AD-101. A clarifying note has been added to C- 102, stating that the width of the new pavement in this area may be adjusted to avoid impacts to the existing gate and jersey barrier fence.
20. Please confirm it is acceptable to use taller fences/barriers to protect against falls along the Chicago Sanitary and Ship Canal in lieu of safety boat rescue.
Per EM 385-1-1, work above or adjacent to water requires fall protection and a safety skiff. The existing railing provide fall protection up to 200 LB at 42 inches. Any work above ground, such that a person falling would potentially fall over the railing requires additional fall protection. That protection must be in accordance with OSHA.
21. Bid Schedule Item No. 0002 states “Replace Gravel with Asphalt” while the plans and specifications call out concrete paving – please confirm concrete paving costs breakout are to be included in Item No. 0002.
The contractor shall see the revised front ends, the bid schedule has been revised to show ‘Replace Gravel with Concrete Pavement’ to match specification section 01 22 00.00 10. Concrete paving costs shall be included in item No 0002.
22. The Fire alarm Specification Section and the Fire alarm drawings mention a horn/strobe fire alarm system and also a voice speaker/strobe system; please advise which is correct.
The horn/strobe system is correct. The existing Fire alarm systems are strobe and horn only. This is intended to be a normally unoccupied building. The additional features would be excessive. The contractor shall see drawing FA-003 the sheet has been revised to remove the reference to voice speaker.
23. The Fire alarm specs mention a VDU (video display unit) system for fire alarm annunciation, Fire alarm printer, as well a fire alarm graphic annunciator. Is this a misprint or are these truly required for this project?
The Fire Alarm drawings do not show these items; however, specification indicate and mention them. Please advise.
The contractor shall connect to the existing fire alarm panel and utilize the features that the panel currently possess. Video Display Unit (VDU) is not required for the work in this contract. The contractor shall see Specification 28 31 70 the Video Display (VDU) reference has been removed.
24. Will the railroad assign flagmen or supervisors to the project? Also, how many trains per day pass the site? These questions have been requested in order to obtain railroad protective insurance.
The contractor shall assume a rough estimate of ten trains a day that pass the site. Under this contract no flagmen or supervisors will be required. The contractor shall see Spec 01 35 26 for requirements on flagmen, project supervisors.
25. Steel prices and lead times have been fluctuating erratically due to shortages and supply chain interruptions related to the Covid pandemic. Please confirm that the government will allow economic price adjust adjustments and paid time extensions should steel prices and lead times change from the time of bid to the Notice to Proceed.
This is a Firm-Fixed Price contract. The solicitation does not include economic price adjustment clauses. Any requests for equitable adjustment or time extensions received after award will be considered and processed in accordance with the terms of the resulting contract. Furthermore, the intent will be to issue the Notice to Proceed in accordance with Section 00 70 00 on Page 38 of the solicitation (Far 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF
WORK).
26. The drawings show a galvanized metal cleat and fiberclad metal at the perimeter of the building. These are metal products. Is the intent to use these products? The gutter could terminate the membrane edge at the gutter and a fiberglass closure could be used at the rake edges.
Suggested detail appears acceptable. Final detail shall be by Pre-Engineered Building provider per their recommendations and submitted to USACE for review/approval.
27. The roof detailing shows heat welded connections to the roof edge. The roof membrane is EPDM. These are not heat weldable connections.
Roof system has been updated to a fully adhered kee membrane meeting astm d6754 with a fleece backing. The membrane system is to incorporate a polyurethane foam which is ribbon applied as noted on A-104, A301, and A-302.
28. The gutter and edge flashing details show the edge materials being fastened into the Insulated metal wall panel. Will the panel be strong enough to withstand the uplift at the edge of the building? A wood nailer may be needed here. If you need any further information for these, do not hesitate to contact us.
Suggested detail appears acceptable. Final detail shall be by Pre-Engineered Building provider per their recommendations and submitted to USACE for review/approval.
29. On A-104 roof plane E1 the rear side of the roof will slope away at 90 degrees to the ridge. The slope is shown perpendicular to the eave which is incorrect. That said, the eave gutter will run at a slope on the west side of the building. a. The callout on E1 on the east roof slope of “3-1” appears incorrect. I believe that should say “3-12”. Correct?
Keynote 3-1 is calling out Rectifier equipment under roof (for reference only). Yes, 3-12 would apply to east roof as indicated on updated sheet A-104.
30. The fully adhered membrane over the FRP panel does not appear to have the required pull-out values needed to attach the roof to the structure below.
Roof system has been updated to a fully adhered keep membrane meeting astm d6754 with a fleece backing. The membrane system is to incorporate a polyurethane foam which is ribbon applied as noted on A-104, A301, and A-302.
31. Has the compatibility of the membrane roof materials and FRP been verified?
One roof panel supplier was consulted and has confirmed that they have installed several projects of an
FRP roof panel system with a fully adhered membrane roof.
32. Is the intent to have a blanket insulation under the roof and wall RFP panels or are they looking for a factory insulated panel with FRP on both sides of the panel?
Section 2.4 13 34 19 Metal Building Systems specification No. Design intent is for the roof panels to have insulating properties (similar to the exterior wall panel) via rigid insulation sandwiched between FPR panels. Panel provider shall specify panel thickness to meet or exceed requirements identified in the drawings and specifications.
33. Is there an FRP panel product name we need to match?
USACE is open to manufacturers who can meet requirements identified in the drawings and specifications.
34. Regarding the wall panel, the specification 2.4.2 calls out the intended product. However, there is NO similar specification for the roof panel. Please advise.
Section 2.4.2 in 13 34 19 Metal Building Systems specification shall be description for both wall and roof panels.
35. The 20-year weather tightness warranty as listed on 1.10.2 cannot be given by the PEMB contractor if the final roof system is a fully adhered membrane. This warranty will need to come from the roofer. Likewise, the roofer will not be able to provide a warranty if the substrate is not a standard system.
Refer to warranty of roof system in section 1.8 in 07 53 23 Ethylene Propylene Diene Monomer
Roofing specification.
36. Specification 1.6.5 – Single Source cannot be met as it relates to the FRP panels. These would not be fabricated by the PEMB supplier and would be out-sourced to a different manufacturer.
Specification 1.6.5 - FRP panel can be outsourced by the PEMB supplier to a different manufacturer if they do not have the capability to produce the panels. Final design should meet all USACE design requirements.
37. Specification 2.8.3.2 – Wall Liner is very vague. Is there any further information that can be provided on this?
Contractor shall see Specification 2.8.3.2. This specification has been revised to show the Wall liner as a 1" thick FRP material.
38. Addendum drawing FA-003, Detail B1 Fire Alarm One-Line diagram indicates an “Exterior Fire Alarm SPEAKER Circuit”. The existing FA system does NOT have Voice Evacuation system.
The contractor shall see drawing sheet FA-003 for revised fire alarm one-line diagram.
39. Addendum drawing M-101, Note 2 states “Provide general purpose dry chemical Halotron Fire Extinguishers in the raceway enclosure in accordance with UFC 3-600-01 and NFPA 10 and NFPA 12A. Please clarify if “Dry Chemical” or “Halotron” Extinguishers are to be provided. Secondly, there are no fire Extinguishers shown in the rectified building. Please verify this is intentional.
Halotron is to be provided. Rectifier building intentionally shows no portable fire Extinguishers.
40. Addendum drawing M-101, Note 7 states “provide louver height 6’ o.c. from floor with barometric relief damper. What is the purpose of the damper?
The purpose of the “energized open and spring return” motorized damper is to provide building pressure relief from airflow entering from the adjacent building (directly pressurizing spang enclosures). The selected damper was used to interface with the clean agent design so it can be closed by spring in the event of clean agent system activation. This interface shall be submitted as part of the clean agent system design for government approval.
41. Addendum drawing M-101, Note 12 states “The clean Agent System Design shall include the installation of a ceiling mounted exhaust fan. Refer to specification section 21 22 00.00 40, paragraph 2.4.9 for more information. As a general comment - Clean agent system designers/contractors are not HVAC designers or contractors. The exhaust fan should really be specified in a mechanical specification not in the clean agent fire suppression system specification. Where is the exhaust fan to be installed? What type of switch will control the exhaust fan? Where will the switch be located? Will the exhaust fan controls have an interface locking out the fan from operating prior to a clean agent discharge event (if the fan is running prior to clean agent activation and a fire occurs during this time the clean agent system will fail to provide proper protection)?
Contractor shall provide the purge exhaust system design in accordance with UFC 3-600- 01 for clean agent fire systems and as denoted in the specifications. This feature shall be submitted as a part of the clean agent system design for government approval. The exhaust fan/purge exhaust system is not related to the HVAC system. Please see spec section 21 22 00.00 40 paragraph 2.2.3. there is reference to this on sheet M101- that was a part of AMD 1.
42. The clean agent is required to provide an interface to shut down unit heaters and air conditioning units.
Where is the interface to shut down UH-R1? Where is the interface to shutdown AC-1? Who will provide control wiring diagram to accomplish the interface?
Contractor shall provide the interface, control wiring diagrams, and proper equipment sequencing as required in UFC 3600-01 for Clean Agent Fire Suppression systems. This feature is to be submitted as a part of the clean agent system design for government approval.
43. NFPA 2001 requires pressure relief vents that will be associated with the clean agent system. The vents are sized based on the enclosure construction and the amount of clean agent provided. Size is determined by the room integrity test. We can provide an allowance for the cost of the dampers. What wall is available to install the dampers?
Location of the vent shall be determined by the contractor and submitted for government approval as a part of the Clean Agent System design.
44. We would like to request a bid extension in order to allow sufficient time to address addendum #1 and anticipated addendums in response to RFI’s submitted.
On September 17, 2021 the government issued Amendment 0003 which extended the solicitation response time from September 20, 2021 at 2:00 PM, to September 24, 2021. At this time the government does not anticipate further extensions to the solicitation.
