The CLIN description has changed from REPLACE GRAVEL WITH ASPHALT to REPAVING

CONCRETE.

B. CONTRACTOR’S INQUIRIES: By this Amendment, the Chicago District, USACE responds to Contractor’s inquiries.

Question 1: Plan sheets S301, S302 note that the foundations are to extend down to rock. Borings were not provided to show the rock elevation depth. Will this extended excavation and backfill be paid at unit price?

USACE Response Q1: The extended excavation and backfill will be paid at the unit price. The Contractor shall see the Boring Information attached to this document for reference. The Rock Elevation Depth obtained from the attached reference documents are listed at 5 – 28 inches.

Question 2: Since there are not any borings available, will any required rock excavation, if needed, be paid at unit price?

USACE Response Q2: Any required rock excavation for pavement installation, as mentioned on plan sheet C- 102 through C-105, will be covered by CLIN 0002 'Replace Gravel with Concrete Pavement'. Note paragraph

1.1.2.1 in Specification 01 22 00.00 10 covers payment for this item and includes 'all incidentals necessary to complete the work. Provided for Bidder reference are the attached previous site investigations, showing the approximate location of bedrock in this area.

Question 3: Who is providing the chemical testing of existing soil and certification for offsite disposal as CCDD or subtitle D?

USACE Response Q3: Any excess soil generated by construction activity will be wasted on site; no soil material will be taken offsite for disposal. The Contractor shall see the Environmental Protection Spec Section 01 57 20.01 03 Paragraph 3.5.2 entitled 'Excess Soil'. Therefore, no testing of existing soil and certification for offsite disposal as CCDD or subtitle D is required.

Question 4: There isn’t any raw cutting CLIN included in the bid schedule, will this be added or?

USACE Response Q4: See Response to Question 2.

Question 5: Do we need to provide SKIFF during the construction period for safety since the site is close to the

USACE Response Q14: The contractor shall factor 20 linear feet per device.

Question 15: Keynote 1-5 on Sheet A-102 calls out for a new removable FRP cover over the existing raceway;

however, there is no detail of the new FRP cover. Please provide a detail section of the new FRP cover.

USACE Response Q15: An additional detail will not be required for the removable FRP covers. The contractor shall provide loose FRP panels, which rest on the existing concrete knee walls per drawing sheets A-102, A- 104, A-301 and specification 13 34 19 Metal Building Systems to cover the existing raceway. That contractor shall submit a seaming diagram to illustrate how panels are joined together to make a uniform cover.

Question 16: Keynote 4-8 on Sheet AD-101 calls for the existing gate to remain; while the existing gate is anchored on top of existing concrete barricades, please provide a detail section of the new concrete sidewalks/paving abuts the existing barriers/gates as Sheet C-102 shows the new paving along the existing barriers/gates.

USACE Response Q16: Gates should remain in place, as noted in AD-101. A clarifying note has been added to C-102, stating that the width of the new pavement in this area may be adjusted to avoid impacts to the existing gate and jersey barrier fence.

Question 17: Please advise whether the existing gates shown on Sheet C-102 are to be removed/reinstalled as they are within the new concrete paving area. (Reed/Laura)

USACE Response Q17: Gates should remain in place, as noted in AD-101. A clarifying note has been added to C-102, stating that the width of the new pavement in this area may be adjusted to avoid impacts to the existing gate and jersey barrier fence.

Question 18: Please confirm it is acceptable to use taller fences/barriers to protect against falls along the Chicago Sanitary and Ship Canal in lieu of safety boat rescue.

USACE Response Q18: USACE Response Q15: Per EM 385-1-1, work above or adjacent to water requires fall protection and a safety skiff. The existing railing provide fall protection up to 200 LB at 42 inches. Any work above ground, such that a person falling would potentially fall over the railing requires additional fall protection. That protection must be in accordance with OSHA. It may be lifeline and harness, or it could be a barrier of sufficient height and strength to prevent a worker from falling into the water.

Question 19: Bid Schedule Item No. 0002 states “Replace Gravel with Asphalt” while the plans and specifications call out concrete paving – please confirm concrete paving costs breakout are to be included in Item No. 0002.

USACE Response Q19: The Bid Schedule has been corrected to show ‘Replace Gravel with Concrete Pavement’ to match specification section 01 22 00.00 10. Concrete paving costs shall be included in item No 0002.

Question 20: The Fire alarm Specification Section and the Fire alarm drawings mention a horn/strobe fire alarm system and also a voice speaker/strobe system; please advise which is correct.

USACE Response Q20: The horn/strobe system is correct. The existing Fire alarm systems are strobe and horn only. This is intended to be a normally unoccupied building. The additional features would be excessive.

Question 21: The Fire alarm specs mention a VDU (video display unit) system for fire alarm annunciation, Fire alarm printer, as well a fire alarm graphic annunciator. Is this a misprint or are these truly required for this project? The Fire Alarm drawings do not show these items; however, specification indicate and mention them.

Please advise.

USACE Response Q21: The contractor shall connect to the existing fire alarm panel and utilize the features that the panel currently possess. Video Display Unit (VDU) is not required for the work in this contract.

Question 22: Will the railroad assign flagmen or supervisors to the project? Also, how many trains per day pass the site? These questions have been requested in order to obtain railroad protective insurance.

USACE Response Q22: The contractor shall assume a rough estimate of ten trains a day that pass the site.

Under this contract no flagmen or supervisors will be required.
