B. CONTRACTOR’S INQUIRIES: By this Amendment, the Chicago District, USACE responds to Contractor’s Inquiries.

Question 1: How will the 8" water main and pressure connection on sheet C-304 be quantified? Will associated bid items be added to Option 1?

USACE Response Q1: Specification Section 01 22 00.00 10 has been revised to include the 8" water main and pressure connection (and all fittings) relocation when in conflict within the various Contract Line Item Numbers associated with Storm Sewers, Class A, Type III 54 Inch (RCP) (Bid Items 0001AK, 0002AJ, 0003AJ, 0004AH, and 0005AY) (see attached specification revision).

Question 2: Are there DBE requirements for this project?

USACE Response Q2: There are no Disadvantaged business Enterprise requirements applicable to this solicitation.

As stated in Block 10 of the solicitation “Competition for this acquisition is 100% set-aside for small business concerns; the applicable NAICS is 237110 with a small business size standard of $39.5M for Water and Sewer Line and Related Structures Construction.”

Question 3: Is a plan holders list available?

USACE Response Q3: The “intrested parties list” is availible and maintained on sam.gov under the anouncement for this solicitation. Bidders that require assistance navigating the sam.gov site should contact the help desk as USACE doesn’t own nor maintain the website.

Question 4: Could you please clarify the scope of work in regard to "Water Service Reconnection" and "Water Service B-Box"? I have counted 23 total services along the new water main....yet there are only 10 reconnections noted in the bid schedule?

USACE Response Q4: The quantity has been revised from 10 reconnection to 23 reconnections in the bid schedule (see revised bid schedule).

Question5: The specifications Section 01 35 26 - 1.6.1.1.1 says “The SSHO may also serve as the Quality Control Manager. The SSHO may not serve as the Superintendent.” However, Section 01 45 00.00 10 – 3.4.2 says “The CQC System Manager is assigned as CQC System Manager but has duties as project superintendent in addition to quality control.” Please confirm if the dual hat should be QC/SSHO, or QC/Superintendent.

USACE Response Q5: Specification Section 01 45 00.00 10 paragraph 3.4.2 has been revised to be consistent with Section 01 35 26 - 1.6.1.1.1. (see attached specification revision).

Question 6: I noticed on print page C-304 that Option 2 shows some water main work. But there are no line items in the bid package reflecting the water main improvements in any of the options. Which option is that Valve vault, pressure connection and water main supposed to be in and why are there no line items for them?

USACE Response Q6: See USACE Response Q1.

Question 7: Please clarify who will provide the EPA 663 testing and certification form for earth spoil disposal. - The form is on EPA’s website: https://www2.illinois.gov/epa/topics/waste-management/waste-disposal/ccdd/Pages/default.aspx If the material is determined to be subtitle D contaminated, in lieu of CCDD, will that additional disposal rate be negotiated?

USACE Response Q7: A completed IEPA LPC- 662 Form with soil pH testing results has been provided at the end of the Environmental Protection Specification Section 01 57 20.01 03 for disposal of uncontaminated earth spoil at a state of Illinois CCDD licensed facility (see also paragraph 3.5.2). The full Hazardous, Toxic, and Radioactive Waste (HTRW) Phase I Environmental Site Assessment (ESA) can also be provided upon request. Existing information does not indicate that alternative disposal will be required. Results of the HTRW Phase I ESA did not indicate the presence of contamination, and the project site is not a on or adjacent to a potentially impacted property as stated in the LPC-662 source site certification. If encountered during construction, disposal of contaminated material would be addressed through a contract modification.

Question 8: Please clarify trench backfill material product requirement under paved areas.

USACE Response Q8: Trench backfill shall be CA-7 as shown on Plan Sheets G-003 and G-004 Typical Sections.

Plans have been revised to include this as a callout on backfill details (see attached plan sheet revisions)
