The following items are applicable to this modification:

SUMMARY OF CHANGES

A. REQUIRED RESPONSE DATE: By way of this Amendment No. 0001, Interested Vendors are hereby notified that the “Required Response Date/Time” for this Solicitation is extended from 11-Mar-2020 at 04:00 PM (Central time) to 16-Mar-2020 at 04:00 PM (Central time). Therefore, all submittals shall be furnished no later than this new date and time, and as specified at Section A of the Solicitation, namely to the designee Mr. Kyle Smith via his email at Kyle.D.Smith@usace.army.mil.

B. ACKNOWLEDGMENT OF THIS AMENDMENT: Any contractor responding to the Solicitation shall acknowledge this Amendment by completing Block’s 15A, 15B, and 15C as contained on Page 1 of this document. The acknowledged amendment shall be accompanied by all other required submittals.

C. CONTRACTOR’S INQUIRIES: This Amendment furnishes the USACE’s Responses to Contractor’s Questions – please refer to the following:

Question 1: Is there an incumbent for W912P6-20-Q-0002, Leadership Development Program (LDP II), CHICAGO, IL - USACE CHICAGO DISTRICT PROJECT, or is this a new opportunity?

USACE Response 1: Currently there is no contract vehicle in place for the USACE Chicago District Leadership Development Program (LDP II), the solicitation (W912P6-20-Q-0002) will fulfill the recurring requirement for

FY2020.

Question 2: Can this requirement be facilitated as an SBA 8 (A) Set-Aside?

USACE Response 2: This requirement will be facilitated per the RFQ, wherein a total small business set-aside has been selected. The competition method selected for this procurement is in full compliance with the Federal Acquisition Regulation. The contracting officer has made the determination for a total small business set-aside based upon multifaceted market research. Furthermore, this method of competition affords and opens the opportunity for competition to all small businesses, including 8(a)s, HUBZones, SDBs, SDVOSBs, VOBs and WOSBs.

Question 3: Can this requirement be facilitated as a HUBZone Small Business Set Aside?

USACE Response 3: Please refer to USACE Response 2.

Question 4: Can this requirement be facilitated on the GSA PSS (00CORP PSS) 874-1 SIN Schedule as a Small Business 8(a) Set-Aside? If so, will the government add this contract vehicle to allow small businesses an adequate opportunity to compete and support this requirement?

USACE Response 4: Please refer to USACE Response 2.

Question 5: Can you guide the level of effort expected (Total Labor Hours, Labor Hours by Key Team Members, etc.) to complete the Performance Work Statement (PWS)?

USACE Response 5: Please refer to the “Scope of Work” paragraph 2, which indicates that two facilitators will be required from 18-20 May 2020.

Question 6: Does the Army anticipate that required personnel (Key & Non-Key) supporting W912P6-20-Q-0002 work remotely or on client site at Army offices in CHICAGO ILLINOIS.

USACE Response 6: No virtual training is not an option, please refer to the “Scope of Work” Overview, which indicates that “The training will be held at the USACE office, located at 231 S. LaSalle St., Chicago, Illinois 60604”.

Question 7: In trying to calculate annual work hours for this project (W912P6-20-Q-0002), does Army use 2,080 (i.e., 40 hours/week * 52 weeks) for employees/contractors according to the U.S. Office of Personnel Management Federal Standard? If NO, Please advise on how many hours per year are established for a full time under this contract? Does the Army calculate annual work hours based on 2,080, 1920, 1860, or “other” please state?

USACE Response 7: Please refer to the “ITEM NO 0001” of the solicitation, which indicates a unit of issue of Job vs Hours, Days, Months or Years. Also see the “Scope Of Work” Overview Paragraph which defines the period of performance as 18-20 May 2020.

Question 8: Is this the first issue of this solicitation (is this a re-compete of an existing Army requirement or a new requirement?

USACE Response 8: Yes. The solicited requirement is a recurring service fulfilled on an annual basis.

Question 9: Can you advise on if there were/are an incumbent provider(s) for these services? If Yes – Who is/are the incumbent(s) and can you provide a previous contract number?

USACE Response 9: Currently there is no contract vehicle in place for the USACE Chicago District Leadership Development Program (LDP II), the solicitation (W912P6-20-Q-0002) will fulfill the recurring requirement for FY2020. The last contract awarded for LDP services was W912P618P0006, awarded May 1, 2018 to Chicago Comedy and Training Company.

Question 10: If there is an incumbent, is there a reason the known incumbent may be precluded from bidding on this new or existing requirement?

USACE Response 10: There is no incumbent contractor for this requirement. Please see USACE Response 1.

Question 11: Is this requirement part of a Multiple Award Schedule/Contract or a Single Award Schedule/Contract?

USACE Response 11: This requirement will be fulfilled by a single contract award.

Question 12. Has Department of The Army held preliminary meetings with specific contractors interested in responding to this solicitation?

USACE Response 12: This Acquisition has been included in the District’s forecasted plan which, was disseminated to contractors at the Small Business Open House in FY19/FY20.

Question 13: Is it estimated that full funding exists for this solicitation? If so, is there an intended Maximum/Minimum funding threshold?

USACE Response 13: The resultant contract award will be fully funded. Maximum or Minimum funding thresholds are not applicable.

Question 14: Is the McNamara-O'Hara Service Contract Act (SCA) Wage Determination in force with this RFQ? If so, can you advise a) What SCA/Wage numbers are applicable? And b) What City and State SCA Wage Determination takes precedence?

USACE Response 14: Please reference the “Procurement Information” section of the solicitation which states “The provisions of the Service Contract Act are applicable to the work performed under the resulting Purchase Order.

Wage Determination No. 2015-5017 (Rev. 14) dated 12/23/2019”. Additionally Wage Determination No. 2015-5017 is enclosed at Section J of the Solicitation.

Question 15: Does this requirement stipulate that the proposed bidder must hold an active Form DD254 Facility Clearance "Before BEING AWARDED” this contract?

USACE Response 15: Please reference solicitation, which doesn’t cite a requirement a DD254 Facility Clearance.

Question 16: If an active Form DD254 Facility Clearance is required will arrangements be made to assist and provide adequate time to process the required paperwork or are bidders without DD254 Facility Clearance not advised to participate?

USACE Response 16: Please reference USACE Response 15.

Question 17: For areas where strict requirements exist for an active Secret/Top-Secret Facility Clearance would government accept a Contractor Teaming Agreements (CTA) under The GSA Construct that fulfills Facility Clearance requirement?

USACE Response 17: Please refer to solicitation, which doesn’t reference Facility Clearance requirements.

Question 18: For areas where strict requirements exist for the number and types of past performance as a PRIME Vendor; would the government accept a Contractor Teaming Agreements (CTA) under The GSA Construct that fulfills Past Performance requirements?

USACE Response 18: Yes. Please refer to Sections A and M of the solicitation.

Question 19: Is this RFP truly active and do you have a particular firm in mind for the work?

USACE Response 19: Solicitation is active effort to fulfill the aforementioned requirement on a competitive basis.

Question 20: What was the last rate on the last Leadership training contract that is similar to the current RFP for Leadership training?

USACE Response 20: Please see USACE Response 9.

Question 21: Is there an incumbent contractor, and if so, who?

USACE Response 21: Please see USACE Response 9.

Question 22: The requirement for one facilitator to have experience in improv comedy is highly unusual, so is there past experience that tells you this will be an effective use of government funds?

USACE Response 22: All aspects of the requirement have been considered to have added value if they have been included in the statement of work, solicitation or subsequent contract award. Past experience has illustrated that use of improv does keep the participants more engaged and lead to a better overall experience.

Question 23: Is there a reason the due date is so short? My company has responded to many other USACE LDP2 RFPs over the past 7 years and none had such a short due date.

USACE Response 23: USACE Chicago District finds the response time to be commensurate to the magnitude and complexity of the required service.

Question 24: Do you want out-of-state travel costs included in the bid price?

USACE Response 24: Please include all the applicable costs your company will needed to perform to the required service on Firm Fixed Price Line Item 0001 (Section B of document W912P620Q0002).
