The following items are applicable to this modification:
SUMMARY OF CHANGES
B. AMENDED SPECIFICATION SECTIONS: The following Specification Sections have been revised. The revised sections are enclosed hereunder and replace the previously furnished sections.
a. Section 01 22 00.00 10 – Price and Payment Procedures has been revised to clarify various measurement and payment bid items. Revised pages are enclosed.
b. Section 22 05 83.63 – Cured-In-Place Pipe CIPP Lining has been revised to remove the 60-foot specified length, to allow polyester and vinyl resins, to clarify that steam curing is allowed, and to remove description/inclusion of the blind shot segment. Revised are enclosed.
C. REVISED DRAWING SHEET: The following Drawing Sheets have been revised and are hereunder enclosed replacing the previously furnished respective sheets.
C-108: Deleted work to segment 231 to endpoint 1.
C-500: Deleted Segment 231_1 from the sewer repair schedule.
D. BID SCHEDULE: The government is providing a revised bid schedule (Section 00 10 00 – Solicitation Contract Form), which changes the quantities for three bid items (Item 0001AE is now 5,187, Item 0001AH is now 5,187, and Item 0001AJ is now 104). Therefore, Bidders shall remove and replace the previously issued respective Section with the Revised Section 00 10 00 enclosed hereunder. Bidders shall provide their prices on the Revised Bidding Schedule.
E. CONTRACTOR’S INQUIRIES: By this Amendment, the Chicago District, USACE responds to Contractor’s inquiries as follows:
INQUIRY #1: Could you please let me know if these products are acceptable for the manhole rehabilitation work on this project? Attached are the technical data sheets.
USACE RESPONSE INQUIRY #1: The submitted manhole rehabilitation products has reviewed and are approved.
INQUIRY #2: Page 5 has a statement that a specified length shall not exceed 60 feet. What is the intent of this statement? We would line from manhole to manhole and all segments are longer than 60 feet. Please advise.
USACE RESPONSE INQUIRY #2: The length specification should not have been included. The sentence in specification section 22 05 83.63, subpart 2.1 has been revised per this Amendment no. 0003.
INQUIRY #3: Page 7, section 2.2.3 states that an epoxy resin shall be used and the use of polyester or vinyl ester resins are not allowed. Would you consider allowing the use of polyester resin as this is industry standard?
USACE RESPONSE INQUIRY #3: Polyester and vinyl resins may be used. The specification section 22 05
83.63 has been revised per this Amendment no. 0003.
INQUIRY #4: Page 14, section 3.1.8.6 mention hot water curing, but nothing in regards to steam curing. Will steam curing be allowed on this project?
USACE RESPONSE INQUIRY #4: Steam curing may be used when appropriate. The description of the Hot Water Method in the specification section 22 05 83.63 has been revised per this Amendment no. 0003.
INQUIRY #5: Page 15, section 3.1.8.12 and plan sheet 13 refer to a blind shot. Would you consider adding a bid item to install a manhole at the blind location? If not, would you consider removing this segment from the CIPP scope?
USACE RESPONSE INQUIRY #5: Blind shot segment has been removed. Edits to the specifications include removal from Section 01 22 00.00 10, subpart 1.2.6.1 and removal of Section 22 05 83.63, subpart 3.1.8.12.
INQUIRY #6: In regards to the above project that bids next week, the specifications state that CCTV videos completed by Commonwealth Engineers are available upon request. Could we please get a link to these videos or what is the best way to obtain them? I’m specifically interested in seeing the segments with either a “blind shot” or holes in pipe called out.
USACE RESPONSE INQUIRY #6: The link to the CCTV footage for the pipe segments involving point repairs, sewer patch, or have notable holes is https://commonwealtheng-my.sharepoint.com/:f:/g/personal/amendoza_contactcei_com/EoOcnfZKm2NIoXr3TXFY704B5XRNNe5yqN EfAfOwN_9o1Q?e=FGoVsC.
INQUIRY #7: The Solicitation and Amendment 1 state that "Competition for this acquisition is restricted to small business concerns." Does this mean that only Small Businesses are allowed to submit a bid as a prime contractor? If so, what are the restrictions/qualifications to be considered a small business?
USACE RESPONSE INQUIRY #7:
Part 1 of your question: Yes, a small business can submit a bid as a prime contractor. Please refer to Block 10, page 1 of the Solicitation document, wherein stating “competition for this acquisition is restricted to Small Business Concerns.” The applicable Clause is located at Section 00 70 00 of the Solicitation document, see
52.219-6, “ NOTICE OF TOTAL SMALL BUSINESS SET-ASIDE (DEVIATION 2020-O0008) (MAR
2020).”
Part 2 of your Question: Please refer to page 3 (top) of the Solicitation document. The applicable North American Industry Classification System code is “237110.” With respect to this code, the small business size standard is $39.5M. To determine if you qualify as a small business (based upon the $39.5M size standard using the applicable code), please contact your local Small Business Administration office or visit:
https://www.sba.gov/managing-business/running-business/size-standards.
INQUIRY #8: Regarding ITEM NO 0001AU - Does the city already have Flowlink software for the Flow Meter or should that be included in our bid? If they are looking to upgrade, we need to know what version they currently use.
USACE RESPONSE INQUIRY #8: Revised from Amendment No. 0002, the Contractor should not include software for flow meter. The City's current flow meter is an ISCO flow meter serviced by GRIPP. City intends to use existing software.

2.1 SYSTEM DESCRIPTION
Provide a new CIPP lining system for the wastewater piping that is complete and ready for operation .
Contractor is required to submit a Homeowners Notification flyer on company letterhead to the Contracting Officer. Once approved, the flyer should be posted on homeowner's door 48-hours in advance (minimum) of cleaning/televising/CIPP activities for each line segment (manhole to manhole pipe length) scheduled. The flyer shall contain the following and any additional information deemed important for the homeowners to know about lining activities occurring in their neighborhood:
a. Date and time frame any CIPP lining activities will occur;
b. What homeowner should do to prepare for cleaning/televising/CIPP lining activities;
c. What homeowner should do in case styrene smoke is seen or smelled;
d. "Information about Styrene" fact sheet (i.e., describes plastic smell, how styrene is used in the sewer repair process, styrene odors and health risks for humans and pets, etc.); and
e. Safety Data Sheet (SDS) available upon request notation with Contractor's contact information including a telephone number (Contractor will keep a stock onsite and be the responsible party to deliver such requests).
Contractor shall submit the flyer to Contraction Officer's Representative (COR), LS, and Owner for approval prior to its use for this project.
Owner reserves the right to request modifications to flyer before its approval.
The Contractor must communicate directly with homeowners whose laterals will be within a point repair excavation prior to initiating the repair if they require the homeowner to avoid use of their sewer lateral.
Contractor may only require homeowner to avoid use of their lateral for maximum of four hours at a time.
Regardless which activity occurs last, manhole rehabilitation or sewer main CIPP, all sewers and manholes within project shall be cleaned of all construction debris.
Perform the reconstruction using a tube of one or more layers of flexible needle-perforated felt or an equivalent non-woven perforated material , of a specified length not to exceed 60 feet , and a thermo-set resin with physical and chemical properties appropriate for the application, in accordance with ASTM F1216. Submit product data for the epoxy resin , liner materials , and installation equipment .
The Felt Tube shall be fabricated to a size that, when installed, will neatly fit the internal circumference of the conduit. Allowance shall be made for circumferential stretching during insertion. Contractor is responsible to confirm pipe diameters and roundness for liner material calculations for each specific pipe location.
SECTION 22 05 83.63 Page 5 accordance with ASTM D543. Conduct a test whereby the CIPP is exposed to the chemical solutions listed in Table 1 at temperatures up to 75 degrees Fahrenheit (F) . Conduct this test for a minimum of one month. Do not accept the CIPP if the values for the CIPP's structural properties show a loss of 20 percent or more from the initial values.

Provide a cured liner with a light blue reflective internal wall color so that a CCTV inspection can show details clearly.
2.2.3 Resin
Provide an epoxy- resin-impregnated, flexible felt cured in place tube that is resistant to shrinkage, corrosion, and oxidation resistant to abrasion from solids, grit, and sand in rainwater; and is solvent-free for use in the designated mainline sewers. Use a resin with proven resistance to storm water and ultra-violet light (sunlight) prior to installation. Do not use polyester or vinyl ester resins.
The resin system shall create a composite that satisfies the requirements of ASTM F1216, ASTM D5813 and ASTM F1743.
Ensure that the proposed resin system does not contain silicones, stearates, or natural waxes that would adversely affect the adhesive properties or other chemical or physical properties of the CIPP liner.
2.2.4 Material and Equipment Acceptance
At the time of manufacture, each lot of liner shall be inspected for
SECTION 22 05 83.63 Page 7
3.1.7.10 Post Installation
After installation of the pipe patch, the sewer must be televised to ensure the patch is installed correctly. CIPP liner is to be installed after patch is acceptable. See requirements related to CIPP liner in this section of the specifications.
3.1.8 CIPP Installation Procedure
3.1.8.1 Set-Up
In general, the CIPP installation shall be in accordance with ASTM F1216, Section 7 or ASTM F1743, Section 6.
3.1.8.2 Wet Out
Calculate the amount of resin and catalyst required. Measure and mix the resin and catalyst. Saturate and impregnate the flexible felt tube with the amount of epoxy resin that was estimated before installation. Handle the resin-impregnated flexible tube in a way that retards or prevents resin from setting until the resin is ready for insertion.
3.1.8.3 Insertion
Use the pull in place method to install the liner or bladder system. Pull the liner or bladder system for the length of pipe being lined (manhole to manhole). Use compressed air to inflate the bladder to a pressure adequate to form the liner so that the liner fits tightly against the internal circumference of the pipe and causes the resin to migrate into pipe joints, voids and defects. Install the liner at low pressure (not to exceed 10 psi ) in order to prevent damage to the host pipe.
3.1.8.4 Inversion Method
The application of a hydrostatic head shall be sufficient to fully extend the tube to the next designated manhole or termination point. The tube shall be inserted into the vertical inversion standpipe with the impermeable plastic membrane side out. At the lower end of the inversion standpipe, the tube shall be turned inside out and attached to the standpipe so that a leak proof seal is created. The inversion head will be adjusted to be of sufficient height to cause the impregnated tube to invert from manhole to manhole and hold the tube tight to the pipe wall, produce dimples at side connections and flared ends at the manholes. The Contractor shall use a lubricant as necessary. Care shall be taken during the elevated curing temperature so as not to over stress the felt fiber.
3.1.8.5 Curing
Curing shall be accomplished by using hot water under pressure or steam pressure in accordance with the manufacturer's recommended cure schedule.
Use compressed air to inflate the bladder and leave the liner in place until the resin-curing cycle is complete (within one hour at ambient temperature).
When the curing process is complete, release the pressure and pull out the inflation bladder. Ensure that the cured composite liner remains in place within the host pipe and that the liner provides a smooth bore interior that conforms to the existing pipe. Ensure that the tube is continuous in
SECTION 22 05 83.63 Page 13 length and wall thickness, and that the tube is uniform. If defects that were in the original pipe remain, reline the pipe again.
3.1.8.6 Hot Water Method
After installation is completed the Contractor shall supply a suitable heat source and hydrostatic water pressure recirculation equipment. The equipment shall be capable of delivering hot water throughout the section by means of a pre-strung hose to uniformly raise the temperature above the temperature required to effect a cure of the resin. This temperature shall be determined by the resin/catalyst system employed.
The heat source shall be fitted with suitable monitors to gauge the temperature of the incoming and outgoing water supply. Another such gauge shall be placed between the impregnated tube and the pipe invert at the remote manhole to determine the temperatures during cure. Temperature in the line during the cure period shall be as recommended by the resin manufacturer.
Initial cure shall be deemed to be completed when inspection of the exposed portions of CIPP appears to be hard and sound and the remote temperature sensor indicates that the temperature is of a magnitude to realize an exotherm. The cure period shall be of a duration recommended by the resin manufacturer, as modified for the CIPP process, during which time the recirculation of the water and cycling of the heat exchanger to maintain the temperature continues.
3.1.8.6 Cool Down
The Contractor shall cool the hardened CIPP to a temperature below 100 degrees F before relieving the static head in the inversion standpipe.
Cooldown may be accomplished by the introduction of cool water into the inversion standpipe to replace water being drained from a small hole made in the downstream end. Care shall be taken in the release of the static head so that a vacuum will not be developed that could damage the newly installed CIPP.
3.1.8.7 Finish
Ensure that the host pipe has not been left with any barriers, coatings, or material other than the cured liner tube or resin composite, which is specifically designed for desirable physical and chemical-resistance properties. Remove materials used in the installation, except for the cured liner tube or resin composite. Remove the cured liner tube or resin composite pipes left protruding from the service connection. Ensure that the finished CIPP is continuous and free from visual defects such as inclusions of foreign materials, dry spots, pinholes, folds, lumps, blisters, and delimitation.
During the warranty period any defects which will affect the integrity or strength of the CIPP shall be repaired at the Contractor's expense, in a manner mutually agreed by the Contracting Officer.
Alternate methods of installing and curing the tube shall be submitted to the Contracting Officer for approval.
3.1.8.8 Sealing the CIPP at Manholes (Watertight Seals)
The CIPP liner joint at all incoming pipes and outgoing pipes at manhole
SECTION 22 05 83.63 Page 14 walls shall be made watertight (no exceptions) by the use of an injection grout with the following characteristics: moisture-activated MDI/TDI blended polyurethane that can absorb water, impermeable resin, density of
9.09 pounds per gallon , such as Avanti 202 or similar product approved by the LS/COR and further sealed with a hydraulic mortar with the following characteristics: portland cement with 5,500 pounds per square inch in 28 calendar-days per ASTM C109/C109M such as Mainstay ML-10 or approved equal.
3.1.8.9 Reinstatements
After the liner has been cured in place, the Contractor shall reconnect any existing active connections (laterals, outside drops, etc.). The Contractor shall be responsible to confirm the active laterals prior to reconnection. This shall be done without excavation from the interior of the pipeline by means of a television camera and a cutting device that re-establishes the service connections to not less than 95 percent capacity. If after reconnection the lateral connection continues to actively leak, the Contractor shall inform the Contracting Officer and provide with CCTV video of the leaking lateral connection. After review of the CCTV video and if deemed not a result of Contractor activities, and if directed by the Contracting Officer, the Contractor shall perform a point repair on the lateral connection (see Section 33 30 00 SANITARY SEWERAGE for further point repair specifications). Such repair shall be approved in a Change Order prior to the commencement of the work. The Contractor is responsible for paying for any and all repairs if it is deemed to be damaged during the cut out process for the service lateral or during CIPP installation. All work for trenchless lateral reconnection shall be paid for on a unit price basis based on the number of laterals reinstated. COR, AE, and/or Owner reserve the right not to reinstate a lateral determined to be inactive in the field. Under no circumstances shall a cookie from a lateral reinstatement be allowed to pass through the sanitary sewer system. Contractor shall capture all cookies at time of reinstatement.
3.1.8.10 Testing
The water tightness of the CIPP shall be gauged while curing and under a positive head. Any leaks shall be repaired and retested to the satisfaction of the Contracting Officer. The finished liner shall be continuous over the entire length of the installation and conform to the walls of the host pipe.
As part of the testing requirement, upon completion of the installation and lateral reconnection, a visual inspection of the expanded in place pipe shall be performed via a closed-circuit television camera. Digital CCTV Recordings on DVD of the inspection shall be provided to the Contracting Officer.
3.1.8.11 Blind-Shot Lining Segment
This project involves lining a segment with no upstream manhole. The methodology for lining this segment should be planned by an experienced CIPP lining professional. The general methodology will involve a bladder to heat the liner for application. The liner must be sized carefully at a length to reach the furthest lateral without being too long where the liner gets bunched up. Contact Commonwealth Engineers, Inc. (CEI) to review preliminary CCTV of the segment. The preliminary CCTV completed by CEI will not serve as a replacement for required pre- and post- televising of the segment.
