C. PROVIDED BELOW ARE THE USACE’S RESPONSES TO CONTRACTOR’S
INQUIRIES:
Q= QUESTION
UR = USACE RESPONSE
Q1: -can you provide a list of all questions and answers that were received for this job?
UR1: All questions have been addressed in the previously issued Amendments to include this Amendment No. 0004.
Q2: -some of the plan sheets show the water service crossing the existing water main to make the connection to the existing service, while others show stopping short of crossing the water main. Is the intent to make the connection to the existing water service without crossing the existing water main?
UR2: The intent is to connect the water service to the new main either by crossing the existing water main or connecting to the new main.
Q3: -can we install the water services at 4.5-5' deep to avoid the existing water main.
UR3: The "Typical Tap Service Piping (Copper)" detail on Sheet C-502 of the drawings show how connection is to be made at the depth of bury of the new main. NOTE: THIS SAME QUESTION WAS RESPONDED
TO VIA AMENDMENT 0004. THE SPECIFIC RESPONSE WAS PROVIDED FOR QUESTION 10.
HOWEVER, THE RESPONSE SHOULD HAVE READ AS GIVEN HEREIN THIS UR3 IN LIEU OF THE
RESPONSE PROVIDED AT AMENDMENT 0004, Q 10.
Q4: -how will lead water services be handled?
UR4: The Village of Crestwood has no records of lead water service in the project area and we do not anticipate any. However, inventory of each service material shall be documented by our field personnel during construction. In the event lead service is found, the Village would be notified and Village protocol to address issue shall be followed.
Q5: -will they need to be replaced in its entirety?
UR5: Refer to response to question 4 above.
Q6: -Can we use precast thrust blocks?
UR6: Yes
Q7: -can we use field lok gaskets as the restrained joints?
UR7: Refer to section 33 14 00 under Mechanical Joint Restraint.
Q8 (This is a 2 PART QUESTION): -Addendum 3, Section 01 22 00.00 10 Page 7
Part 1 of the question: paragraph 1.20 "UNIT PRICE PAY ITEMS" indicates "CONTRACTOR MAY NOT BE
PAID FOR EXCEEDING CONTRACT QUANTITIES"
Part 2 of the question: -is this correct? the Addendum also talked about this not being a FFP project. PLEASE
CLARIFY
UR8:
To address Part 1 of the question, contractors will be paid at their unit prices for the contract quantities shown in the bid schedule (Re: Solicitation Section00 21 13 (Instructions to Bidders), Clause No. 252.236- 7008 Contract prices - bidding schedules). Therefore, any overruns must be addressed via a remedy contract clause.
With respect to Part 2 of the question, the resulting Contract from this Solicitation is definitely a Firm Fixed Price Construction Contract as set forth in the Solicitation Section 00 21 13 (Instructions to Bidders), Clause Number 52.216-1, Page 41 of 83 of the Solicitation document.
Q9: -Addendum 3, Section 01 22 00.00 10 Page 10 -curb boxes within 3' of proposed main shall have bbox removal and replacement but is not paid for. What if the water main needs a new alignment due to utility conflicts and pushes the water main closer to the existing boxes now within the 3'.
UR9: Alignment changes due to conflicts shall first be discussed with our field personnel during construction. If warranted, it may be paid under “complete removal and replacement of curb stop and curb box”.
Q10: -can we add a pay item for these installations?
UR10: No. There is a pay item for “ Complete Removal and Replacement of Curb Stop and Curb Box”. Refer to Specification Section 01 22 00.00 10 (Pages 9 and 10) for a full description of what it entails.
Q11: -why are we not replacing the entire water services including the roundway?
UR11: Per discussions with Village staff, some of the b-boxes are in good working condition and there is no need for them to be replaced. Please note there is a set amount of budget for the construction and project was designed taking that into account.
Q12: -is a field office required for this project?
UR12: No.
Q13: -can materials be stored long the parkways/streets if barricaded? Common practice.
UR13: Yes
Q14: -will restoration at the storage area be paid for?
UR14: No. We don’t anticipate any restoration in the storage area.
Q15: -does everyone on the project have to be OSHA 40?
UR15: OSHA 40-Hour HAZWOPER training is only required if specified in the solicitation. This is typically required for those who work on a job site where hazardous materials are present, and in this project no HTRW materials are known to exist. However, key personnel must have the minimum training and experience as specified in SECTION 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS and
SECTION 01 45 00.00 10 QUALITY CONTROL.
