C. CONTRACTOR’S INQUIRIES: By this Amendment, the Chicago District, USACE responds to Contractor’s inquiries (SEE THE FOLLOWING).
Q1. The specifications state that SSHO may not serve as the project superintendent or the Quality Control Manager.
Can the Site Superintendent also act as the site Quality Control Manager for this project?
USACE Response Q1: Refer to Amendment 0002 USACE’s response to Q1.
Q2. Several of the CLINs in specification section 01 22 00 that discuss measurement and payment include Geotextiles as incidental to the CLIN; however, none of the details provided indicate that geotextile fabrics are required. Please provide revised details and/or remove geotextile scope from the respective CLINs.
USACE Response Q2: Geotextile fabric is incidental to CLASS D PATCHING, 12-INCH WITH AGGREGATE BASE COURSE, TYPE B, 12-INCH and TRENCH PAVING, 4-INCH. The details for these are P-4, PAVEMENT PATCH DETAIL and U34, HMA TRENCH PAVING DETAIL. These two details reference detail U-25, UTILITY TRENCH which shows a callout for geotextile fabric.
Q3. Is the Contractor required to provide a field office for the Government?
USACE Response Q3: Specification Section 01 50 00, Temporary facilities does not require Government Field Office. Therefore, none is required.
Q4. Is the Contractor required to provide a field office for its staff? If so, is it acceptable to rent commercial space within a reasonable distance from the Work in lieu of providing temporary trailers in the designated staging area?
USACE Response Q3: In Section 01 50 00, Temporary Construction Facilities, there is no requirement for the Contractor to provide a staff field office. There is requirement for field sanitation, but no office. However the Contractor is required to maintain construction documents on site, either hard copy or digital files. It is up to the Contractor to determine the means and methods used to do so. Specification sections 01 35 26 and 01 45 00.00 10 require the Superintendent and Quality Control staff to be on site when there is work being performed. Any office space must be close enough for immediate response and inspection.
Q5. Please confirm recycled aggregates will be acceptable for all respective CLINs on this project, provided they are produced from an approved IDOT source.
USACE Response Q5: See Plan Sheet G-001 - General Note #1. The proposed aggregate (including use of recycled materials) on this project shall meet the requirements found on the Drawings, details, and IDOT standard specifications. Aggregate materials shall be in conformance with the above referenced documents.
Q6. It is not clear which pavement restoration items are to be utilized where. Can the Engineer provide a table of item, location and quantity?
USACE Response Q6: Pavement restoration items are shown on sheets C-400 to C-402. Details P-4 PAVEMENT PATCH on sheet C-501 AND U-34 HMA TRENCH PAVING on sheet C-502 provide additional pavement restoration information.
Q7. Does the contractor need to be IDOT prequalified to do the work?
USACE Response Q7: No, the contractor does not need to be IDOT prequalified to do the work.
Q8. Are there any self-performance requirements to meet?
USACE Response Q8: Yes, refer to Solicitation Section 00 70 00 clause 52.219-14 (DEV), Limitations on Subcontracting
Q9. What are the restoration limits?
USACE Response Q9: See response below.
Q10. Launch Pit
a) the size I need is 36' long 14' wide and 17" from the invert of the 48" DIP to the top of stone in the pit (if you use trench boxes)..
b) Section 33 05 23 page 9 paragraph 3.1.1 They say you will need to do a tight sheeted shaft. If this is what you are required to do - I will need an extra 2' on the width - so 16' wide. Additionally - at the front side of the pit where the casing will go into the ground - no cross members from the inside of the front waler to 20' back. This is so we can lower 20' sections of casing down with auger inside. Also - any cross members need to be a minimum of 7 feet from the stone grade. This will allow our machine to pass under.
c) Section 33 05 23 page 10 paragraph 3.1.1.1 e talks about a thrust block. For me - I think we could just push up against the back wall of the shaft (either a plate or whatever). BUT - they talk about designing a thrust block and having a safety factor. If you have to have a stamped engineer do this - I think you will have to increase the length of the pit to 40' long and then construct a concrete block at the rear of the pit that is the width of the pit and approximately 2' thick and probably 4' tall and probably reinforced.
USACE Response Q10. Bid as specified. Per Amendment 0002 there is no 48” DIP included in the project.
Q11. Casing installation
a) Section 33 05 23 page 6 paragraph 1.7.4 and Section 33 05 23 page 12 paragraph 3.3.3.1 a and b talks about fully supported tunnel face and MTBM (micro tunnel bore machine.) Can we perform a conventional auger boring and jacking operation instead?
b) Section 33 05 23 page 7 paragraph 1.8.1.2 e and Section 33 05 23 page 9 part 3 paragraph 3.1.1 talks about soil stabilization, we figure you guys will do this.
USACE Response Q11: Bid as specified. It is the Engineer’s opinion that a conventional auger boring and jacking operation is not feasible given the available space underground between other utilities. The awarded Contractor may submit shop drawings determining the feasibility of conventional auger boring and jacking operations for review by the Engineer. Bid as specified – Soil stabilization means and methods are the responsibility of the Contractor.
Q12. Please advise if it is permissible to stage materials on the West edge of Wagner Rd.
USACE Response Q12: The selected Contractor may request permission from both the Village and CCDOTH upon notice to proceed. Until such permissions from both agencies are granted, prospective contractors should plan for alternative staging locations. A staging/storage area has been shown on plan Sheet G-004. The Village will assist the contractor with identifying additional locations at the pre-construction meeting as needed.
Q13. Due to the required trench width on De L’Ogier Dr, we strongly advise a complete pavement remove and replace for this area.
USACE Response Q13: Not permitted; bid as specified
Q14. Please advise if a conventional auger boring and jacking operation will be acceptable in lieu of the MTBM.
USACE Response Q14: It is the Engineer’s opinion that a conventional auger boring and jacking operation is not feasible given the available space underground between other utilities. The awarded Contractor may submit shop drawings determining the feasibility of conventional auger boring and jacking operations for review by the Engineer.
Q15. Section 33 05 23 page 9 paragraph 3.1.1 They say you will need to do a tight sheeted shaft. Will sheeting be required for the pits?
USACE Response Q15: Refer to Amendment 0002, bid as specified.
Q16. Section 33 05 23 page 10 paragraph 3.1.1.1 e talks about a thrust block. If you have to have a stamped engineer do this - I think you will have to increase the length of the pit to 40' long and then construct a concrete block at the rear of the pit that is the width of the pit and approximately 2' thick and probably 4' tall and probably reinforced. Is that the intention of the thrust block spec?
USACE Response Q16: Refer to Amendment 0002, bid as specified.
Q17. Are we required to include engineering & design for the casing?
USACE Response Q17: Refer to Amendment 0002, bid as specified.
Q18. Section 33 05 23 page 7 paragraph 1.8.1.2 g and Section 33 05 23 page 14 all of section 3.5 talk about instrumentation/monitoring/surveying before, during and after our operation. How will this be handled? We request an additional CLIN for this work.
USACE Response Q18: The activities identified in Section 33 05 23 page 7 paragraph 1.8.1.2 g, and Section 33 05 23 page 14 all of section 3.5 are incidental to the project – bid as specified.
Q19. I wanted to verify that the bid bond should be made out to the US Army Corps of Engineers or to the Village of Glenview?
USACE Response Q19: The bid bond is a USACE requirement. It is typically provided to the USACE on a Standard Form 24.
Q20. Also wanted to know if you have a specific bond form that should be used or will a standard AIA form be sufficient?
USACE Response Q20: See the aforementioned response at Q19.
Q21. It has been our firm’s experience that when a prevailing wage work classification is not clearly defined in the contract documentation, an in-kind work classification rate and fringe shall be used for compensation on the project.
Our firm is signatory with Local 150 Landscape Operators, which consists of Landscape Operators and Planstman (Laborers) which differ from traditional Heavy Highway Operator and Laborers. Because there are no activities that best identify with our field crew’s work activities, is it permissible to pay them the wage and fringes dictated by the union contract if sufficient backup is submitted to substantiate the wages respectively?
USACE Response Q21: The appropriate wage determination has been incorporated into the bid package, “General Decision IL20190009”. The winning Contractor will be required to comply with the Construction Wage Rate Requirements at clause 52.222-5, Section 00 70 00 of the solicitation. Also refer to clause 52.222-55 Minimum Wages Under Executive Order 13658 at Section 00 70 00 of the solicitation. To view full text of clauses, please visit www.acquisition.gov/FAR.
