SUMMARY OF CHANGES

BROADVIEW GENERATOR UPGRADE, ATS, BUILDING AUTOMATION SYSTEM EQUIPMENT AND

CONTROLS UPGRADE, IN CHICAGO, COOK COUNTY, IL

Contractor Questions and USACE Responses - Question #1: “The statement of work requires that we Overhaul the existing Generator. Can you please specify the extent of the overhaul? Will the engine require a major overhaul (Replacing/repairing inner components of the engine) or basic maintenance and tune up? Please advise? “

USACE Response to Question #1 - Refer to Section 01 11 00 Paragraph 2.1 text, "Provide all labor and materials required to inspect the existing Cummins generator, replace spark plugs, plug wires, belts, hoses, antifreeze, coolant, clamps, gaskets, caps and other parts as needed to optimize performance and ensure continued operation.". Exact details of the overhaul cannot be determined until the required inspection is completed to determine the specific needs. Electrical work on the generator is spelled out in detail in Section 01 11 00 Paragraph 2.2.

Question #2 – “The statement of work states to overhaul existing generator and Refit FFP - (This would mean to reinstall the required feeds and breakers on to the exist. generator no relocation of the unit is needed) Please advise?”

USACE Response to Question #2 – The Scope of Work does not require relocation of the generator unit.

Question #3 – “In the scope of work, 01-22-00, Measure & Pay, #2, It is shown as 400 amp ATS. Should it be 800 amp or Should it be both 800 amp and 400 amp?”

USACE Response to Question #3 – By way of this Amendment 0002, Attachment 6 has been added, which is a list of the equipment that must be supported by the ATS(s), the generator and interfaced with the BAS for control and monitoring. It is up to the bidder to determine the required electrical loads based on the equipment. Scope of Work Section 01 11 00 2.2 has been changed by way of this Amendment 0002 to add the following text: “Refer to Attachment ‘BAS Equipment Inventory’ for a list of all equipment that must be supported by the ATS(s), the generator and interfaced with the BAS for control and monitoring. It is up to the Contractor to determine the required electrical loads based on the equipment.”

Question #4 – “On the tap box, do you want cam locks installed? It is much safer.”

USACE Response to Question #4 - Section 01 11 00 paragraph 2.2 bullet 31 has been changed by way of Amendment 0002 to read as follows: “Furnish and install tap box with 500amp feed to GDP (Generator Distribution Panel). Tap box to be located on right hand side of outside door and include cam locks.”

Question #5 – “Should the tap box be rated for 600 amp?”

Scope of Work Section 01 11 00 2.2 has been changed by way of this Amendment 0002 to add the following text: “Refer to Attachment ‘BAS Equipment Inventory’ for a list of all equipment that must be supported by the ATS(s), the

W912P618B0004 generator and interfaced with the BAS for control and monitoring. It is up to the Contractor to determine the required electrical loads based on the equipment.”

Question #6 – “Are we supposed to dig below grade 32 inches for the incoming conduits from ComEd?”

USACE Response to Question #6 - The trenching mentioned in the Scope of Work Section 01 11 00 paragraph

2.2 is within the mechanical room per the facility drawings provided, which has a space heater. Bidder is to determine the required trenching depth per the existing equipment and any applicable requirements from section 31 00 00.

Question #7 - “Would you please remind me what hours the ICE building is open for contractors to do their work?

Also, it is my understanding that your building is not open on weekends (Sat & Sun) but could be with special permission if certain work needed to be completed without interruption. If this is incorrect, please let me know.

Would you also confirm what days ICE is closed for holidays. I am assuming Federal holidays (which I have the list) but are there others?”

USACE Response to Question #7 - Per Scope of Work Section 01 10 00 General Provisions:

“Installation, unless otherwise noted, shall occur during regular business hours, Monday through Friday. All work must be prescheduled to allow for Program notification and personnel to escort. Requests for evening or weekend work must be submitted seven (7) days in advance, and are depending on and special afterhours operations and the availability of escort staff.”
