PART 1 GENERAL
The procedures for the submission of all proposals shall be furnished as specified in this Section and in accordance with the additional procedures listed below.
1.0 ACQUISITION METHOD.
Through use of the best value method of contracting, using the source selection trade off process, the USACE-Chicago District seeks to acquire the services described in this solicitation and its accompanying documents. This particular acquisition method considers award to other than the lowest priced offeror or other than the highest technically rated offeror. In addition, this process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal.
1.1 WHO MAY SUBMIT.
Competition for this acquisition is RESTRICTED TO SMALL BUSINESS CONCERNS. The applicable North American Industry Classification System (NAICS) code for this procurement is 237990. The intent of this Solicitation is to select one contractor to perform ecosystem restoration services at Nippersink Creek. Firms organized as construction contractors that have associated specifically for this project, or other interested parties, may submit proposals. In the latter case, the association may be a joint venture or a subcontractor. If submitting as a joint venture, ensure that the joint venture business name is registered in like manners in the System for Award Management (SAM) database (visit: http://www.sam.gov/); Note: As mandated by the law, this Agency cannot award a contract to a contractor who is not registered in the SAM database. Also note that if joint venturing with a mentor protégé relationship in place, the mentor protégé agreement must be pre-approved by the SBA prior to the joint venture submitting its proposal to this Agency.
1.2 SUBMISSION DEADLINE.
Proposals shall be received by the Corps of Engineers, Chicago District Office no later than the time and date specified in Block 13 of the SF 1442 (Page 1) of this Solicitation. ELECTRONIC OR FAXED PROPOSALS WILL
NOT BE ACCEPTED.

2.1 PROPOSAL REQUIREMENTS
2.1.1 SECTION 1: PAST PERFORMANCE
a. Channel Construction. The offeror and/or its sub-contractor shall provide a narrative describing a minimum of two projects performed within the last 10 years at project sites located in the USA/Canada wherein it and or its subcontractor has fully completed restored sections of low to medium gradient streams within the Midwest or coastal plain areas. Restoration work accomplished on both submitted projects must have included the use of all of the following techniques in order to achieve the highest rating: 1) gentling the slopes of banks for native plantings to establish, 2) installation of boulder and cobble riffles to reverse channel incision processes, and 3) utilizing proper techniques that will allow the channel to migrate freely within its floodplain. Both projects shall be of at least 250-feet in length.
Any submissions that do not provide details on all three of the techniques will be lower rated.
For each project included in the narrative, submit references with contact names and phone numbers along with project photos (preferably before and after). Pictures are for reference only, however, the quality of photos will help to inform the evaluators on the success of completed projects. Photos must include the date the photo was taken. Also included in the narrative must be a brief (500 words or less per project) description of the project location, date of start and stop of work, and implementation strategy for each project submitted. The description of the implementation strategy must include under what kind of conditions work was performed (e.g., dry vs. wet), what type of equipment was used, what type and volumes of materials used, any changes made to the original design during construction, and were the goals of the project met after construction was complete. Projects that demonstrate the restoration of a natural stream flow and geomorphic processes will be rated higher than projects that just stabilize banks. Projects that demonstrate successful completion of work in wet conditions will be rated higher.
b. Native Plant Community Establishment The offeror and/or its sub-contractor shall describe a minimum of three completed projects performed within the last 10 years that had the following characteristics: stream bank, sedge meadow, wet prairie, wet mesic prairie, and oak savanna. Projects that have any of these characteristics and are also in the following locations will be highly rated: the Fox River basin, Kishwaukee River basin, Mukwonago River basin, and the Illinois counties of McHenry, Lake, Cook, DuPage, Kane, Boone and Wisconsin counties of Kenosha and Racine.
The projects must have resulted in the establishment of a diverse native plant community with minimal coverage of harmful invasive species, such that there are no longer any remaining dominant patches of invasive species, only scattered individuals. Projects must be at a minimum of 50-acres in size and be between 3 to 10 years old. Projects that involved proper and efficient control of woody and herbaceous invasive species and installation of a diverse mix of native plant seeds will be more rated more highly.
For each project include references with contact names and phone numbers along with project photos (preferably before and after), brief (500 words or less) project description. Pictures are for reference only, however, the quality of photos will help to inform the evaluators on the success of completed projects.
Photos must include the date the photo was taken. The narrative must include a description of the project locations, start and end dates of work performed for each project, type of conditions under which work was performed (e.g., winter vs. summer), type of equipment (e.g., back pack sprayers) and material (e.g., herbicides, size of plant containers, etc.) used, list of plant species controlled as invasive species, techniques used to control invasives and if work was successful in meeting project goals and objectives.
Projects that demonstrate a selective (e.g., back pack sprayers, hand held implement, etc.) approach to controlling invasive plant species will be higher rated than projects that used a broad-scale general approach. Projects that demonstrate successful control of invasive plant species over more than 200-acres will be higher rated than projects less than 200-acres.
2.1.2 SECTION 2: PERSONNEL QUALIFICATIONS
a. On-Site Supervisor Experience for Channel Construction. The offeror and/or its sub-contractor shall describe via a narrative a minimum of 5 years experience in providing on-site supervision of riverine/riparian restoration, maintenance and monitoring of lowland / low gradient streams. The offeror and/or its sub-contractor are required to provide dates to show 5 years of experience. Dates must correlate to work on projects that involve work on riverine/riparian restoration projects.
The offeror or subcontractor must demonstrate they have experience in moving earth in order to manipulate riverine hydraulics to reestablish natural processes and structure. Their experience will be rated higher if it includes bringing a stream to equilibrium utilizing natural techniques of vegetation and glacial stone (use of the “bioengineering” methods such as coir rolls, riprap, lunker boxes, willow stakes, do not qualify and if included, will receive an UNACCEPTABLE rating.)
Experience must be detailed in a narrative that may include photos, although photos are not required. The narrative (1000 words or less) must include descriptions of projects and the role the supervisor performed for these projects. Project descriptions must include start and end date of involvement in the project (should correlate to dates claimed as on-site supervision), where the project was located, what type of equipment was used in the project, what type of materials were used and what was the outcome of the project. Demonstration of supervision of projects that involved naturalizing hydrologic/hydraulic and geomorphic processes will be rated higher than projects that just stabilize banks.
b. On-Site Supervisor Experience for Native Plant Community Establishment.
The offeror and/or its sub-contractor must demonstrate extensive on-site supervision experience. To achieve the highest rating, extensive experience means experience with ALL of the following: use of herbicides to control herbaceous and woody invasive species; non-chemical means to control invasive species; knowledge of installing native plant seeds under dormant conditions; removing selective tree species during winter months (outside growing season.) Experience must be detailed in a narrative that may include photos, although photos are not required.
Experience with broadcast methods of native plant seed installation will be higher rated than drill installation. Experience controlling Phalaris arundinacea, Mellilotus spp., Phragmites australis and Cirsium spp. will be higher rated than other invasive species.
The offeror and/or its sub-contractor must demonstrate expertise in field identification of native and non-native plants. Offeror and/or its sub-contractor must provide a description of plant identification classes, and/or plant assessment reports performed and written by the offeror and/or its sub-contractor. Experience with identifying woody species in dormant conditions will be rated more highly.
The offeror and/or its sub-contractor shall provide resumes documenting and describing a minimum of 5 years experience in providing on-site supervision of native plant restoration, maintenance and monitoring on projects of at least 50-acres in size. Experience in controlling invasive species alongside Threatened and Endangered species plant species is desired and will be rated higher. The offeror and/or its sub-contractor are required to provide dates to show 5 years of experience. Dates must correlate to work on projects that involve work on native plant restoration projects. Work performed in restoring native plant communities within the Fox River basin, Kishwaukee River basin, Mukwonago River basin, and the Illinois counties of McHenry, Lake, Cook, DuPage, Kane, Boone and Wisconsin counties of Kenosha and Racine will be rated higher than work performed outside of these locations.

PROPOSAL EVALUATION SYSTEM
1.0 PROPOSAL EVALUATION.
An evaluation team will evaluate each eligible proposal in response to this RFP. The number and identities of Offerors are not revealed to anyone who is not involved in the evaluation and award process or to other Offerors.
Proposals will be evaluated based on the factors described herein. The technical and non-technical aspects of each proposal will be evaluated.
1.1 EVALUATION PROCESS.
The evaluation process essentially consists of the following: 1) Proposal compliance review, 2) technical evaluation,
3) price evaluation, and 4) price technical trade-off analysis.
1.2 PROPOSAL COMPLIANCE REVIEW.
The Contracting Office will make an initial review of each of the proposals to ensure all requirements are met.
Thereafter, the findings will be submitted to the Contracting Officer for review.
The proposals will not be evaluated at that time. The purpose of this preliminary review session is to ensure that all proposals meet the basic requirements for evaluation.
1.3 EVALUATION FACTORS.
The Source Selection Evaluation Board members will rate the Technical Evaluation factors, using the adjective and risk rating system described herein.
The relative orders of importance are indicated below:
Section Factor Relative Importance
Section 1 Past Performance 1st (more important than Factor 2) Section 2 Personnel Qualifications 2nd (more important than Factor 3) Section 3 Price (less important than all other non-price factors when combined)
Proposals will be evaluated on their own merit. All non-price evaluation factors, when combined, are more important than price.
2.0 DESCRIPTION OF PROPOSAL EVALUATION CRITERIA.
2.0.1 The non-price factors will be rated on a qualitative basis. Price is considered separately.
2.0.2 RATING ADJECTIVES (These rating adjectives will be used to evaluate 1 and 2):
Outstanding: Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Good: Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Acceptable: Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Marginal: Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Unacceptable: Proposal does not meet requirements and contains one or more deficiencies. Proposal is un-awardable.
2.1 SECTION 1: PAST PERFORMANCE (FACTOR 1).
2.2 SECTION 2: PERSONNEL QUALIFICATION (FACTOR 2).
a. On-Site Supervisor Experience for Channel Construction.
