Contractor Inquiries

Question #1: Would it be possible to add section 3.4.3.1 from the Portage Lakefront Park Ecosystem Restoration project into the Nippersink Creek Section 206 documents? The section reads as follows:

“3.4.3.1 Safety Requirement for Establishment of Native Landscape During the establishment period for the native plantings (Years 2-5) only, the superintendent or foreman can have an additional role as the Site Safety and Health Officer (SSHO). The Contractor may designate the superintendent or foreman as the SSHO during the establishment period. Submit, for approval, documentation the superintendent has the following qualifications:

a. A minimum of 30 hours Occupational Safety and Health Administration (OSHA) Construction or General Industry training for approval.

b. Meets the requirements of EM 385-1-1, Section 1 and 29 CFR 1926.16 for the project.”

Answer: Specification Section 01 45 00.00 has been modified by this amendment. Please see Specification Section 01 45 00.00 for revisions.

Question #2: Barring any potential changes in the QAQC team as they relate to the above question, we would like to know if it is the government’s intent to have the full QAQC / Safety team as outlined in the documents (including the SSHO, the CQC System Manager, and the submittals clerk) for the full five year duration of the project. If so, was this included in the owners construction cost estimate?

Answer: By this amendment, changes have been made to Specifications Section 01 45 00.00. Please bid accordingly.

Question #3: Per section 01 45 00.00 – “3.4.4 Organizational Changes” it appears that we can make changes in the CQC staff as the work dictates. Can we designate an individual who meets all the necessary requirements as both the foreman of the native landscape management activities and as the SSHO?

Answer: Based on the changes made to Section 01 45 00.00 in this amendment, the superintendent or foreman during Year 2-5 activities can act as the Site Safety and Health Officer(SSHO).

Question #4: Can we designate an individual who meets all the necessary requirements as both the foreman of the native landscape management activities and as the CQC systems manager?

Answer: Based on the changes made to Section 01 45 00.00 by this amendment, the CQC System Manager must be assigned as System Manager and have no other duties.

Question #5: Can we designate one individual who meets all the necessary requirements as the foreman of the native landscape management activities, the CQC systems manager, and the SSHO?

Answer: Please see the response to Question #4.

Question #6: Would the owner consider alternate stockpile locations to help reduce the long haul distances involved in the excavation?

Answer: No alternate stockpile locations will be allowed.
