D. By w ay of this Amendment 0004, the USACE is responding to Contractor’s inquiries - see the following page.

E. The following Parts and Exhibits of the Performance Work Statement have been revised:

Parts 1, 5, 6, Exhibits 1 and 2.

THE USACE’s’ RESPONSES TO CONTRACTOR’S INQUIRIES ARE PROVIDED AS

FOLLOWS:

Question 1: “We have one question with regard to the section INDEXING. The statement, "This will not be an auto-generated index, but a conceptual one.

We understand you do not wish to apply the auto-generated feature in Design.

Do we understand the term "conceptual" means manually layout and apply design elements to provide an appealing look to the index.”

USACE Response Q1: By "conceptual" we mean manual layout with design elements using an index that was not merely auto generated but is relevant and accurate. This Amendment 0004, revises Paragraph 5.1, Section titled “Indexing” to include this language.

Question 2: “In searching for the example USACE: A History, we noticed many documents on the site and downloading took an extremely long time.

Will you also anticipate and require a digital on-line web version as well? If this is anticipated we can prepare another document for on-line use which is NOT bulky in size and will seamlessly download while maintaining quality resolution.

Do we understand you will require an on-line web version in addition to the high resolution version for Print Ready?”

USACE Response Q2: The Performance Work Statement has no requirement for a digital on-line web version. Per the Performance Work Statement, the Contractor must provide a print ready PDF. See Section 1.6 Final Print Preparation section.

Question 3: “Amended contract calls for delivering files to contractor approximately April 14. So this project from start to finish is April 14th to May 15th?”

USACE Response Q3: The revised Performance Work Statement, dated 7 March 2014 in Amendment 0002, Paragraph 1.5 Period of Performance states that USACE will provide the manuscript and images to the contractor approximately April 14, 2014, and that the required project completion date is on or before May 25, 2014. See Part 5, Section titled Project Timeline. This Section is revised byway of this Amendment 0004 to incorporate this new project submittal due date.

Question 4: “The Statement of Work mentions that Indexing will involve ³approximately seven images per page.² How will images be used in the index?”

USACE Response Q4: Both images and text should be included in the indexing process.

There is no special treatment expected for images. Seven entries per page is an approximate estimate. Specific content of the index will depend on the content of the final manuscript. It would be reasonable to assume that some sub-listings might be included, where appropriate. This Amendment 0004, revises Paragraph 5.1, Section titled “Indexing” to include this language.

Question 5: “The SOW also refers to seven "entries" per page, which seems quite low. Do you anticipate a number of sub-listings under each of the seven entries on each page?”

USACE Response Q5: As noted in Section 1.4 of the Performance Work Statement, Seven entries per page is an approximate estimate. Specific content of the index will depend on the content of the final manuscript. It would be reasonable to assume that some sub-listings might be included, where appropriate. This Amendment 0004, revises Paragraph 1.4 to include this language.

Question 6: “Will the index be part of the supplied template?”

USACE Response Q6: No. The template does not include the index. This Amendment 0003, revises Paragraph 1.6, Section titled Production Layout, to include this language.

Question 7: “What version of InDesign is required by your office to layout the document?

USACE Response Q7: To clarify, the government doesn't require the contractor to purchase a new version of InDesign. It doesn't matter what version of InDesign the contractor uses to create its file as long as the USACE can open it with the USACE's version; the USACE uses Creative Suite 5.

Question 8: “We have received Amendment 0002 to this solicitation, including the latest round of answers to interested vendor questions, most of which center on the potential project’s schedule for copyediting, designing and laying out the book, proofing it, integrating USACE comments and change requests, final proofing, and indexing, including two rounds of layout text revisions. After reviewing the changes, we too are very concerned about the feasibility of that schedule, based on our extensive experience in all phases of the book production process.

The original Statement of Work, dated February 28, 2014, states on page 17 that “Final product with native files and PDF for printing will be submitted to USACE within 55 days of contract award.” Although tight for a project of this magnitude (350-page manuscript, 300 captioned illustrations, maps, tables, and charts, appendices, and front and end matter), we believed that the production was doable based upon the originally described timeframe and began preparing our bid.

However, Amendment 0001 of March 5 indicated that “USACE will provide the winning contractor with the completed manuscript and images by approximately April 10, 2014,” well beyond the originally anticipated start date, with the May 15, 2014 completion date remaining firm, rendering the 55 day completion period untenable.

In Amendment 0002 of March 7, the April 10 date was pushed back further to April 14, but yet USACE stated that May 15 was a “hard deadline” and that “There will be no extensions.”

Moreover, USACE stated that while the “Award will be made on or before March 18, 2014,” it “does not yet have a draft manuscript from the historian, and no specific page count can be given at this time.” This raises questions about the quality of the manuscript and precisely how much editing and proofing will need to be done, thereby affecting the final schedule.

Under these changing circumstances, our editing, design, and indexing team does not believe that it is possible to produce a high quality print-ready proof in only a month, beginning on April 14 and ending on May 15. The days required for such a project as described, even with work performed concurrently, do not add up, especially with the necessary time required for USACE review and quality control.

Therefore, we request that USACE-Chicago district review its schedule as described in this solicitation and revise it accordingly, to take into account such items as quality control, revision, and internal USACE review, upon which timely completion will wholly depend.

We would like to suggest that a more reasonable schedule, predicated upon a 55 day completion period from date of receipt of all manuscript materials, would be most appropriate for this project.”

USACE Response Q8: This Amendment 0004 revises the project completion date from 15 May 2014 to “on or before May 25, 2014”.

Question 9: “We noticed this is an update to an existing publication, could you tell us approximately how many pages (excluding covers) the previous book contained?”

USACE Response Q9: This new book is a stand alone product, it is not an updated version or an extension.

END OF QUESTIONS AND RESPONSES

Indexing

Once USACE approves the final proof, the contractor

Responsibilities, Policies, and Procedures."

will compile a comprehensive index (not merely auto-generated) of moderate depth (approximately 7 entries per page).

Both images and text should be included in the indexing process.

There is no special treatment expected for images. Seven entries per page is an approximate estimate.

Specific content of the index will depend on the content of the final manuscript. It would be reasonable to assume that some sub-listings might be included, where appropriate.

PRS #4.

Quality Control

Following layout, a proofreader will undertake a comparison between the manuscript and the page proofs, correcting typos and querying errors and deviations from the specified style and format. Queries are referred to the project manager for resolution.

After corrections have been made, the contractor will

compare the corrected proofs to the original proofs to ensure that all corrections are accurate and that no new errors have been introduced.

Before the document is finalized, a quality control specialist for the contractor will examine the pages to ensure that the format has been consistently applied, the pagination is correct, the table of contents matches the text, and cross-references are accurate. Any corrections resulting from the quality control review are checked again by the quality control specialist before the layouts are considered complete.
