PROPOSAL EVALUATION SYSTEM

(EVALUATION FACTORS FOR AWARD)

PART 1 GENERAL

1.1 PROPOSAL EVALUATION

An evaluation team will evaluate each eligible proposal in response to this RFP. The number and identities of offerors are not revealed to anyone who is not involved in the evaluation and award process or to other offerors.

Proposals will be evaluated based on the factors described herein. The technical and non-technical aspects of each proposal will be evaluated.

1.2 EVALUATION PROCESS

The evaluation process essentially consists of three parts, which are described in paragraphs 1.3, 1.4 and 1.5 below.

1.3 PROPOSAL COMPLIANCE REVIEW

The Source Selection Chairperson will make an initial review of each of the proposals to look for apparent errors, omissions and areas that require clarification. Thereafter, the findings will be submitted to the Contracting Officer for review. This information will state the specific nature of the question and the page and paragraph of the proposal requiring correction or clarification. The Contracting Officer will review the findings and, if considered appropriate, task the Chairperson to submit questions to the offerors for a quick response to the Contracting Officer. The Chairperson and the Contracting Officer will not cite apparent deficiencies (parts of the proposal that fail to meet the Government’s requirements). The proposals will not be evaluated at that time. The purpose of this preliminary review session is to eliminate minor irregularities or apparent clerical mistakes. This preliminary evaluation will assure that each proposal contains a technical and price proposal, and that all required forms and certifications have been fully completed.

1.4 TECHNICAL ACCEPTABILITY EVALUATION

The evaluation team will evaluate each proposal passing the first review, above. The proposals of the compliant offerors will be evaluated against the technical evaluation factors to determine whether the proposal is acceptable or unacceptable, using the ratings and descriptions outlined below. The purpose of the technical factor is to assess whether the offeror’s proposal will satisfy the Government’s minimum requirements.

The Rating Description is as follows:

Acceptable: Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable: Proposal does not clearly meet the minimum requirements of the solicitation.

1.5 PRICE EVALUATION

Offerors whose proposals are rated as “technically acceptable” will have their price proposals evaluated for fairness and reasonableness using price analysis. Any proposal rated as technically unacceptable will not be considered for further consideration; thus, the Offeror’s price proposal will not be evaluated. Price will also be checked for unbalancing of line items.

PART 2 DESCRIPTION OF PROPOSAL EVALUATION CRITERIA

The technical evaluation criteria (Sections 1 through 3) will be rated on a qualitative basis. Price (Section 4) is considered separately as discussed in Para. 1.5 PRICE EVALUATION, above. In order to receive an “acceptable” rating for each factor and subfactor, the contractor must provide and or adequately address all items delineated in the respective below factors and subfactors. Any rating of an “unacceptable” will result in the proposal being considered technically unacceptable; therefore, the Offeror must receive an acceptable rating for all factors and subfactors for its proposal to be considered technically acceptable and eligible for price evaluation.

SECTION 1: TECHNICAL EXPERTISE and QUALIFICATIONS (Tab 1)

The Offeror is required to submit a Proposal documenting meeting or exceeding the Evaluation Factors and subfactors identified herein this Solicitation. The submittal shall include details of at least two projects within the past five years, including but not limited to:

a. Name of Project

b. Date of Offeror’s involvement of project Owner/Agency

c. Resume’s and Roles of Key Personnel

d. Point of Contact including phone number, physical and e-mail or physical address,

e. Role within the project of the Offeror – details of the duration, scope and quantity of the work in which the Offeror was directly involved and for which Offeror was responsible.

f. Value of the portion of the work for which the Offeror was responsible.

Submittal of records and materials adequately documenting the projects will result in an ACCEPTABLE rating for this criterion. Failure to submit adequate documentation and materials, or documents and materials not indicating fulfillment of this criterion will result in an UNACCEPTABLE rating for this criterion.

The Offeror or its subcontractor shall have specifically performed the work similar to that in this solicitation in scope, complexity and scale for at least two contracts within the past five years. For at least two contracts within the past five years, the Offeror or its subcontractor shall have specifically executed the following tasks:

Not Relevant: Present/past performance effort within the past five years which involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

(2) The second aspect of the past performance evaluation entails determining how well the contractor performed on past contracts. Past performance information will be obtained from questionnaires – See Attachment A.

PAST PERFORMANCE SURVEYS: The offeror is required to provide information submitted from references.

The Past Performance Questionnaire (PPQ) (Attachment A) shall be used. This questionnaire shall be forwarded to a minimum of four (4) and a maximum of seven (7) agencies/companies for which the offeror has performed similar work within the past 10 years, from 30 April 2002 to 1 May 2012. In turn, the evaluating agencies/companies shall submit the completed questionnaires by either e-mail or fax to kim.m.beard@usace.army.mil; fax: 312-886-5475. No questionnaires will be accepted directly from the offeror being evaluated. The Government will evaluate the quality and extent of offeror’s experience deemed relevant to the requirements of this RFP. The Government will use information submitted by the offeror and other sources such as other Federal Government offices and commercial sources, to assess experience. Subcontractor Consent: Past performance information pertaining to a subcontractor cannot be disclosed to the prime offeror without the subcontractor’s consent. Offerors shall provide with the proposal a letter from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime contractor.

The evaluators will use the below “Performance Confidence Assessments:”

Substantial Confidence: Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence: Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Limited Confidence: Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence: Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Unknown Confidence (Neutral) No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

Past Performance Evaluation Ratings Rating Description:

Acceptable: Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
