AMENDMENT NO. 0002

SUBJECT: REQUEST FOR PROPOSALS NO. W912P6‐12‐R‐0004, CUP MCCOOK RESERVOIR, ROCK WALL

STABILIZATION 1B PROJECT, COOK COUNTY, ILLINOIS

SUMMARY OF CHANGES

A. PROPOSAL DUE DATE: The Proposal Due Date is NOT EXTENDED by this Amendment;

therefore, Contractor’s proposals must be furnished to the USACE by 4:30 pm CDT on August 16, 2012 to be considered timely submitted. Detailed information regarding the submission of proposals is located in SECTION 00100 of the Solicitation document.

B. AMENDED SOLICITATION SECTION 00010 ‐ SOLICITATION CONTRACT FORM:

(1) The Contract Line Item title for Sub‐Contract Line Item No. 0009AB is changed to read as: “B ITEM: ALL OVER 2000 LINEAR FEET.”

(2) At the Bid Notes, paragraph e., “OPTION WORK,” is revised to read as follows: At the government’s discretion, it may unilaterally award any or all of the Option Items (0018 through

0043) within 200 calendar days following the contractor’s acknowledgment of the Notice to

Proceed Letter. For any option exercised, the option will be awarded at the price(s) set forth in the resultant contract and the work must be completed within the performance time of the contract. No additional scheduled time will be added to the contract in the event both options are exercised.

C. AMENDED SOLICITATION SECTION 00100 ‐ PROPOSAL EVALUATION SYSTEM (EVALUATION

FACTORS FOR AWARD):

(1) At Paragraph 2.1.2 SECTION 2: PAST PERFORMANCE (Tab 2), the date for submitting the Past Performance Questionnaires is changed as follows:

“Past Performance Reference List and Past Performance Questionnaires shall be submitted to the Contracting Branch, USACE‐Chicago District no later than August 16, 2012 at 4:30 p.m.

CDT.”

(2) At paragraph (c) at FAR Clause 52.228‐1, the amounts set forth by the clause are changed to read as follows: (c) The amount of the bid guarantee shall be 20% of the Contract value or $3

Million, whichever is less.

D. PROJECT SPECIFICATION CHANGES: The revisions made to the various Specification Sections are mentioned throughout the responses provided by the USACE – See the below paragraph G. The relative changed Pages are incorporated hereto and shall be replaced with the previously issued pages, published by way of www.fbo.gov on 16 July 2012.

E. DEPARTMENT OF LABOR WAGE RATES (DAVIS BACON ACT): This Amendment incorporates the most current applicable Department of Labor wage rates (General Decision Number IL120009 dated 08/03/2012) and are attached hereto.

F. PRE‐PROPOSAL MEETING, ATTENDANCE ROSTER: The attendance roster from the Pre‐ Proposal Meeting held on August 3, 2012 is attached hereto.

G. USACE’S RESPONSE TO INTERESTED OFFEROR’S INQUIRY: Provided below are the USACE’s responses to Contractor’s inquiries. The block of inquires represent submittals that have been received since the advertisement of the RFP Package through August 9, 2012.

QUESTION #1: On page 48, Section 1 Technical Expertise – it states "include details of at least 2 projects within the past 5 years and include Items A‐F."

a. Please clarify what you mean by item B – Date of Offeror’s involvement of project Owner/Agency?

b. If we are using projects of a Key Subcontractor, please confirm that although it say’s “Offeror” in multiple locations in items A‐F it should state “Offeror or Key Subcontractors.”

c. Item C – please confirm you want resumes and roles of Key Personnel that were on each project submitted for Tab 1A, 1B, 1C and 1D even if they will not be the staff assigned to this project if awarded

USACE’S RESPONSE TO QUESTION #1:

a. Date of offeror's involvement refers to the time of the contract or project that the offeror was involved, as opposed to the overall length or dates of the project ‐ in the event that the offeror was not the prime contractor or was not involved for the entire duration of the job.

b. The term offeror refers to the Contractor submitting the proposal and all of his subcontractors. The relative contributions of the prime and subcontractors should be clearly indicated and it should be stated whether or not key subcontractors are committed to this project/proposal.

d. We want the Key Personnel indicated in a manner that is clear as to whether or not they are part of the team proposed for this work. Key personnel and resume's for this proposal should be included.

QUESTION #2: Page 44, item 2.1.1 Technical Expertise – requests projects completed within the past 5 years. Item 2.1.2 Past Performance – Relevancy states … present/past performance effort within the past 10 years…” Page 48 Evaluation Factors Section 1 states … at least 2 projects within the past 5 years…” Page 49 Section 2 states both past 5 years and past 10 years (in different paragraphs). Please confirm if you want projects and past performance within the past 5 years or 10 years.

USACE’S RESPONSE TO QUESTION 2: All projects and experience cited should be within the past 5 years. The reference to 10‐years is an error and is corrected by this Amendment.

QUESTION #3: Are the Past Performance Surveys (Attachment A) to be sent for the same projects in Section 1 – Technical Expertise?

USACE’S RESPONSE TO QUESTION #3: Yes, they can be used.

QUESTION #4: On page 49 it states “… evaluating agencies/companies shall submit the completed questionnaires by either email or fax to kim.m.beard… No questionnaires will be accepted directly from the offeror being evaluated.” On the bottom of Attachment A page 1 it states “NAVFAC/USACE requests that the client completes this questionnaire and submit directly back to the Offeror…” Please confirm if Past Performance Surveys (Attachment A) are to be returned to the offeror to submit their proposal or should be submitted directly to the USACE by the evaluator.

USACE’S RESPONSE TO QUESTION #4: See bottom of Page 1 of Attachment A (Past Performance Questionnaire). Offeror shall return questionnaire with its proposal.

QUESTION #5: If Past Performance Surveys (Attachment A) are to be sent directly to the USACE by evaluators, please confirm the only thing that will be in the proposal in Section 2 Past Performance will it be a listing of references to whom the surveys were sent.

USACE’S RESPONSE TO QUESTION #5: See Response to Question #4.

QUESTION #6: Is attendance at the Pre‐Proposal Meeting on August 3, 2012 at 10:00 a.m. mandatory in order to bid on this project?

USACE’S RESPONSE TO QUESTION #6: No, attendance is not mandatory for the Pre‐ Proposal Meeting in order to bid on this project.

QUESTION #7: Please confirm the bid guarantee amount, as there are two different amounts in the RFP; Page 45: 20% or $3,000,000 and Page 54: 20% or $8,000,000.

USACE’S RESPONSE TO QUESTION #7: This Amendment corrects Section 00100 of the Request for Proposal, 52.228‐1 to show 20% or $3M, whichever is less, for the Bid Guarantee.

QUESTION #8: Pay item 0004 reads, “This item identifies information that relates directly to Sub‐Items 0004AA through 0004AB is not to be scheduled separately for delivery, identified separately for shipment or performance, or priced separately for payment purposes. In that regard, the Offeror shall set forth its pricing at Sub‐Items 0004AA through 0004AB.” What value do we enter on the bid form for line item 0004?

This question applies to all similar situations on the bid form.

USACE’S RESPONSE TO QUESTION #8: No amount should be entered at Clin 0004, as it is the parent Clin; please enter pricing at 0004AA and 0004AB.

QUESTION #9: Pay item 0009AA calls for Type 1, #8 rock dowels up to 2,000 linear feet for a quantity of 2,000 linear feet. Pay item 0009AB calls for Type 1 #8 rock dowels over 1,000 linear feet for a quantity of 1,000 linear feet. Should pay item 0009AB read, Type 1 #8 rock dowels over 2,000 linear feet for a quantity of 1,000 linear feet?

USACE’S RESPONSE TO QUESTION #9: This is correct ‐ the item should be "All over 2,000 linear feet ‐ qty. 1,000 linear feet," and is corrected by this Amendment 0002.

QUESTION #10: What is the specified opening size for the structural mesh? Section 32 72 13 2.8 states a diameter and coating but not the mesh opening size.

USACE’S RESPONSE TO QUESTION #10: The opening size has been amended via this Amendment 0002 and is specified as not less than 2‐inches nor greater than 8‐inches.

(ROCK REINFORCEMENT para 2.10)

QUESTION #11: Sections 31 72 13 2.4, 2.5, 2.6, and Section 31 72 13 2.1 Plates, Nuts, and washers don’t specify whether a corrosion protective coating is required. Please clarify.

USACE’S RESPONSE TO QUESTION #11: (ROCK REINFORCEMENT para. 2.12). This Specification Section is amended via Amendment 0002 to state the following: Corrosion protection is required for all nuts, washers and hardware as well.

QUESTION #12: Is construction machinery permitted to be left in place at the work sites. Section 1.52.02 1.6.2 states that all equipment shall be parked within the storage area at the end of each shift. This seems counterproductive considering that the storage area is 3 miles away from the work site. The demobilization daily of equipment only seems to be an issue because of a working quarry. Is there an equipment area available closer or is this question to be directed to Vulcan Materials? Please clarify this specification.

USACE’S RESPONSE TO QUESTION #12: This Specification Section is amended via Amendment 0002 to read: Equipment may remain on site; however, Vulcan Materials and MWRD may require damage claim waivers. Additional wording will be added to that effect in EXISTING CONDITIONS para 1.5.1.

QUESTION #13: During the scaling and meshing operations there will definitely need to be areas secured or completely blocked off from all mining traffic for safety. Will the contractor be allowed to flag or halt Vulcan’s production? Under what circumstances should be considered for basis of bid?

USACE’S RESPONSE TO QUESTION #13: [SPEC AMENDMENT] Work on the high wall above the ramp on the Canal Side of the excavation shall be coordinated with Vulcan to minimize impacts to mine truck traffic. The ramp is 100‐feet wide (+/‐ 5 feet)including an area of 10‐feet (+/‐ 2 feet) from the tow of the high wall that is separated by a berm from traffic, and a no‐drive zome 10‐feet from the edge of the ramp. Two lanes of mine truck (trucks 27 feet wide) traffic operate on the ramp during day shift. To minimize impacts on all parties, a maximum length of 250‐feet of the high wall shall be worked at a time unless otherwise coordinated with Vulcan. Temporary traffic controls consisting of barriers or traffic cones shall be placed to divert traffic away from the face being worked. Vulcan Materials will allow the traffic to be limited to a single‐lane in the zone where work over the ramp is in progress provided this scheduling is coordinated with them in the required meetings. (Wording to this effect has been added to the Section of the Contract entitled “ 00 31 19 EXISTING CONDITIONS, para. 1.4 Site Logistics.)

QUESTION #14: To perform the work on the south wall would require occupying the canal side access road. When is the estimated completion date of the slope grading operations currently being performed by Schwartz? Which contract has priority? The existing contract or W912P6‐12‐R‐0004. How are conflicts resolved between the different projects at McCook and or Vulcan Materials?

USACE’S RESPONSE TO QUESTION #14: From the amended spec section 00 31 19 para

1.5 Other Contract Work in Area:

"Overburden slope stabilization work is being completed under separate contract with Schwartz Excavating, Inc. on the canal side above the top of rock bench. The estimated completion date for the Canal Side work by Schwartz is end of January 2013. Weekly contractor coordination meetings with Vulcan Materials are conducted on site that include all contractors operating on site and Vulcan Materials along with representatives of USACE and MWRDGC. Scheduling issues are addressed at these meetings."

QUESTION #15: Can the ACOE as‐builts verify any widths around the quarry rim or benches?

USACE’S RESPONSE TO QUESTION #15: USACE has not surveyed the final width of the top of rock bench and the intermediate bench. The Top of Rock bench is estimated to be as described in the EXISTING CONDITIONS Section of the Specifications.

The conditions are depicted on PLATE G‐005 and described in 00 31 19 EXISTING CONDITIONS para. 1.5.2 Working Faces and Benches:

“The quarry will be excavated in benches and the floor elevation will change as excavation proceeds, depending upon location. The final configuration will consist of an essentially flat floor; however the layout prior to that point will vary. The Contractor's means and methods and logistics shall account for this variability. The top of rock surface surrounding the excavation will consist of a surface ranging from 18 to 25 feet at the foot of the overburden slope or overburden stabilization that consists of a shotcreted soil nail wall or gabion wall. An intermediate bench that is approximately 10 to 20‐feet in width exists along the canal‐side wall of the quarry approximately halfway between the top of rock and the final floor elevation of the reservoir. This bench is not level and has not been stabilized to the extent that it is considered an access ledge.

Mining of the quarry is being performed in benches that may provide intermediate temporary floors from which work may be performed if access is arranged with Vulcan.”

QUESTION #16: In the event that Option 2 and /or 3 is accepted, is there a time extension to the contract to complete these items?

USACE’S RESPONSE TO QUESTION #16: No additional schedule time is added. The completion date is specified as 730‐days following the Contractor’s acknowledgement of the Notice to Proceed. per item 11 on the SF 1442.

QUESTION #17: Are there any current water and plumbing stub ups for trailer setups?

Is there an electrical service available for use that is currently being utilized? If so, who has the electrical service?

USACE’S RESPONSE TO QUESTION #17: There are no water or sewer utility stubs.

Electrical service was brought to the site by a previous contractor, but has since been disconnected and the site has not been in use for over two years. Also see the response to question #19 below for water supply information.

QUESTION #18: Are all construction access roads and or haul roads in place as described in the “Temporary Construction Facilities” or at some point will access and haul roads be constructed under this contract?

USACE’S RESPONSE TO QUESTION #18: There are no specified access or haul roads in this contract. Any such construction is considered for the Contractor’s convenience, and is incidental to other items in the contract.

QUESTION #19:What will be the contract’s available water supply on site? What rules and regulations govern that supply?

USACE’S RESPONSE TO QUESTION #19: Added to 01 52 02.00 00 TEMPORARY CONSTRUCTION FACILITIES para 1.3.3:

Water is available from either MWRD’s potable water system or from the Chicago Sanitary and Ship Canal. The former will require metering and payment to the MWRD and is available from a hydrant at Vulcan’s parking lot. The latter may be obtained from a pump supplied by the Contractor. The MWRD also has a pump north of the CSX tracks and adjacent to the Vulcan scale house, but its operation is seasonal and would need to be coordinated with the MWRD.

QUESTION #20: Sections 31 72 13 2.4, 2.5, 2.6, and Section 31 72 13 2.1 Plates, Nuts, and washers don’t specify whether a corrosion protective coating is required. Please clarify.

USACE’S RESPONSE TO QUESTION #20: Specification 31 72 13.00 03 ROCK REINFORCEMENT para 2.10 has been revised via this amendment. Corrosion protection is required for all nuts, washers and hardware as well.

QUESTION #21: What is the minimum distance from the MWRD Railroad that needs to be respected?

USACE’S RESPONSE TO QUESTION #21: Added to 00 31 19 EXISTING CONDITIONS para

1.4 Site Logistics:

No obstructions shall cross a vertical plane offset 6 feet from the edge of the railroad tie.

QUESTION #22: Is there a tentative mining plan available from Vulcan?

USACE’S RESPONSE TO QUESTION #22: It is not spoken to beyond the description in the EXISTING CONDITIONS which says:

“The excavation of Stage 1 and Stage 2 of the reservoir will be ongoing at a schedule under control of Vulcan Materials and MWRDGC. Portions of the work area are currently exposed, and additional areas of work will be exposed as mining progresses.

Coordination of activities and access with the activities of Vulcan Materials shall be the Contractor's responsibility, and shall include the COR as appropriate.”

QUESTION #23: Per the contract specifications hand scaling is required after mechanical scaling. The quarry has hundreds of thousands of square feet of area. There are only a few areas where the hand scaling is spelled out. Obviously in areas where bolting, mesh installation, and shotcreting are performed hand scaling will be performed to protect Kenny employees, how much hand scaling is going to be directed by the Engineer?

USACE’S RESPONSE TO QUESTION #23: The quantities of Manual Scaling (CLIN 0006) for the base section of the contract are subdivided into “A” (CLIN 0006AA) and “B” (CLIN 0006AB) quantities. The “A” item is large enough and is intended to cover Manual Scaling of all areas of the Base Section of the contract (above the ramp) that are not being treated with Mechanical Scaling – because Mechanical Scaling includes follow‐on Manual Scaling. Some areas of the Base Section have already been treated, and may not require additional scaling, but the majority of the slope will be scaled by one or the other category of scaling.

QUESTION #24: In the event that Option 2 and /or 3 is accepted, is there a time extension to the contract to complete these items?

USACE’S RESPONSE TO QUESTION #24: No additional schedule time is added. The completion date is specified as 730‐days following the Contractor’s acknowledgement of the Notice to Proceed, per item 11 on the SF 1442. A statement in the IMPORTANT BID SCHEDULE NOTES item e. OPTION WORK is added through this amendment: "No additional schedule time will be added to the contract in the event either or both options are exercised."

QUESTION #25: Are there any current water and plumbing stub ups for trailer setups?

Is there an electrical service available for use that is currently being utilized? If so, who has the electrical service?

USACE’S RESPONSE TO QUESTION #25: There are no water or sewer utility stubs.

Electrical service was brought to the site by a previous contractor, but has since been disconnected and the site has not been in use for over two years.

QUESTION #26: Since this is specialty work is will be difficult if not impossible to satisfy the subcontracting plan. With this being known does making a good faith effort satisfy the subcontracting plan?

USACE’S RESPONSE TO QUESTION #26: Yes

QUESTION #27: Compared to the drainage area of the quarry, the contractor that performs the work on contract W912P6‐12‐R‐0004 will have drilling water that will probably not even be noticed as part of the quarry pump downs. Is the intent of Specification ‐ Procurement and Contracting Requirements (Division 00) – Drainage, to segregate the water produced under this contract? If so, is a separate IEPA permit required for discharging water?

USACE’S RESPONSE TO QUESTION #27: It is assumed process water generated by this contract will be minimal; however, disposal issues are the responsibility of the Contractor, including any permitting required.

SPECIFICATION 00 31 19 EXISTING CONDITIONS para 1.5.3 Drainage has been amended to read as: If the Contractor's water runoff is free of oil, machine fluids, and consists of water, rock cuttings and dirt from the activities required by this contract, it may be allowed to drain into Vulcan's internal drainage.

SPECIFICATION 00 31 19 EXISTING CONDITIONS para 1.5.4 Seasonal Quarry Operations has been amended to read as: Vulcan typically has a seasonal shutdown of variable length of time in the winter. During the winter months, Vulcan typically operates their dewatering system, but does not guarantee whether it will do so continuously;

however, it is not anticipated that significant standing water will accumulate along the high wall of the quarry during Vulcan's seasonal shutdown. Vulcan will not grade, maintain or plow (remove snow) from the roads during their winter shutdown.

QUESTION #28: Are all construction access roads and or haul roads in place as described in the “Temporary Construction Facilities” or at some point will access and haul roads be constructed under this contract?

USACE’S RESPONSE TO QUESTION #29: There are no specified access or haul roads in this contract. Any such construction is considered for the Contractor’s convenience, and is incidental to other items in the contract.

QUESTION #30: Are there any existing easements or permits that this contract needs to be aware of?

USACE’S RESPONSE TO QUESTION #30: Refer to Permits and Reasponsibility Clause 52.236‐7.

QUESTION #31: Pay items 0004 (A,B), 0018 (A,B), and 0032 (A,B) are for inspection assistance. As discussed at the pre‐bid, there are many different ways to provide access, all which have a wide range of costs. Please clarify exactly what is required for these items. Are we required to have cranes or will rope access be accessible for these pay items?

USACE’S RESPONSE TO QUESTION #31: Inspection Assistance consists of whatever means are necessary to provide hands‐free access (i.e. the person is not using hands for support or stability) to the rock face where needed. The means and methods shall be safe and comply with the Corps of Engineers Safety Manual – EM 385‐1‐1. If Rope Access is used, the means and methods shall include the specified level of assistance and shall comply with both the EM 385‐1‐1 provisions and the specified industry standards cited. No cranes or man lifts are required, however these may be included in the means and methods submitted in the Work Plan.

QUESTION #32: Part 1.13 of specification section 011000.0000, General Requirements, says that it shall be the responsibility of the Contractor to obtain all permits / licenses required for this project. Will permit fees be waived? If not, which permits will be required, and what are the fees associated with each permit?

USACE’S RESPONSE TO QUESTION #32: Refer to Clause 52.236‐7, Permits and Responsibilities. USACE has no authority to arrange fee waivers for any permits. The work does not specifically require any permits; however, the Contractor must determine what permits are required for the work based upon the means and methods he intends to use to accomplish the work.

QUESTION #33: Part 1.2.4 of specification section 317213.0003, Rock Reinforcement, talks about type 1 Mechanical Scaling & type 2 Mechanical Scaling. Both paragraphs have a line that reads, “Following the removal of larger materials, smaller materials shall be removed by means and methods used in Manual Scaling. No separate or additional Measurement and Payment will be made for manual scaling following Mechanical Scaling of an area.” When brought up at the pre‐bid, it was stated that this statement is not correct. Please confirm that all Manual Scaling will receive separate measurement and payment. Please confirm that Manual Scaling is not incidental to Mechanical Scaling.

USACE’S RESPONSE TO QUESTION #33: The statement cited is correct and remains unchanged ‐ Manual Scaling is required as a follow‐up to Mechanical Scaling and when it is performed as such will not be separately measured or paid for other than as incidental to Mechanical Scaling. Mechanical Scaling may be effective enough to minimize or reduce the level of Manual Scaling effort required to complete the scaling in these areas.

QUESTION #34: With regards to the Type 1 dowel installation: is the mesh anchor detail pattern (Sheet C‐502) the same for the bottom 20 feet of the slope?

USACE’S RESPONSE TO QUESTION #34: There is no attachment expected at the bottom of the slope.

QUESTION #35: Can you provide more clarification about the mesh or mesh requirements in terms of wire strength or mesh shape? We have a rock fall wire mesh made with 0.157 inch diameter galvanized high tensile strength alloy steel and it has an elongated diamond mesh. We call the wire high tensile strength because the minimum tensile strength is 256 ksi compared to mesh made with mild carbon steel wire with a 75 ksi tensile strength.

USACE’S RESPONSE TO QUESTION #35: ROCK REINFORCEMENT paragraph 2.10 has been amended to indicate: “Hot‐dipped galvanized or epoxy/polyester resin coated corrosion‐resistant steel wire mesh constructed from high strength wire with a minimum tensile strength of 200ksi and minimum diameter of 0.157 inch specifically for rock stabilization and project life of a minimum of 50 years, consistent with the conditions of the site. The mesh openings shall be no smaller than 2‐inches nor larger than 8‐inches. “

QUESTION #36: With regards to the Type 1 dowel installation: is the mesh anchor detail pattern (Sheet C‐502) the same for the bottom 20 feet of the slope?

USACE’S RESPONSE TO QUESTION #36: There is no attachment expected at the bottom of the slope.

This contract is intended to provide rock slope stabilization and related work in support of the CUP McCook Reservoir site.

1.3.1 Description of Work

The work consists of: site preparation, installing stationing signage at coordinates provided, rock slope scaling (removal of loose or unsound rock) on exposed near-vertical and vertical high walls up to 300-feet, drilling and installation of rock dowels, drilling of drain holes into rock, structural rock support mesh, shotcreting, providing inspection assistance to government personnel for hands-on access to high walls of the quarry utilizing recognized rope access protocols and incidental activities associated with this work.

1.4 Site Logistics

Traffic on site is under the control of MWRDGC and Vulcan Materials.

Access is via the LASMA Road from LaGrange Road (south of the LaGrange Road exit of Interstate 55) that roughly parallels the Des Plaines River.

Additional access may be possible via Harlem Avenue and the LASMA access road; however, that access may be subject to interruption from trains crossing the road for prolonged periods. In addition to construction traffic and railroad traffic along the CSX Railroad track near the northeast boundary of the site, MWRDGC operates sludge trains on the railroad track along the Chicago Sanitary and Ship Canal. No obstructions shall cross a vertical plane offset 6 feet from the edge of the railroad ties.

There are currently multiple ongoing projects related to the CUP McCook Reservoir. The U.S. Army Corps of Engineers Chicago District (LRC) has

DOCUMENT 00 31 19 Page 2 construction projects ongoing while MWRDGC has construction projects including overburden removal, regular sanitary sludge operations, and a rock mining project in partnership with Vulcan Mining. There are overlapping work areas among these various operations on site.

Work on the high wall above the ramp on the Canal Side of the excavation shall be coordinated with Vulcan to minimize impacts to mine truck traffic. The ramp is 100-feet wide (+/- 5 feet)including an area of 10-feet (+/- 2 feet) from the tow of the high wall that is separated by a berm from traffic, and a no-drive zome 10-feet from the edge of the ramp.

Two lanes of mine truck (trucks 27 feet wide) traffic operate on the ramp during day shift. To minimize impacts on all parties, a maximum length of 250-feet of the high wall shall be worked at a time unless otherwise coordinated with Vulcan. Temporary traffic controls consisting of barriers or traffic cones shall be placed to divert traffic away from the face being worked. Vulcan Materials will allow the traffic to be limited to a single-lane in the zone where work over the ramp is in progress provided this scheduling is coordinated with them in the required meetings.

1.5 Quarry Operations

The excavation of Stage 1 and Stage 2 of the reservoir will be ongoing at a schedule under control of Vulcan Materials and MWRDGC. Portions of the work area are currently exposed, and additional areas of work will be exposed as mining progresses. Coordination of activities and access with the activities of Vulcan Materials shall be the Contractor's responsibility, and shall include the COR as appropriate.

1.5.1 Blasting Delays

Vulcan Materials operates the site as a quarry and production and perimeter pre-split blasting operates during their weather-dependent construction season. The work area is within the Blasting Zone of Vulcan Materials Quarry. The Contractor shall coordinate his activities with those of Vulcan Materials and the quarrying and blasting schedule to minimize delays and stand-by. The arrangements with respect to shut-down of activities, stand by and equipment removal or protection are the Contractor's responsibility. The Contractor shall make necessary arrangements with Vulcan Materials and MWRDGC for security and protective measures, equipment damage waivers and provisions for equipment that remains on site in his absence or during blasting shut down The Contractor shall make any necessary arrangements and coordination with Vulcan Materials and MWRDGC for security and protective measures, equipment damage waivers and provisions for equipment that remains on site in his absence or during blasting shut down.

1.5.2 Working Faces and Benches

The quarry will be excavated in benches and the floor elevation will change as excavation proceeds, depending upon location. An intermediate bench that is approximately 10 to 20-feet in width exists along the canal-side wall of the quarry approximately halfway between the top of rock and the final floor elevation of the reservoir. This bench is not level and has not been

DOCUMENT 00 31 19 Page 3 stabilized to the extent that it is considered an access ledge. Mining of the quarry is being performed in benches that may provide intermediate temporary floors from which work may be performed if access is arranged with Vulcan.

1.5.3 Drainage

The floor of the reservoir is internally drained to a sump that was constructed by Vulcan for its use in maintaining runoff water in the quarry. Vulcan operates its dewatering system during quarrying operations.

The Contractor shall be responsible for process water generated by his operations, including any permits or negotiations with Vulcan for managing the water. If the Contractor's water runoff is free of oil, machine fluids, and consists of water, rock cuttings and dirt from the activities required by this contract, it may be allowed to drain into Vulcan's internal drainage.

1.5.4 Seasonal Quarry Operations

Vulcan typically has a seasonal shutdown of variable length of time in the winter. During the winter months, Vulcan typically operates their dewatering system, but does not guarantee it will do so continuously;

however, it is not anticipated that significant standing water will accumulate along the high wall of the quarry during Vulcan's seasonal shutdown. Vulcan will not grade, maintain or plow (remove snow) from the roads during their winter shutdown.

1.5.5 Other Contract Work in Area

Overburden slope stabilization work is being completed under separate contract with Schwartz Excavating, Inc. on the canal side above the top of rock bench. The estimated completion date for the Canal Side work by Schwartz is end of January 2013. Weekly contractor coordination meetings with Vulcan Materials are conducted on site that include all contractors operating on site and Vulcan Materials along with representatives of USACE and MWRDGC. Scheduling issues are addressed at these meetings.
