SUMMARY OF CHANGES
A. BID OPENING DATE: The BID OPENING DATE AND TIME IS NOT CHANGED by this Amendment; therefore, Bids are due to the USACE-Chicago District no later than 4:00 p.m.
(CDT) on 1 July 2009. Detailed information regarding the submission of bids is located in Section L of the Solicitation document.
B. AMENDED SOLICITATION SECTIONS:
1. The ENTIRE Amended/Revised Section B, as provided under Amendment 0001 is hereby deleted in its entirety and replaced with the Revised Bid Schedule contained hereunder.
The respective changes are as follows:
(a) The following titles for Bid Items 0014AA & 0014AB are revised as shown below.
0014AA “Phase V Recovery - Re-install Bulkheads” 0014AB “Phase V Recovery - Restore Dewatered Area”
(b) The title of Item 0005 is changed to read as “Furnish & Storage Hydraulic Power
System” and the following two new Sub-Items have been added thereto: 0005AA and 0005AB.
(c) The last paragraph of Item 0009 has been revised to delete the following text:
“during west gate demolition and installation of west sector gates”
(d) Bid Item No. 0008 is revised to delete the words “Furnish AND” from the line item description.
Note: The Measurement & Payment Section of the Technical Specifications have been revised to reflect the aforementioned changes.
2. Section F of the Solicitation Document; refer specifically to Clause 52.211-8 (TIME OF DELIVERY (JUN 1997)--Alternate II (APR 1984). The full contents of the following paragraph is incorporated therein.
“The Chicago Department of Environment’s Noise Ordinance (Article XXI. Environmental Noise and Vibration Control) is not applicable to this project. The Contractor would not be limited under this ordinance from performing work 24 hours a day.”
C. AMENDED PROJECT SPECIFICATION SECTIONS: The following Specification Sections have been amended as delineated below; bidders shall remove the affected pages and replace those with the respective revised pages attached hereto.
1. Measurement and Payment Section 01 22 00.00 has been revised to clarify payment for the hydraulic power system.
2. Specification Section 35 20 16.39, paragraph 3.1.6.1 has been revised to clarify bolt type and fit in rack installation.
D. AMENDED PROJECT DRAWING SHEETS: The following plan sheets have been amended as delineated below; bidders shall replace the affected sheets with the respective revised sheets attached hereto.
1. Sheet E-05 & E-05A have been revised to indicate the new circuit breaker and the manufacturer of the existing panel boards.
2. E-05A has been revised to clarify cable routing thru manholes.
3. Sheets SM-4 and SM-5 have been revised to clarify rack bolted connection.
E. USACE ANSWER’S TO CONTRACTOR’S QUESTIONS: Provided below are the USACE- Chicago District’s answers to questions that have been submitted by Contractor’s since the issuance of Amendment No. 0001.
INQUIRY: I can not find a drawing which clearly shows the full length of the lock or a drawing which is to scale in order to measure the correct lengths for eh conduit and cable requirements.
For example: where is MCC-P2 located? This equipment has the new feeders for the bubbler motors. The riser diagram on E-5 & E-5A shows the new cabling passing through a number of manholes for both the NW lock. How do we determine the length of these runs? The reference drawing are not clear and do not show the raceway system for the work. Can you please ask the Corps to provide more accurate drawings?
USACE RESPONSE: For determination of lengths, the contractor is referred to the reference drawings R-E-01, C-1, and other reference drawings. Additionally, the Contractor can arrange for a site visit to verify any dimensions. Manholes for conduit routing are shown on drawing R- E-01. MCC-P2 is in the new control house electrical room and is shown on R-E-01. Existing raceways and conduits for new electrical cable are shown on the main electrical plan sheets.
INQUIRY: Bid item 0014 (phase V Recovery) has no quantity or unit assigned to it, but asks for a dollar amount. Is this item intended to be the sum of 0014AA and 0014AB? Should Item 0014 be eliminated?
USACE RESPONSE: Bid Item 0014 identifies the work description that relates directly to Sub-line Items 0014AA AND 0014AB. The Sub-line Items themselves identify the quantities required to execute the actual work therein; therefore, contractor’s shall provide their pricing separately at Sub-line Items 0014AA AND 0014AB.
INQUIRY: Bid Item 0014AA is not included in the General Requirements Section 012200.0010
– Measurement and Payment. Please provide measurement and payment items for this item.
USACE RESPONSE: Bid Item 0014AA corresponds to lump sum payment item 0014A in Section 012200.0010 – Measurement and Payment. To correct this typo, payment item 0014A has been revised to 0014AA. This correction has also been made for payment item 0015A in the same section.
INQUIRY: Bid Item 0005 (Furnish & Storage of Hydraulic Power Systems – East Gates) and 0022 (Installation of East Sector Gates) both appear to include the “furnish” of the Hydraulic Power Systems. Where are the Hydraulic Power Systems for the east gate intended to be paid?
USACE RESPONSE: Measurement and Payment Section 01 22 00.00 and the Bid Schedule has been revised to delete “Furnish and” from bid items 0005 and 0022. A new Bid item 0005AA & 0005AB have been added for Furnish and Storage of Hydraulic Power System for the West & East Gates, respectively.
INQUIRY: Is any other documentation required to be submitted with the bid other than the Standard Form 33 (solicitation, offer and award), Standard Form 30 (addendums), Section B (schedule of prices), and the completed Section K (Certifications and Other Statements of Offerors)?
USACE RESPONSE: In addition to the items noted in the Contractor’s question, it is required to submit a Bid Bond; the Bid Guarantee shall be in the amount of 20% percent of the bidder’s bid price or $3,000,000.00, whichever is less. The Contractor shall also ensure that it submits fully completed “Supplemental Reps and Certs” which are a part of Section K of the Solicitation document. Full submission instructions are provided on Pages 82 through 84 of the Solicitation Document.
INQUIRY: Drawing E-06 notes “contractor shall remove existing motor starter and install a 70A circuit breaker for NW gate control cabinet” in Power Center (MCC) #1. Is the contractor required to furnish a new breaker bucket, or can one of the three 70A spares in section 2 be either relocated or used in place?
USACE RESPONSE: Installation of the breaker shall be as noted on sheet E-06, “Power Center No. 1”.
INQUIRY: Drawing E-05A identifies “new circuit breaker in existing panel board” feeding the NE and SE gate control cabinets, however E-05 does not have this note for the SW gate control cab.
a) Does the SW panel board require a new breaker also?
USACE RESPONSE: Sheet E-05 has been revised in this amendment to indicate the new circuit breaker.
b) What is the configuration of these 3 panel boards, are they motor control center buckets, or molded case breaker panels? What manufacturer and series?
(obsolete breaker price can vary wildly)
USACE RESPONSE: E-05 has been revised in this amendment to indicate the manufacturer.
INQUIRY: Is the PLC existing or is it new under this contract? If there is an existing PLC, where is it located?
USACE RESPONSE: Existing PLC is located in the control room of the new control building.
Please see R-E-09.
INQUIRY: An LT-2 fit requires a total tolerance of .0012" (see attached from Machinist Handbook). The tolerance of an 3/4" hex bolt is .039" (see attached). Sheet SM-5 shows the bolt to go through a3/4" long 13/16" Dia. slotted bole for a delta of .0625" between the bolt and hole. Should the rack be installed with the 3/4" shop bolts and slotted holes as shown, or with the hole and boll needed to provide the LT-2 fit?
USACE RESPONSE: Sheets SM-4 and SM-5 will be amended to clarify. Specification section 35 20 16.39, paragraph 3.1.6.1 has been revised hereunder.
The Contractor shall accurately set the rack sections onto the face of the gate skin plate to the elevation shown on the plans. The rack shall be bolted to the gate using ¾ " inch diameter high strength turned bolts. Turned bolts shall conform to the minimum specified physical requirements of ASTM A325. Gate skin plate holes and rack holes shall be machined to conform with class LT-2 fit. Washers shall be utilized under the bolt nuts. Care shall be exercised to ascertain that the rack sections line up against each other correctly so that the circular pitch of the adjacent teeth remain true and in a normal plane. When completed, a final alignment/elevation check shall be done to ascertain that the work is within the required tolerances. A written record of the results shall become part of the permanent work.”
INQUIRY: We question the feasibility of machining the binge pin with the keys integral(drawing SM-J). Contract drawing M-02 HPS isometric view points to centralized lubrication and the only thing with a single lube point is the bearing retainer.
USACE RESPONSE: Regarding the feasibility of machining the hinge pin, please bid as shown on the plans. Regarding centralized lubrication, please see note 5 on Sheet M-02.
F. POINT OF CONTACT: The point of contact for this Amendment is Regina G. Blair at (312) 846-5371.

3.1.3 Existing Hinge Plates and Hinge Pin
The work for strengthening and enlarging the hinge pin seat shall be performed in-situ and the finished product shall be straight and true in both the vertical and horizontal planes. Additionally, the centerline of the newly enlarged hinge pin holes shall be in perfect vertical alignment with the centerline of the pintle. No welding of any kind shall be permitted unless specifically indicated on the drawings. The hinge pin bushing with liner shall be separately press fitted into the gate hinge outer sleeve attachment as part of the gate leaf fabrication work. After the gate leaf has been accurately set in place, the hinge pin shall be inserted to connect the gate leaf to the upper hinge plate supports.
Adjustments may be required so that the center of the hinge pin is in true vertical alignment with the center of the pintle and that the gate leaf swings without interference, and any point on the moving gate leaf remains in a plane throughout the range of movement.
3.1.4 Painting
Exposed parts of gates and appurtenances, except machined surfaces, corrosion-resistant surfaces, surfaces of anchorages embedded in concrete, and other specified surfaces shall be painted as specified in Section
