General Note:
2. Previous US Army Corps of Engineer Experience with dewatering the Chicago Lock Gate Blocks. This information is provided as information only. The Contractor shall be responsible for performing all dewatering activities, maintaining a dry work area, sealing bulkheads, and sizing pumps. In past dewaterings, the Corps used two 12 inch high lift pumps to dewater the gate blocks and one 6 or 10 inch high lift pump to maintain the dewatered gate block. In order to obtain a sufficient seal around the bulkheads, cinders/sand were required to fill any voids between the bulkheads and the side and bottom seals. The pumps were required to have sufficient capacity to draw the cinders/sand between the bulkheads and their sealing surfaces to create a sufficient seal.
• An amendment will be issued to revise note 6 on sheet S-40 as follows:
“6. All steel shall be hot dip galvanized, unless noted otherwise. Sector gates are to be painted in accordance with specification section 09 97 02, paragraph 3.5.”
• An amendment will be issued to eliminate height restriction note in section A-A on sheet M-01.
• A sentence will be added to sheet S-1, 2.5.9 indicating deflection monitoring poles and base will be provided by the Government and that Contractor is responsible for installation and removal of poles and bases.
• Detail A on sheet C-1 will be amended to delete any reference to outrigger location. Contractor will be responsible for protection of all existing structures per FAR 52.236-9.
• Sheets E-02 and E-04 will be revised in an amendment to clarify.
• Sheets E-04, E-05, and E-05A will be amended to clarify.
• Sheet E-04 will be amended to clarify.
• Sheet E-01 will be amended to clarify.
• Sheet E-09 will be amended to clarify.
• Sheet S-1 will be amended to eliminate the note regarding the hot water, steam or bubbler system.
E. USACE ANSWER’S TO CONTRACTOR’S QUESTIONS: Provided below are the USACE- Chicago District’s answers to questions that have been submitted by Contractor’s since the Pre- Bid Meeting.
Re: Contractor’s Email of 17 Jun 2009:
1. Can Partial Payment be made by the government for completed structural steel gate structures and hydraulic equipment that will be stored at the contractor’s facility awaiting shipment to the project prior to installation during the lock shutdown period? USACE RESPONSE: Progress payments are allowed as per specification section 01 32 01, paragraph 3.2.1, ACTIVITY MEASURMENT AND PAYMENT.
2. We have examined the stand by floating plant requirements. Rausch has concerns that the second gate(eastern gate) emergency removal process may be potentially unsafe for navigation in the winter months. Our understanding is as follows:
a. The crane would be stationed in the lock and be of sufficient size to lift gates and swing them to the side lock walls for storage after removal.
b. The lock gate chamber would have to be re-watered to facilitate removal of the bulkheads. This would have to be done with pumps. If the river is higher due to floods than the west lock gates could be cracked to allow water in the lock level to the lake level. The bulkheads would then be removed – lock side first , then lake side. These temporary bulk heads would be stored on the lock walls. The lake would have to be calm enough to remove the marine floating plant from the protection of the lock over to Navy pier or somewhere in that area of Chicago Harbor. The ACOE could then open the gates and let out the water.
The uncertainty of this process is the use of pumps in the winter. The safe passage of the marine plant into the Chicago Harbor (The same storms that caused the flooding event could have the lake very rough and unsafe for navigation).
In addition we see that the West Standby may have to have a standby Tug in the lock chamber to allow for the navigation into the lake.
Another potential problem is that if the lock chamber rises to the level of flooded river due to normal leakage of the new gates, the water in the locks will be higher than the lake. This would prevent pulling the bulkhead unless the lock level is brought down to the river level.
All of this is predicated on the fact that the lock is capable for navigation during the winter months.
Please address these concerns?
USACE RESPONSES:
Question 2a & 2b: Some comments in these paragraphs relate to specific means and methods to perform the Emergency Bulkhead Removal Plan. The Contractor will be required as in SECTION 01 10 00.00 03 to submit a workable plan. The Contractor will be required to use a crane and barge of sufficient size to perform the Emergency Bulkhead Removal and dewatering.
Question 2b. Regarding use of pumps, please see page 3 of 4 of the Chicago Lock Emergency Bulkhead Removal Plan Requirements, which states “the Contractor shall rewater by slightly lifting the top stop log”.
Question 2b (con’t) Regarding storage of bulkheads on lock walls, please see note 2, sheet C-1. This note states that “Contractor shall not place any cranes or heavy equipment on lock walls or gate block”.
The bulkheads would be considered heavy equipment.
Question 2b (con’t) Regarding the safe passage of marine equipment into the Chicago Harbor during a storm event. If unanticipated instances arise beyond the control and without the fault or negligence of the Contractor, the Contractor is referred to FAR clauses 52.249-8 and 52.249-10.
3. Please state the overall expected time frame to implement the removal of the bulkheads to allow for flood control. USACE RESPONSE: Please see the Chicago Lock Emergency Bulkhead Removal Plan Requirements for some time requirements. The exact time frame is not available since an emergency bulkhead removal has not been performed in the past. The Contractor would be expected to provide a reasonable plan to address the Emergency Bulkhead Removal based on the information provided in the Chicago Lock Emergency Bulkhead Removal Plan.
4. Do the temporary bulkheads when in place have a top elevation the same as the existing or new gates? If the temporary bulkheads are higher than the lock gates the bulk heads on the east side will not be able to be pulled in a flood event if the flood waters are higher than the operable lock gates. An equalized state could not be reached. USACE RESPONSE: Please see sheet C-1, note 3 for height of bulkheads.
5. Will the ACOE consider removal of only the top 2 temporary bulkheads to allow for flood waters to leave the river into the lake to control flooding. This would be sufficient to allow navigation over the bottom 2 or 3 bulkheads too remove the tug and floating crane barge from the lock? USACE RESPONSE: As stated in the Emergency Bulkhead Removal Plan, Phas IV, the number of bulkheads removed is contigent upon flood conditions and MWRD operation requirements.
6. Will the ACOE allow a temporary overhead ComEd line into the site for temporary electric service for the construction since the government will not be able to provide electric for construction. USACE RESPONSE: Contractor will be required to provide own power source. Specification section 01 52 02 will be amended to state this.
7. Please provide additional information on the “hot water, steam or bubbler system as required” which is noted on sheet S-1. Is this contractor provided? Is it the intent to get air from the lock’s existing system.
If a contractor system is to be provided for bubbling, can permanent electrical lock power be used for reliability since this will have to be run continuously. USACE RESPONSE: Sheet S-1 will be amended to eliminate the note regarding the hot water, steam or bubbler system.
Re: Contractor’s Fax of 16 Jun 09:
1. Are there existing structurally reliable pick point locations on the current sector gate structures, which the contractor may rely upon to pick and remove the existing sector gate? USACE RESPONSE: Please see reference drawings for configuration of existing gates. We are not aware of any pick points on the existing sector gates and Contractor is responsible for all procedures and methods perform demolition in accordance with specification section 02 41 00.
