7.0 TECHNICAL QUALITY EVALUATION OF PROPOSALS

Offerors are advised that the technical evaluations of proposals are conducted in strict confidence in that technical evaluation personnel review each proposal without knowledge of the price offered.

PROPOSAL EVALUATION SYSTEM

(EVALUATION FACTORS FOR AWARD)

PART 1 GENERAL

1.1 PROPOSAL EVALUATION

An evaluation team will evaluate each eligible proposal in response to this RFP. The number and identities of offerors are not revealed to anyone who is not involved in the evaluation and award process or to other offerors. Proposals will be evaluated based on the factors described herein. The technical and non-technical aspects of each proposal will be evaluated.

1.2 EVALUATION PROCESS

The evaluation process essentially consists of three parts, which are described in paragraphs 1.3, 1.4 and 1.5 below.

1.3 PROPOSAL COMPLIANCE REVIEW

The Source Selection Chairperson will make an initial review of each of the proposals to look for apparent errors, omissions and areas that require clarification. Thereafter, the findings will be submitted to the Contracting Officer for review. This information will state the specific nature of the question and the page and paragraph of the proposal requiring correction or clarification. The Contracting Officer will review the findings and, if considered appropriate, task the Chairperson to submit questions to the offerors for a quick response to the Contracting Officer. The Chairperson and the Contracting Officer will not cite apparent deficiencies (parts of the proposal that fail to meet the Government’s requirements). The proposals will not be evaluated at that time. The purpose of this preliminary review session is to eliminate minor irregularities or apparent clerical mistakes. This preliminary evaluation will assure that each proposal contains a technical and price proposal, and that all required forms and certifications have been fully completed.

1.4 TECHNICAL ACCEPTABILITY EVALUATION

The evaluation team will evaluate each proposal passing the first review, above.

Proposals will be evaluated against the technical and quality RFP requirements indicated. The technical/quality factors will be rated on a qualitative basis to determine if it is technically acceptable. The ratings are as follows:

Go/No Go Ratings: A proposal must satisfy all the evaluation factors, or it will be considered ineligible for contract award. A technical proposal is considered technically acceptable when all evaluation factors are rated as a "GO."

a. Acceptable (Go rating) - At a minimum the proposal demonstrates acceptable understanding of requirements and approach, and experience that meets performance or capability standards.

b. Not-Acceptable (No-Go Rating) - Offeror fails to meet performance and capability standards or experience or sufficient information was not provided to allow an evaluation. Requirements can only be met with major changes to the proposal.

1.5 PRICE EVALUATION

Offeror’s proposals are evaluated for all technical (non-price) criteria and then all who successfully meet the technical evaluation criteria are advanced into the Price Analysis Phase of the evaluation process. Price will be evaluated for fairness and reasonableness using price analysis. Price will also be checked for unbalancing of line items.

PART 2 DESCRIPTION OF PROPOSAL EVALUATION CRITERIA

The technical evaluation criteria (Sections 1 and 2) will be rated on a qualitative basis.

Price (Section 3) is considered separately as discussed in Para. 1.5 PRICE EVALUATION, above.

2.1 Section 1: SPECIALIZED EXPERIENCE (TAB 1)

The Technical Evaluation Team will evaluate the Offeror’s experience in the area of rehabilitation of sewage pump stations based on the criteria delineated below:

The offeror shall submit a narrative describing his experience with a minimum of two projects with respect to the criteria listed below. Multiple projects can be cited if the scope of a particular project did not include all of the criteria.

(1) Removed and re-installed vertical line shaft storm water pumps which have a discharge diameter of 30” or larger.

(2) Worked in a combined sewer overflow, wet pit type, pump station environment where the following tasks were completed. The Offeror shall have performed three (3) out of the six (6) tasks listed.

a) Managed and maintained the daily flows passing through the pump station

b) Replaced piping

c) Replaced a mechanical trash rack

d) Replaced guide rail mounted submersible sump pumps

e) Installed grit collection and removal machinery

f) Other tasks not specifically listed in a) thru e)

(3) Coordinated installation of various electrical, mechanical and structural features of a project while keeping the facility operational with short (less than a week) allowable outages/downtime.

The offeror has to satisfy all criteria (1), (2) and (3) above to receive a (Go) Rating. If the offeror only satisfies one or two of the criteria he will receive a (No-Go) Rating.

2.2 Section 2: PAST PERFORMANCE (TAB 2)

Any unsatisfactory ratings or more than two marginal ratings will result in an Unacceptable (No-Go) Rating.

The Offeror shall provide a list of the relevant projects, with a Point of Contact Name and Telephone Number. The Government will contact a minimum of two references for interviewing purposes; references interviewed will be requested to rate the Offeror’s: a) Quality of Work; b) Timely Performance; c) Effectiveness of Management; d) Compliance with Safety Standards; and e) Compliance with Labor Standards.

If the Government does not obtain past performance information for the projects identified by the Offeror or cannot establish a past performance record for the Offeror through other sources, past performance will be rated neither favorably nor unfavorably.

The performance risk will be considered unknown.

3.0 CONTRACT AWARD

The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)).

Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Award will be made to the responsive and responsible offeror, whose proposal is determined to be technically acceptable and offers the lowest price. A technically acceptable offer is one in which the offeror complies with the instructions contained in Section 00100 of this Solicitation, does not take exception, nor object, to any of the terms of this Solicitation, and satisfies all the evaluation factors. A technical proposal is rated as being technically acceptable when all evaluation factors are rated as a "GO." Offers that are not technically acceptable will not be considered.

BRAND NAME JUSTIFICATION

(Reference: Federal Acquisition Regulation, Subpart 11.105, Items Peculiar to One Manufacturer)

SOLICITATION NUMBER W912P6-08-R-0013

PROJECT TITLE: LITTLE CALUMET RIVER,

PUMP STATION 2B REHABILATION PROJECT, HAMMOND, INDIANA

The particular brand name product described herein this justification is essential to the U.S.

Army Corps of Engineers’ requirements and market research indicates other companies’ similar products, or products lacking in the particular feature, do not meet, or cannot be modified to meet this Agency’s needs.

ITEM PECULIAR TO ONE MANUFACTURER: One (1) 36” single stage, mixed flow storm water pump with underground discharge for the Indianapolis Boulevard pump station in Hammond, IN.

BACKGROUND: The Indianapolis Boulevard pump station presently contains four (4) 36” single stage, mixed flow storm water pumps complete with 400 horsepower electric motors which are being replaced with new pumps and motors in the Phase 2B Pump Station Rehabilitation Contract. The sponsor has asked that one of the existing pumps to be removed, be installed in a spare space in the Indianapolis Boulevard pump station to serve as a backup pump incase one of the new pumps is out of service. This existing pump will need to be fitted with a new 500 horsepower motor and higher strength line shaft to meet the new project head requirements with out overload.

NECCESSITY FOR BRAND NAME ITEM: The rebuilding of the one (1) existing, 36” single stage, mixed flow storm water pump should be completed by the original equipment manufacturer (OEM), Johnston Pump Company, presently know as Sulzer Pumps, for the following reasons:

A. The pump to be rebuilt was originally built in 1969 by the Johnston Pump Company.

Correspondence with Johnston (Sulzer) indicates that a 500 horsepower motor will be required on the existing pump to meet the new maximum head condition and that the existing carbon steel line shafting is not of sufficient strength to resist the new torque requirement and maintain the required factors of safety. Johnston has also indicated that a new line shaft can be fabricated from higher strength material and not require an increase in size which will allow the pump to be rebuilt without increasing the size of bearings, couplings and other components and will all continue to fit within the existing enclosing tube which will allow re-use of essentially all the discharge column components. Since Johnston is the original designer of the pump and knowledgeable of the design criteria, they are the only firm qualified to make design changes without affecting the integrity or service life of the equipment. Johnston (Sulzer) presently has all drawings, design computations and information related to the original manufacture of these pumps and can produce any part that may be needed for rebuilding these pumps in addition to the higher strength line shafting.

B. While it is anticipated that only new, higher strength line shafting will be required, it has been determined that lineshaft couplings, keys and bearings and seals should also be replaced since the pump must be disassembled for replacing the line shafting. However, these pumps have been in service for approximately 38 years and the scope of the repair is uncertain in that an examination of the pump will be required to determine if components in addition to those specified will be required to rebuild the pumps to their original performance specification. The OEM is best qualified to determine the extent of repairs needed to return the pump to its original condition.

C. Previous contracts for rebuilding similar pumps by other than the OEM have been unsuccessful in that a satisfactory product was not delivered.

D. The specifications require the performance testing of the pump. The OEM has facilities for testing a pump of this type. This will place full responsibility on the OEM to prove that his rebuild work is proper and produces the original performance. It is unlikely that other potential rebuild facilities will have this capability and would need to contract with an outside source for the testing thereby raising a potential conflict between the quality of the pump rebuild and the accuracy of the test facility.
