Questions and Government Responses

W912P526QA051 - Cordell Hull DC Battery Replacement

Question 1.

Drawings. Can the Government provide the powerhouse DC one-line diagram, DC distribution drawing, and battery room layout?

Government Response 1.

Refer to attachments "Elevation 475.0 - Battery Room.pdf" and "DC Single Line - 60 Cell Battery.pdf", which include the battery room layout and the DC single-line diagram with charger and inverter locations.

Question 2.

Condition reports. Can the Government provide the most recent IEEE 450 capacity test report for the existing battery bank, and any recent inspection reports for the existing chargers and inverter?

Government Response 2.

No report, inspections, or test can be provided at this time.

Question 3.

DC load data. Section 1.12.2 requires a temporary 125VDC system sized to the current system load, but no-load values are given. Can the Government provide the DC load profile or IEEE 485 sizing calculation? If unavailable, please confirm whether offerors should size to the full 690 Ah one-hour rating. Please also confirm the location and configuration of the temporary battery connection point.

Government Response 3.

Addressed via amendment.

Question 4.

Spill containment dimensions. Section 1.5.2 lists existing containment as 126 inches long by 249 inches wide, which appears inconsistent with the 108 by 32-inch rack. Please confirm the correct dimensions and whether 249 inches is a width or a perimeter measurement.

Government Response 4.

Question 5.

Rack configuration. Section 1.2b specifies a one-row rack, while Section 1.5.2 describes the existing installation as two racks of two rows each and Section 1.5.3 prioritizes replacement in kind. Please clarify which configuration is required.

Government Response 5.

Question 6.

Site visit. Is it possible to schedule site visit?

Government Response 6.

The current procurement milestones do not allow for a site visit at this time. Additional photographs have been provided for reference. Please quote as shown.
