About this file

This is Amendment 0001 to Solicitation W912P526QA049, issued by the U.S. Army Corps of Engineers (Nickerson District, Nashville, Tennessee) on September 11, 2026. The amendment modifies the contract for fabrication and delivery of trunnion blocks, bushings, pins, and miscellaneous items for the Nickajack Lock Miter Gate System. The primary change extends the project completion timeline from 180 calendar days after contract award to 275 calendar days after contract award, with all Contract Line Items (CLINs 0001-0005) revised to a delivery date of July 2, 2027, rather than March 30, 2027. The updated Specifications (Attachment 0001) reflects this extended completion date. The offer due date remains September 15, 2026, at 1:00 PM Central Daylight Time, and offerors must acknowledge receipt of this amendment prior to the submission deadline through one of three methods: completing items 8 and 15 and returning amendment copies, acknowledging receipt on each offer copy, or submitting separate written communication referencing the solicitation and amendment numbers.

The amendment includes responses to thirteen technical inquiries (A-M) regarding component specifications and fabrication requirements. Key responses clarify that the MK3 keeper plate thickness is 1/2 inch; the +0.100-inch allowance applies only to the 8.252-inch body outer diameter of the MK15 arm-bushing; straight radial grooves will be 1/2 inch wide (not 3/16 inch); bushings should be supplied without dowel holes with MK24 brass dowels furnished loose; ASTM B271 C93700 centrifugal castings or ASTM B505 C93700 continuous-cast hollow stock are acceptable alternatives to ASTM B584 sand-cast blanks; only two government inspection hold points are required (not four), generally after final machining and prior to shipment with two weeks' advance notice preferred; and all CLINs may be presented together for inspection. All other terms and conditions of the solicitation remain unchanged.

Inquiries:

A.

Inquiry: Drawing 64N554r0 identifies the MK3 keeper plate as ASTM A36 and provides the plate length, width, and hole dimensions, but we cannot locate a thickness dimension. Please confirm the required thickness for the MK3 keeper plate.

Response: The 1/2" plate thickness is marked on the drawing.

B.

Inquiry: Please confirm the MK15 arm-bushing dimensions as:

10.000-inch flange OD

8.252-inch body OD, +0.001/0.000 (+.100 oversized 8.352")

7.000-inch ID, +0.003/0.000

4-19/32-inch overall axial length

3" inch body length below the flange

19/32" inch flange thickness

Response: Dimensions are correct as shown on drawing 64N552

C.

Inquiry: Does the +0.100-inch allowance apply only to the 8.252-inch body OD, or does it also apply to the 10.000-inch flange OD?

Response: 8.252" OD only. Reference paragraph 4.4 of Specifications

D.

Inquiry: Please confirm that the 7.000-inch ID must be delivered completely finished at 7.000-7.003 inches, including its required surface finish.

Response: ID shall be completely finished. Reference 4.4 of Specifications

E.

Inquiry: Does the 3/32-inch-deep 3/16-inch-wide oil-groove requirement apply to both:

The curved internal grooves in the 7-inch bore; and

The straight radial grooves on the end faces?

Response: No. Straight radial grooves will have same depth but will 1/2" wide

F.

Inquiry: Please provide dimensions or electronic geometry defining the internal curved oil-groove path, including:

Number of repeating cycles around the bore

Circumferential pitch or angular spacing

Axial travel of the groove centerline

Groove intersection locations

Starting position or clocking

Response: This information does not exist. Information provided on the drawing 64N552 is all that is available

G.

Inquiry: If the illustrated groove path is not dimensionally controlled, please confirm that an equivalent continuous oil-distribution pattern is acceptable.

Response: The groove path should closely approximate that shown on the reference drawings 64N552

H.

Inquiry: Please confirm the radial-groove configuration:

Three radial grooves on each end face

Six radial grooves total per bushing

Grooves on each face spaced 120 degrees apart

Grooves on opposite faces offset 60 degrees from one another

Each groove extending from the ID to the applicable outside edge

Response: Refer to drawing 64N552 for development of bushing

I.

Inquiry: The drawing indicates that doweling is performed after assembly with MK13 and MK14.

Since those mating components are unavailable, should the contractor machine the dowel holes before delivery, or supply the bushings without dowel holes and furnish the MK24 brass dowels loose?

Response: Supply bushings without dowel holes and furnish the MK24 brass dowels loose

J.

Inquiry: If the dowel holes are required before delivery, please provide the finished hole tolerance and required fit for the 1/2-inch brass dowels.

Response: Dowel holes are not required

K.

Inquiry: Please confirm whether ASTM B584 UNS C93700 sand-cast blanks are mandatory, or whether certified ASTM B271 C93700 centrifugal castings or ASTM B505 C93700 continuous-cast hollow stock are acceptable alternatives.

Response: ASTM B271 C93700 or ASTM B505 C93700 would both be acceptable alternatives.

L.

Inquiry: Please identify all required material documentation, including heat/lot traceability, chemical certification, mechanical test reports and any required casting examination or NDE.

Response: Per paragraph 6 of the specifications, it is the contractor's responsibility to provide quality control sufficient to ensure compliance with contract requirements.

M.

Inquiry: The solicitation establishes inspection and acceptance at the contractor's facility. Please identify the required fabrication stage for each of the 4 government inspection hold points, the minimum advance notification required, the inspection records that must be presented, and whether all CLINs may be presented together for inspection.

Response: Per paragraph 3 of the specifications, only two hold points are required. These hold points will be mutually agreed upon between the contractor and COR but are generally after final machining and prior to shipment. Two weeks' notice is generally preferred depending on the contractor's location. The inspection records that may be required would be dependent on the contractor's quality control plan. All CLINs may be presented together for inspection

End of Inquiries and Responses.
