About this file
This is a specification document for the fabrication and delivery of components for the Nickajack Lock Gate Strut system. The Army Corps of Engineers, Nashville District, requires a firm fixed price supply contract for four contract line items (CLINs): four trunnion blocks (MK 9), eight arm bushings (MK 15), four strut pins (MK 4), four strut pins (MK 5), and miscellaneous parts. All work must be completed within 275 calendar days of contract award. The contractor is responsible for providing all materials, labor, supervision, and quality control necessary to fabricate, assemble, and deliver the components in accordance with contract drawings and these specifications.
Material specifications have been updated through Amendment 0001, with old specifications superseded by modern alternatives: ASTM A235 Class F replaced by ASTM A668 Cl F; ASTM A237 Class D replaced by ASTM A668 Cl J, ASTM A572 Gr 65, or AISI 4140/4340; and ASTM B144 Alloy 3A replaced by ASTM B584 UNS C93700. Steel components must be cut with mechanically or hand-guided tools producing accurate profiles with smooth surfaces free from cracks and notches; hand-guided cuts that are exposed must be chipped, ground, or machined to sound metal. Bronze bushings must be machined to specified dimensions with a press fit and doweled design, with the outer diameter rough machined to +0.100" tolerance for finish machining by others during installation. All steel surfaces except bearing or contact surfaces shall be painted with Amerlock 400 or approved equivalent in aluminum color with red or orange prohibited. The contractor must establish a quality control plan, provide two hold points for Government inspection, notify the Government when items are ready for inspection, and cannot ship items prior to Government approval. Delivery must be made to Nickajack Lock in Jasper, Tennessee, Monday through Thursday between 0700 and 1600 hours, with no deliveries accepted on federally observed holidays.

| ASTM A235 Class F |
| ASTM A668 Cl F |

3. GOVERNMENT INSPECTION. The Government shall be provided with the opportunity to inspect the work. The contractor’s schedule shall include two hold points for inspection. The Contractor will notify the Government when the items are ready for inspection and shall make available any facilities needed for such inspection. Shipments may not be made prior to approval by the Government.
4. FABRICATION.
4.1 General. Material must be straight before being laid off or worked. If straightening is necessary, it shall be done by methods that will not impair the metal. Sharp kinks or bends shall be cause for rejection of the material. Material with welds will not be accepted except where welding is definitely specified, indicated on the drawings, or otherwise approved. Bends, except where minor, shall be made by approved dies, press breaks or bending rolls. Where heating is required, precautions shall be taken to avoid overheating the metal and it shall be allowed to cool in a manner that will not destroy the original properties of the metal. Shearing shall be accurately done, and all portions of the work shall be neatly finished. Re-entrant cuts shall be filleted unless otherwise approved or indicated on the contract drawings. Finished members shall be free from twists, bends and open joints.
4.2 Dimensional Tolerances. Dimensions shall be measured by calibrated instruments. Dimensional tolerances shall be as indicated in the contract drawing. Dimensions without tolerances shall not deviate from those indicated on the contract drawings by more than 1/32-inch.
4.3 Steel Components. Steel may be cut by mechanically guided or hand guided tools, provided an accurate profile with a smooth surface which is free from cracks and notches is obtained. Hand guided cuts which are to be exposed or visible shall be chipped, ground, or machined to sound metal.
4.4 Bronze Components. Bushing ID shall be machined to the dimension, tolerance, and finish indicated on the contract drawings. The bushing is intended to be press fit and doweled into a bearing casting which cannot be provided. Therefore, the bushing OD shall be rough machined +0.100” to the dimension indicate on the contract drawing to allow for finish machining by others at the time of installation.
5. PAINTING. All steel surfaces that are not a bearing or contact surface shall be painted with Amerlock 400 or approved equal. The finish coat shall be aluminum in color. The primer and any intermediate coats shall be a different color. Red or orange may not be used. Ensure all coatings, thinners, and cleaners are compatible. Paint shall be applied in strict accordance with the paint manufacturer’s instructions, including surface preparation method, environmental considerations (humidity, air and surface temperatures, etc.), and minimum surface cleanliness. Surfaces not painted shall be appropriately protected from corrosion, damage, and overspray.
5.1 PAINT APPLICATION.
5.1.1 General. The finished coating shall be free from holidays, pinholes, bubbles, runs, drops, ridges, waves, laps, unnecessary brush marks, and variations in color, texture, and gloss. All paint coats shall be applied in such manner as to produce an even, continuous film of uniform thickness. Care shall be taken to ensure bearing and contact surfaces are not painted.
5.1.2 Mixing and Thinning. Paints shall be thoroughly mixed, strained where necessary, and kept at a uniform composition and consistency during application. Mixing and thinning shall be performed in strict accordance with the paint manufacture’s guidance. The mixing method will also ensure the exclusion of induced air.
5.1.3 Protection of Painted Surfaces. Items that have been painted shall not be handled, worked on, or otherwise disturbed until the paint coat is fully dry and hard. All metalwork coated in the shop or field prior to final delivery to the Government shall be stored out of contact with the ground in such manner and location as will minimize the formation of water-holding pockets, soiling, contamination, and deterioration of the paint film. Any damaged areas of paint on such metalwork shall be cleaned and touched up without delay.
6. QUALITY CONTROL. The Contractor shall establish and maintain quality control for operations under this section to assure compliance with contract requirements. Provide quality control plan and quality control documentation upon request.
7. PLACE OF DELIVERY. Upon completion, the Contractor shall contact the Facility Manager(s) one week prior to the delivery date. Delivery will be made Monday thru Thursday, between the hours of 0700 and 1600. No deliveries will be accepted on federally observed holidays.
