The contractor must provide all materials, labor, supervision, and quality control necessary to fabricate, assemble, and deliver the following components within 180 calendar days of contract award: four trunnion blocks (MK 9), eight arm bushings (MK 15), four strut pins (MK 4), four strut pins (MK 5), and miscellaneous parts per drawings 64N552r0 and 64N554r0. Material specifications have been updated to modern standards, with superseded specifications replaced by ASTM A668 Class F, ASTM A668 Class J, ASTM A572 Grade 65, AISI 4140/4340, or ASTM B584 UNS C93700 as appropriate substitutions.

Fabrication requirements include strict material handling protocols, dimensional tolerances measured by calibrated instruments with a maximum deviation of 1/32-inch where not otherwise specified, and specialized machining for bronze bushings with rough-machined outer diameters at +0.100" tolerance to allow for finish machining during installation. All steel surfaces except bearing or contact surfaces must be painted with Amerlock 400 or approved equal in an aluminum finish color, applied per manufacturer specifications with comprehensive surface preparation and protection protocols. The Government shall have two scheduled hold points for inspection, with shipments prohibited prior to Government approval. 3. GOVERNMENT INSPECTION. The Government shall be provided with the opportunity to inspect the work. The contractor’s schedule shall include two hold points for inspection. The Contractor will notify the Government when the items are ready for inspection and shall make available any facilities needed for such inspection. Shipments may not be made prior to approval by the Government.

4. FABRICATION.

4.1 General. Material must be straight before being laid off or worked. If straightening is necessary, it shall be done by methods that will not impair the metal. Sharp kinks or bends shall be cause for rejection of the material. Material with welds will not be accepted except where welding is definitely specified, indicated on the drawings, or otherwise approved. Bends, except where minor, shall be made by approved dies, press breaks or bending rolls. Where heating is required, precautions shall be taken to avoid overheating the metal and it shall be allowed to cool in a manner that will not destroy the original properties of the metal. Shearing shall be accurately done, and all portions of the work shall be neatly finished. Re-entrant cuts shall be filleted unless otherwise approved or indicated on the contract drawings. Finished members shall be free from twists, bends and open joints.

4.2 Dimensional Tolerances. Dimensions shall be measured by calibrated instruments. Dimensional tolerances shall be as indicated in the contract drawing. Dimensions without tolerances shall not deviate from those indicated on the contract drawings by more than 1/32-inch.

4.3 Steel Components. Steel may be cut by mechanically guided or hand guided tools, provided an accurate profile with a smooth surface which is free from cracks and notches is obtained. Hand guided cuts which are to be exposed or visible shall be chipped, ground, or machined to sound metal.

4.4 Bronze Components. Bushing ID shall be machined to the dimension, tolerance, and finish indicated on the contract drawings. The bushing is intended to be press fit and doweled into a bearing casting which cannot be provided. Therefore, the bushing OD shall be rough machined +0.100” to the dimension indicate on the contract drawing to allow for finish machining by others at the time of installation.

5. PAINTING. All steel surfaces that are not a bearing or contact surface shall be painted with Amerlock 400 or approved equal. The finish coat shall be aluminum in color. The primer and any intermediate coats shall be a different color. Red or orange may not be used. Ensure all coatings, thinners, and cleaners are compatible. Paint shall be applied in strict accordance with the paint manufacturer’s instructions, including surface preparation method, environmental considerations (humidity, air and surface temperatures, etc.), and minimum surface cleanliness. Surfaces not painted shall be appropriately protected from corrosion, damage, and overspray.

5.1 PAINT APPLICATION.

5.1.1 General. The finished coating shall be free from holidays, pinholes, bubbles, runs, drops, ridges, waves, laps, unnecessary brush marks, and variations in color, texture, and gloss. All paint coats shall be applied in such manner as to produce an even, continuous film of uniform thickness. Care shall be taken to ensure bearing and contact surfaces are not painted.

5.1.2 Mixing and Thinning. Paints shall be thoroughly mixed, strained where necessary, and kept at a uniform composition and consistency during application. Mixing and thinning shall be performed in strict accordance with the paint manufacture’s guidance. The mixing method will also ensure the exclusion of induced air.

5.1.3 Protection of Painted Surfaces. Items that have been painted shall not be handled, worked on, or otherwise disturbed until the paint coat is fully dry and hard. All metalwork coated in the shop or field prior to final delivery to the Government shall be stored out of contact with the ground in such manner and location as will minimize the formation of water-holding pockets, soiling, contamination, and deterioration of the paint film. Any damaged areas of paint on such metalwork shall be cleaned and touched up without delay.

6. QUALITY CONTROL. The Contractor shall establish and maintain quality control for operations under this section to assure compliance with contract requirements. Provide quality control plan and quality control documentation upon request.

7. PLACE OF DELIVERY. Upon completion, the Contractor shall contact the Facility Manager(s) one week prior to the delivery date. Delivery will be made Monday thru Thursday, between the hours of 0700 and 1600. No deliveries will be accepted on federally observed holidays.
