About this file

This is a Questions and Answers document for federal solicitation W912P526QA047 issued by the U.S. Army Corps of Engineers for coating services at Dale Hollow Powerhouse. The project involves preparing and coating three doors (assembly bay door, two man doors, and visitor entrance doors) plus associated metal/wood trim and framing using oil-based stain, outdoor sealer, and black oil-based paint. Products and colors must be approved by the Contracting Officer's Representative. Coating applications should follow manufacturer recommendations for exterior usage with no specified minimums for primer, number of coats, or dry-film thickness beyond SOW requirements.

The contract period of performance is 140 calendar days from Notice to Proceed. Site visit attendance on September 14, 2026 is not mandatory for quote eligibility. Quoters should base quantities on solicitation photos and their own estimating assumptions if government dimensions are unavailable. Wood repair scope is limited to visible deterioration only, with the contractor responsible for correcting identified wood rot and water intrusion. No additional lead testing is required by the contractor. Doors must remain functional and capable of closure each evening; multiple doors may be worked simultaneously with temporary hardware removal permitted if functionality is restored nightly. Government escort is not required, but a safety briefing will be provided. Progress invoices are based on total CLIN completion with no retainage withheld upon satisfaction of work quality. No bid bond or performance bond is required at quote submission; post-award bonding requirements for contracts between $35,000 and $150,000 are addressed in FAR Clause 52.228-13. Total price should be entered in SF 1442 Block 17.

Questions and Answers Solicitation W912P526QA047

Dale Hollow Powerhouse Doors Coating

1. Period of Performance. Quote Instructions §5 states a 180-calendar-day completion period, while SF 1442 Item 11, Solicitation Section F, the Special Contract Conditions, and SOW §3 state 140 calendar days from Notice to Proceed. Please confirm that 140 calendar days from NTP is the controlling period of performance.

Government Response: The quote instructions have been revised to state 140 calendar days after issuance of NTP.

2. Site Visit / Eligibility to Quote. Amendment 0001 moved the organized site visit to September 14, 2026. The solicitation states that offerors are urged/expected to inspect the site, but it does not expressly state that attendance is mandatory. Please confirm that an otherwise responsive quoter that did not attend the organized site visit remains eligible for award.

Government Response: No, attendance at the site visit is not mandatory and an otherwise responsive quoter is still eligible for award.

3. Door and Trim Dimensions. Please provide any available approximate dimensions or takeoff information for the assembly bay door, the two man doors, the visitor entrance doors, and the associated metal/wood trim and framing to be coated. If no Government dimensions are available, please confirm that quoters should base quantities on the solicitation photos and their own estimating assumptions.

Government Response: This will be addressed via Amendment. Please see Appendix B provided with Amendment 0003.

4. Visitor Entrance Metal Scope. Appendix A, Figure 2 identifies “all exterior black metal to be painted” around the visitor entrance. Please confirm whether this includes the full black metal framing/mullion system surrounding the glass-block entrance, or only the immediate door frame, trim, and door hardware.

Government Response: Please see Appendix A. Full metal framing around the glass block including the mullion system will be painted with the trim.

5. Wood Repair / Concealed Deterioration. The SOW requires wood filler for cracking/water intrusion and repair or replacement of identified rotten wood at the visitor center door. Please confirm whether the firm-fixed-price repair scope is limited to the deterioration visible/identified in Appendix A. If additional concealed rot or structural wood deterioration is discovered only after coating removal, please advise how that condition will be handled.

Government Response: Wood filler for the assembly bay door and repair or replace for the visitor center door is what is only visible before removal. It is the contractors responsibility to correct the wood rot identified and correct the water intrusion.

6. Coating System Requirements. The SOW requires oil-based stain, outdoor sealer, and black oil-based paint for metal, with products/colors approved by the COR. Are there any minimum requirements for primer, number of coats, dry-film thickness, manufacturer/product line, or other coating performance criteria beyond those stated in the SOW?

Government Response: There are no minimum requirements, coating applications should follow manufacturer’s recommendation for continued exterior usage.

7. Lead / Hazardous Coatings. SOW §1 states that a self-testing swab kit indicated no lead-based paint and that no testing report is available. Please confirm that no lead-abatement scope or separate pre-work lead testing is required by the Government, subject to the contractor’s responsibility to comply with applicable laws and the selected removal method.

Government Response: No additional test is required to be conducted by the contractor for this work.

8. Plant Operations, Door Access, and Sequencing. The SOW requires the doors to remain in place, functional, and capable of being closed and secured each evening. Please identify any operational restrictions that affect daytime work, including whether only one door/leaf may be worked at a time, whether doors may be opened as needed for edge/hardware work, and whether temporary removal of hardware is permitted when required for proper coating preparation.

Government Response: It is the contractor’s responsibility to maintain door functionality to properly secure the powerplant each night. The doors may be swung and position altered to reach hard area or ease. Hardware can be temporarily removed but functionality must be restored each night. Multiple doors can be worked on at the same time if desired.

9. Restricted-Area Escort / Work Access. SOW §7 states that contract employees will be supervised/escorted by a Corps employee while in the restricted area. Please confirm whether Government escort coverage will be available throughout the normal 07:30–16:00 Monday– Thursday work window, and whether there are any anticipated limits on crew size, equipment access, or daily entry/exit that should be included in the quote.

Government Response: The area the contractors will be occupying will not require an escort but a safety brief and general awareness of the site will be conducted to the contractor by the powerplant staff of what is off limit at the first time of arrival and any new arrivers afterward.

10. Price Entry / SF 1442 Block Reference. Quote Instructions §11(a)(3) directs quoters to complete the Price Schedule and include the total price for all CLINs in “Block 24” of the solicitation; however, SF 1442 Block 24 is the invoice-address field. Please confirm where the total offered price should be entered on the SF 1442/solicitation, in addition to the Contract Total on the six-item Price Schedule.

Government Response: The quote instructions have been revised to state “Block 17”.

11. Progress Payments and Retainage. SOW §5 permits pay estimates/progress invoices based on CLIN progress, while the solicitation contains one Section B line item and Amendment 0002 adds a six-item Price Breakout Schedule. Please confirm that progress invoices may be submitted based on completion/progress of the six price-schedule items, and advise whether any retainage will be withheld

Government Response: Invoices and payments will be granted based on total completion of the CLIN. No retainage will be held if all quality of work for each CLIN is satisfied.

12. Bonding / Payment Protection. Please confirm that no bid bond/offer guarantee or performance bond is required at quotation submission. For an award greater than $35,000 and not greater than $150,000, our reading is that the post-award requirement is 100% alternative payment protection (Payment Bond or Irrevocable Letter of Credit) within 10 calendar days after award. Please confirm this interpretation.

Government Response: A bid-bond/offeror guarantee or performance bond is not required at the time of quote submission. See Solicitation Clause 52.228-13 Alternative Payment Protections and the Quote Instructions Paragraph 14 Bonding for bonding requirements after award.
