About this file
This file is a Question and Answer document from industry regarding a firm fixed-price service contract for installing a High Mast Lighting Assembly (HMLA) at Center Hill Dam in Lancaster, Tennessee. The Army Corps of Engineers, Nashville District, solicitation (W912P526QA044) requires contractors to hoist and erect an approximately 80-foot, 800-pound light assembly, including full pre-assembly of slip joints, luminaire rings, and cables, with transport across approximately 1,000 feet from the laydown area to the concrete foundation pedestal. The contractor must install and torque all mounting hardware on pre-embedded anchor bolts using government-furnished equipment and engineering-provided torque specifications. Personnel requirements include a site superintendent, Site Safety and Health Officer (SSHO), certified crane operator, qualified rigger, qualified signal person, and competent person to oversee lifting; these roles may be consolidated among appropriately qualified individuals, including subcontractor employees, provided the prime contractor maintains written designation and full responsibility for performance and safety compliance.
Critical operational constraints include maintaining energized clearance buffers at all times near the adjacent Center Hill Powerhouse switchyard without de-energization, strict liability for damage to existing asphalt roadways and infrastructure under Section 7, and compliance with USACE Safety Manual EM 385-1-1 throughout all lifting operations. The government estimates the access road comprises 2.5 inches of asphalt overlay with compacted gravel and soil subgrade but will not provide specific bearing capacity data or be held accountable for road and overhead clearances. The solicitation has been revised to establish a separately priced firm fixed-price unit-rate CLIN for authorized weather standby, payable only after crane mobilization when documented onsite conditions prevent safe operations under EM 385-1-1 or manufacturer requirements, with standby authorized by the Contracting Officer and documented in daily crane operator logs.

Questions from Industry Answered
1. Personnel Section 3.A requires the Contractor to designate a Site Superintendent and Site Safety and Health Officer (SSHO) and expressly permits those two roles to be performed by the same person, provided the SSHO meets the applicable EM 385-1-1 training, certification, and experience requirements and remains onsite as required.
The crane personnel requirements also call for a certified crane operator, qualified rigger, qualified signal person, and a competent person to oversee the lifting operation.
For purposes of accurately pricing the requirement, may an appropriately qualified member of the crane crew also serve as the Site Superintendent/SSHO and/or competent person, provided that individual meets all applicable EM 385-1-1 qualifications and can fully perform the required duties? Or does USACE require the Site Superintendent/SSHO and/or competent person to be separate, dedicated personnel in addition to the required crane crew?
We will need an operator, rigger/signal person and a site superintendent/SSHO at a minimum. Multiple duty hats can be worn by crew members or different members of any crew can serve in the roles. They need to be present on site for the duration of work.
1. High Mast Light Assembly (HMLA) Staging & Pre-Assembly Status:
Section 1.a and Section 3.B of the Statement of Work indicate that the contractor will hoist and erect an approximate 80-foot, 800-lb high mast light assembly currently stored on site. Could the Government clarify whether the pole will be provided fully pre-assembled on the ground, or if the contractor is required to perform section slip-joint assembly, luminaire ring mounting, and lowering cable installation prior to hoisting? Additionally, what is the distance between the current laydown area and the concrete foundation pedestal?
The contractor will assemble the entire light assembly. Items include but are not limited to slip joint assembly, luminaire ring, and cables. The distance from the laydown area to the pedestal is approximately 1000’.
1. Pedestal Anchor Bolts & Mounting Hardware Scope:
Appendix A includes manufacturing prints for both the pole structure and anchor bolt sets, while SOW Section 3.B states that the contractor will secure the pole by installing and torquing mounting hardware. Could the Government confirm whether the anchor bolts are already embedded in the existing concrete foundation pedestal? Furthermore, are the leveling nuts, base nuts, and structural washers Government-Furnished Equipment (GFE), and will the Government provide the required engineering torque values (ft-lbs) for final structural sign-off?
The anchor bolts will be embedded in the existing pedestal. All hardware parts will be furnished. Our engineering section is designing the pedestal. The Government will provide torque specs when available.
1. Adjacent Switchyard & Overhead Electrical Clearances:
The project location is immediately adjacent to the Center Hill Powerhouse and active electrical switchyard. To ensure compliance with USACE Safety Manual EM 385-1-1 Section 16 regarding crane boom minimum approach distances to energized high-voltage lines, will any portions of the adjacent switchyard or overhead transmission lines be de-energized/cleared during the lifting operation, or must the Lift Plan maintain energized clearance buffers at all times?
They must maintain energized buffers at all times.
1. Roadway Ground Bearing Capacity & Outrigger Loading:
SOW Section 7 holds the contractor strictly liable for any damage to existing asphalt roadways, curbs, and guardrails. To facilitate proper crane sizing, outrigger pad matting engineering, and ground bearing pressure calculations in the Critical Lift Plan, could the Government provide the allowable pavement and subgrade bearing capacity (psf / psi) along the designated setup roadway?
We believe the road is 2.5” asphalt overlay with well compacted gravel and soil underneath.
1. Equipment Standby Rate Structure for Weather Delays:
SOW Section 4 notes that a 1-for-1 calendar day extension to the overall contract period of performance will be granted for severe weather, but states the Government is not responsible for weather delays. Because high winds or adverse atmospheric conditions may exceed allowable crane operating parameters under EM 385-1-1, could the Government clarify how idle crane rental and certified operator standby time should be accounted for in the Firm-Fixed-Price structure, or consider establishing a separate hourly/daily standby CLIN?
The Government will revise the solicitation to establish a separately priced Firm-Fixed-Price unit-rate CLIN for authorized weather standby. Standby will be payable only after the crane is mobilized and ready to perform, when documented onsite conditions prevent safe crane operation under EM 385-1-1 or the crane manufacturer’s requirements, and when standby is authorized by the Contracting Officer or designated representative. The contractor must document the condition in the crane operator’s log and daily report. No standby payment will be made for equipment breakdowns, personnel unavailability, inadequate planning, or delays within the contractor’s control.
1. Site Superintendent & SSHO Dual-Role Subcontractor Designation:
SOW Section 3.A permits the Site Superintendent and Site Safety and Health Officer (SSHO) to be the same individual holding appropriate EM 385-1-1 qualifications. Please confirm whether this designated individual may be an employee of our certified crane and rigging subcontractor, or if USACE Nashville District requires the Site Superintendent to be a direct W-2 employee of the Prime Contractor.
The individual may serve concurrently as Site Superintendent and SSHO only as expressly permitted by SOW Section 3.A and only if the individual satisfies all required qualifications, designations, authority, presence, and safety-duty requirements. The individual may be employed by the crane and rigging subcontractor; however, the Prime Contractor must designate the individual in writing and grant authority to act on behalf of the Prime Contractor. Government acceptance does not relieve the Prime Contractor of responsibility for contract performance or safety compliance.
1. Site Access Photos and Dimensional Data:
As an in-person pre-bid site visit is not scheduled, could the Government provide site photographs showing the foundation pedestal, anchor bolt pattern, access road turning radii, and overhead switchyard proximity to assist offerors in accurately verifying crane boom clearances and mobilization requirements?
We can provide pictures of the pedestal when it’s done or we have a concept design, and a Google Earth view of the turn radius of the roads but will not give pictures or be held accountable for road and overhead clearances.
